Purpose

 Effective January 1, 2007, new regulations for driver’s logbooks (including various changes to the Commercial Vehicle Drivers Hours of Service Regulations) outlined by the Federal Motor Vehicle Transport Act were implemented.

Some of the key changes are:

 Increase the minimum daily off-duty time

 Reduce the daily on-duty time

 Reduce the daily driving time

As per Alberta Infrastructure and Transportation findings:

 It is recognized that the percent of collisions identified as having fatigue as a contributing factor is underestimated.

Studies have shown:

 An increase crash risk with hours of driving well before the hours of service have been exceeded;

 We need to encourage shifts and the circadian rhythm of individuals to a 24 hour clock in an attempt to minimize the occurrence of phase-advancing routines;

 There is a need to provide drivers with additional time off to increase opportunities for sleep and rest;

 A sufficiently long period of off-duty time is required in order for a driver to obtain a continuous anchor sleep that is adequate for daily recovery;

 Short breaks from driving is beneficial in avoiding excessive accumulation of fatigue;

 Sleep debt accumulates over days and that two full nights of sleep appears to be adequate to allow near full recovery.

Current Standard

Shift Limitations

 13 hours driving

 15 hours “On Duty” - no driving after 15 hours but can continue to work

 No “elapsed time” limit

Day Limitations

 None

Shift Reset

 8 consecutive hours “Off Duty” and/or sleeper berth to “reset” the shift

Daily Reset Requirement

 None

New Standard (January 1, 2007)

Shift Limitations

 13 hours driving

 14 hours “On Duty” – no driving after 14 hours but can continue to work

 16 hours of “elapsed time” from beginning of shift

Day Limitations

 13 hours driving in a day

 14 hours “on duty” in a day – no driving after 14 hours

Shift Reset

 No change

Daily Reset Requirement

 10 hours “Off Duty” – This off duty time can be made up of 30-minute increments.

Daily off duty time

 10 hours off per day – Drivers require 10 hours off per day whether or not they drive or they will be in violation. This off duty time can be in 30-minute increments.

 Driver requires 3 X 24 consecutive hours off in 24 days

Work shift rules

 10 hours off per day – Drivers require 10 hours off per day whether or not they drive or they will be in violation.

 16-hour window: No driving after 16 hours from the beginning of a “shift reset”. The 16-hour window now counts all on duty time, all off duty time < 8 hrs, all standby time on location and all sleeper berth time that does not qualify to extend the shift. – note this time does not count towards the 14 hour for the day or the shift.
