Project Manager (Child Protection Van Project)

PURPOSE OF THE POST

Social Welfare Department, Federally Administered Tribal Areas (FATA) has partnered with UNICEF to launch a community-based mobile Child Protection Van project in eight select villages of Bara, Khyber Agency. The project is designed for 15 months, initially, with the aim to produce learning from experience for informing future scaling-up and sustainability approaches. The project will be implemented under the overall guidance of two Project Management Committees (PMCs). The Directorate level PMC is chaired by the Director SWD FATA and works on strategic matters of the project whereas the Agency level PMC works for the operational matters of the project. The project will be implemented through a customized Van which will be managed through contracting the services of an appropriate company for operational and daily maintenance.

A Project Manageris therefore needed to lead / supervise the team for the implementational planning and coordination, monitoring and reporting of the Child Protection Van project in Khyber Agency and work under the overall supervision and support of Agency Social Welfare Officer. For technical guidance, the Project Manager will receive guidelines and support from the Child Protection Section in UNICEF.Apart from coordinating with key identified stakeholders, the incumbent will also provide secretarial support to the two Project Management Committees (PMCs), one at the Agency level, chaired by the Agency Social Welfare Officer and the other at the Directorate level, chaired by the Director Social Welfare Department FATA. The incumbent will also supervise the project staff, including the staff on the Van and drivers and will conduct their performance appraisals on periodic basis.

Following are the specific roles and responsibilities of the Project Manager:

PROJECT MANAGEMENT

  • Under the overall guidance of Agency Social Welfare Officer, ensure full compliance of the applicable technical, financial and management guidelines, standardsand requirementsset for the project;
  • Manage financial, technical and other resources provided to the project both by UNICEF and the Social Welfare Department, FATA and ensure timely utilization of funds and reporting of accounts to UNICEF for liquidation, including the submission of relevant / required means of verification, like progress reports;
  • Supervise a team of Child Protection M&E Officers, Information Management Officer, Admin & Finance Officer and Community Facilitators under the project funded by UNICEF and provide them the required technical supervision, continuing capacity building and operational support to ensure effective and efficient achievement of planned results and milestones;
  • Lead the development of Detailed Implementation Plan (DIP) of the project in consultation with staff as well as the PMCs and ensure project implementation as per the agreed plan and update it regularly as required;

COORDINATION

  • Provide secretarial support to the Project Management Committees - one at Directorate level (strategic) and another at Agency level (operational) – each holding regular meetings on monthly / quarterly basis as prescribed in respective Terms of Reference and notifications; and, facilitate coordination among the stakeholders to ensure all of them contribute their agreed roles and responsibilities;
  • In consultation with project staff develop monthly action plans for the project activities and present the same to PMCs for review and endorsement and ensure their implementation;
  • Facilitate coordination with key stakeholders including Political Administration, FDMA, Agency Coordinator, Education Department and othersin terms of ensuring their full contributions into the project and timely follow ups with them to implement the action points as per the MPCs meeting minutes;
  • Establish and maintain efficient and effective coordination, in the most cultural sensitive manner possible, with key stakeholders at the community levels including Maliks, Community Elders, children and other relevant key gatekeepers and service providers for obtaining their buy-in of the project concept and interventions as well as mobilizing their full cooperation, support and needed contributions for achieving the project results, aims and activities;
  • Establish and maintain efficient and effective coordination and a mechanism of support with contracted services providers for different components of the project particularly for Van management to make sure all of them work in full compliance with the requirements for the smooth implementation of the project and delivery of their roles;

STANDARDS SETTING AND APPLICATION

  • Ensure that government partners and other relevant stakeholders are aware of relevant policy guidelines, technical standards and relevant commitments that the Government/concerned authorities have undertaken under international human rights law related to children;
  • Ensure that project execution is in-line with applicable standard of ethics, code of conduct, policy guidance, technical standards, and human rights legal obligations;
  • Make sure that the principle of DO-NO-HARM is comprehensively integrated into all aspects of the project implementation, monitoring and reporting, including coordination and interaction with media and the use of any technology;

MONITORING AND REPORTING

  • Guide and facilitate the development of an appropriate, effective and efficient monitoring and reporting mechanism for the project in which roles and responsibilities are clearly and sufficiently distributed among the relevant staff members including SWD and other members of the PMCs;
  • Ensure that implementation, monitoring and reporting are in full compliance with the agreed monitoring indicators and performance benchmarks and that the Information Management System (MIS) is developed and maintained towards this goal;
  • In coordination with SWD and UNICEF and in full utilization of the capacities with the project team, ensure an appropriate reporting mechanism exist to capture / fulfill the reporting requirements ofUNICEF and other stakeholders concerned, includingthe MPCs;
  • Support the conduction of monthly and quarterly project reviews and reportingthe results of same to the PMCs.

Minimum Education: Master in Social Sciences and / or Human Rights;

Minimum Experience: 1) At-least 5 years of relevant professional experiencein managing, leading and coordinating child protection / social development projects;

2) Relevant professional experience of working with / for the government is asset, particularly in FATA;

3) Relevant professional experience in team leadership, project management and coordination with divers group of government and non-government stakeholders and partners;

4) Relevant professional experience in producing quality documentation, project reports, lesson learnt papers, as well as monitoring and assessment reports (both qualitative and quantitative);

5) Relevant professional experience in social mobilization, community mobilization and technical capacity building of project staff and members from children and communities particularly within the scope of child protection and child rights;

Applicants from Khyber Agency and FATA will be given preference.

Salary Range:PKR. 110,000 /month;

Starting date: Immediately;
