1. / Job Purpose
The purpose of this post is to influence and improve the physical activity levels, health and wellbeing of Solihull’s older residents and residents with disabilities.
This will be done through the development, implementation, comprehensive co-ordination, monitoring and evaluation of the Solihull ActiveOlder People’s and People with Disabilities physical activity and sports programmes.
The post holder will work as a part of the Solihull Active team within Public Health, with other teams across the Council and other partner agencies/service providers. The work will contribute to the priority topics:
- Behaviour Change (Living Well);
- Healthy Places and Communities (Living Well);
- Healthy Older Life (Ageing Well).
2. / Key Responsibilities
2.1 / Main Duties
- To support the development, implementation, monitoring and evaluation of physical activity & sport policies, strategies, programmes and projects for older people and people with disabilities.
- To set up, deploy and review systems of work to run programmes efficiently and effectively with due regard to current and future legislation, and Council Procedures.
- To provide support, supervision, leadership and training to project staff, e.g. coaches, instructors and volunteers.
- To undertake pathway, resource mapping and service reviews to inform, continuously improve and re-design programmes/projects. Under the guidance of your line manager.
- To inform an evidence-based approach through benchmarking with best practice examples and ensure implementation of national policy/guidelines/recommendations.
- To support a wide range of other service providers within Solihull MBC, public sector, private sector, community & voluntary sector, charities, local disability/older people organisations, school sports partnerships and sub-regional/regional partners (e.g. Sport England, Public Health England).
- To work collaboratively and contribute to developing further partnerships across the projects to ensure effective implementation.
- To prepare reports and make presentations to a wide range of key stakeholders, e.g. relevant community groups and health professionals.
- To contribute to the Solihull Active Team’s annual business planning process, the local physical activity and sport strategy, and support the team to set and achieve objectives.
- Other areas of work include: risk management, health and safety, marketing and promotion, resource management, consultation and engagement with Solihull residents.
- Any other duties as may be properly assigned to the post.
2.2 / People
There are no line management responsibilitiesfor Council staff. However, this post is responsible for:
- Coaches/Instructors
- Walk Leaders project volunteersand liaising with,
- Employee’s ofproject delivery partners (e.g. Parkwood Leisure, SoLO).
2.3 / Safeguarding
Solihull Council is committed to keeping children, young people and vulnerable adults safe. The post holder is responsible for promoting and safeguarding the welfare of the children, young people and vulnerable adults for whom she/he is responsible or comes into contact with.
2.4 / Financial
The post holder is expected to contribute to the management of the overall service budget in conjunction with their line manager.
The post holder is responsible for the deployment of the Council’s financial procedures in all work undertaken.
2.5 / Buildings & Equipment
The post holder is responsible for the deployment of all Council procedures relating to buildings and equipment when planning and managing activities and programmes both on and off site.
The post holder may implement planned and reactive repair and maintenance programmes.
To maintain the highest levels of Health and Safety throughout the duration of the contract in and around the work area.
2.6 / Health & Safety
Health and safety laws require all employees to help the Council maintain and improve health and safety standards. This means that the post holder must take reasonable care of his/her own and others’ health and safety and co-operate with any reasonable request to support the Council, managers and other employees, in meeting their health and safety legal responsibilities. Line managers have additional responsibilities to ensure that policies, procedures and safe systems of work are implemented on a daily basis.
All duties and responsibilities must be carried out in line with the Council’s Corporate Health and Safety Policy and any local safety procedures.
2.7 / Information Management
As an employee of the Council, the post holder will be expected to manage information in accordance with standards outlined in the Corporate Records Management and Information Security policies. They will ensure that information used is held and transmitted securely in a manner commensurate with its sensitivity, and that it complies with the provisions of the Data Protection Act 1998.
2.8 / Policies & Procedures
The post holder will be accountable for ensuring that he/she is aware of relevant Council policies and that all duties and responsibilities are carried out in line with the appropriate policies and procedures.

Whilst this post is initially to a specific post, the post holder may be exceptionally required to transfer to any post appropriate to their grade at such a place as in the service of the Council they may be required.
