South Carolina State Association of Letter Carriers:

I would like to thank each and every Member, Executive Board, and Congressional District Liaisons (CDL) from each District. It has been an honor to serve you throughout the past year. Thank you for your support.

I would like to give a special thanks to our Region 9 National Business Agent Mr. Kenneth Gibb Jr. and his Administrative Assistants for their training and constant support through counseling.

I would briefly like to discuss some of the events I have attended during the year of 2016.

  1. I attended several phone conferences with our National President Fredric Rolando. As he introduced a new Training Program for the CDL that will help them better serve there Congressional District as the Liaison. The program is still a work in progress. As President Ralondo determines the needs of each staff and each Congressional District.
  1. We also discussed the future of the CCA's, as he encourages each State President to sit down with the CCA's and discuss their needs and concerns.

EXAMPLE - The number of hours they are working each day, and how many hours they were working during the week.

  1. This was also a priority topic at the Committee of Presidents meeting. We discovered that the majority of CCA's at that time were working seven (7) days a week and fifty (50) hour a week. Some CCA's were being forced to used eight (8) hours of annual leave when they were requesting a day off. After receiving this information, I requested a meeting with District Manager Daryl Martin.
  1. During our meeting Mr. Martin assured me that he would be diligent in discussing the issues with each Postmaster and Manager, to enforce that every CCA will get at least one day of per week.
  1. Mr. Martin also ensured me that he would hire more CCA's, which he has already done.

SAFETY:

  1. Mr. Martin was very active during Hurricane Matthew with his concern for the safety of Letter Carriers and their families, with giving Carriers time off and giving the time to get their families out of the area and out of harms way during Hurricane Matthew.
  1. During the past year I had several meetings with the District Manager Mr. Martin concerning safety, specifically Roll Away Run Away accidents. We had several deaths during the year 2016. We have also had several Roll Away Run Away accidents within the Capital Metro District.
  1. Mr. Martin requested that I place a special emphasis on driving safety throughout the State of South Carolina, to remind Letter carriers to follow safety procedures when operating and dismounting the vehicle. Not only for their safety but the safety of others.

ELECTIONS:

  1. During the year of 2016 we had Local and State National Elections. I would like to thank each CDL for their hard work, contacting Politicians and Candidates elected to office to support the NALC on universal delivery.
  1. I would like to request that each branch at their monthly meeting to encourage members to sign up for and make a contribution to the Letter Carrier Political Fund.

NALC 70TH BIENNIAL CONVENTION:

  1. I also attended the NALC 70th Biennial Convention in Los Angeles CA. Theme - Solidarity in Action. I would like to mention some of the agreement resolutions:

A. Article 8 (V) time changes resolved:

With all reasonable means to negotiate additional language into

Article 8 of the National Agreement, that would require the USPS to pay all City Letter Carriers, including CCA's and PTF's at the penalty rate for all hours worked on the 7th day of a service week and be it finally.

B. Resolution 21 resolved:

That disciplinary action placed in a personnel folder of a

City Carrier Assistant Employee, be made null n. void, rescinded and expunged from the employee's personnel folder once he/she is hired to full time.

C. Resolution 22 resolved:

The use of the MDD (Mobile Delivery Device) for information, cannot be used for any disciplinary purposes.

D. Resolution 23 (expedited consideration Article 16.7) resolved:

That suspension under Article 16.7 of the National Agreement be given expedited consideration un the Dispute Resolution Process.

E. Resolution 32: 24 hour notice for one (1) day street observation PS form 3999. resolved:

Urge our National Office to negotiate with the USPS to adopt a policy to notify Letter Carriers 24 hours prior to conducting a one (1) day street observation.
