OCTOBER 11, 2011

EVANS, GEORGIA

The Columbia County Soil and Water Conservation District Board of Supervisors met on Tuesday, October 11, 2011 at 2:00 p.m. at the Security Federal Bank in Evans, Georgia.

Supervisors present were: Sam Booher, Gene Hair, John Shearouse and Rick Crawford. Supervisor absent was: Jeannie Hill. Others present were: Robert Amos, Cread Brown and Wendy Lowenthal.

Chairman Crawford gave the welcome and Supervisor Shearouse gave the invocation.

The minutes of the September meeting were approved on a motion by Booher and seconded by Hair. The motion passed.

County Technician Lowenthal presented the quarterly report and semi-annual erosion and sediment reports and she reported that thirty-six (36) erosion and sediment control plans were submitted to Columbia County for their approval over the last month. Thirty-one (31) were approved.

District Conservationist Brown reported one erosion and sediment control plan submitted for ratification – Grovetown Fire Station – review no. 4083 – approved. The plan was approved on a motion by Hair and seconded by Shearouse. The motion passed.

District Treasurer Hair gave the treasury report. The supervisors discussed funding options for the district and the development trends taking place in Columbia County. The treasury report was approved on a motion by Hair and seconded by Booher. The motion passed.

Regional Representative Amos gave the State Conservation Commission report. Amos administered the oath of office to reappointed Supervisor Shearouse. Amos also reported that the Group II Summer Meeting held September 8, 2011 at the White County Ag Center in Cleveland, Georgia went well and asked for any suggestions for

next years meeting. He reported that the GACDS Annual Meeting will be held January 6-8, 2012 at Chateau Elan in Braselton, Georgia and he presented Chairman Crawford with a jar of honey on behalf of GACDS. Amos reported per diem checks will now be direct deposited in to supervisor’s accounts instead of being mailed.

District Conservationist Brown gave the NRCS report.

Shearouse gave the RC&D report. He reported that he attended the August 10, 2011 meeting and the Council will continue to meet. Amos reported that Supervisor Joe Riley from the Broad River SWCD is the new President of the Central Savannah River RC&D Council.

In other district business: Hair reported that he attended the Ag Teachers Association Meeting and has names of interested students to send to the NRCW and Envirothon. After discussion, Booher recommended former County Extension Agent Charles Phillips as Conservationist of-the-Year but no action was taken. Booher read a letter from the Columbia County citizen concerning some erosion issues within the county and was concerned because he has not received a response. After discussion, Booher agreed to contact the county.

The next district meeting will be Monday, November 7, 2011 at 2:00 p.m. at Security Federal Bank in Evans, Georgia.
