  • Sector Work e.g. be a part of MSF/NCSS’ committees or interview panels where their professional expertise could be tapped on, mentor other social service professionals outside of their own agencies, partner NCSS’ Career Centre to reach out to potential recruits;

  1. NCSS reserves the right not to consider any applications postmarked or received after the closing date.
  1. NCSS may request for additional information from the applicant and/or contact the Referee/s if it feels that this is needed to assess the application. NCSS reserves the right to reject the application, if the additional information is not provided and/or the Referee/s refuse/s to entertain NCSS’ request for information.
  1. NCSS reserves the right to disqualify and/or reject any application, or revoke any application which has been accepted, at any time, if it finds the application to be incomplete (i.e. required fields left blank, required items/materials not submitted) or inaccurate (i.e. the information provided in any of the submitted materials is incorrect or untrue, or any document submitted is found to be unauthentic (not issued by the purported maker of the document) or amended without authorisation (by the maker of the document)).

Appendix 1

SOCIAL SERVICE FELLOWSHIP

Terms & Conditions

Functions

  1. The Social Service Fellow (“Fellow”) shallcontribute to sector-wide capability building efforts, of about 80 hours per year, to his/her best endeavour. Where necessary, the Fellow and NCSS may work together to identify opportunities for the Fellow to contribute to the social service sector, or recommend to NCSS any other areas of professional contributions to the sector.
  1. Areas where the Fellowcan contribute to include:

(a)Development Worke.g. partner MSF to develop the Continuing Professional Development frameworks for other social service professionals, take on research projects under NCSS’ VWO Development, Advocacy & Research Team, Human Resource Capability Development and SSI;

(b)Sector Work e.g. be a part of MSF/NCSS’ committees or interview panels where their professional expertise could be tapped on, mentor other social service professionals outside of their own agencies, partner NCSS’ Career Centre to reach out to potential recruits;

(c)Training e.g. teach at SSI, partner SSI to review the curriculum and andragogy of SSI’s courses.

  1. NCSS mayrequest that the Fellow attend engagement sessions with NCSS and/or other stakeholders e.g. NCSS Members Conference, Dialogue with NCSS scholars and interns, Scholars’ Club Year-End Party, Sharing Sessions for potential SSF nominees etc., all of which the Fellow shall use his/her best endeavours to attend.
  1. Each Fellow will have to maintain records of his/her contributions in the format laid out in Appendix 2, for submission to the SSF Secretariat on a six (6) –monthly basis from the date of appointment for the duration of the three (3) –year term.
  1. Annual contributions of each Fellow are noted by NCSS to profile the Fellows and their achievements.

Service Period

  1. The Fellow is appointed for a period of three (3) years, commencing from the date as stated on the Letter of Appointment (by which he/she accepts his/her appointment as a Social Service Fellow) (“the date of appointment”).

Service Recognition Award

  1. An annual Service Recognition Award of S$12,000 will be paid to the Fellow at the end of each year of appointment, unless otherwise stated in his/her Letter of Appointment.

Rules of Conduct

  1. The Fellow shall not make reference to his/her appointment as a Social Service Fellow in:

(a)Marketing and/or publicising the services of the organisation at/by which he/she is employed; and

(b)Making any public statement or comments about NCSS and the Social Service Fellowship programme, including his/her sector-level roles and responsibilities, without NCSS’ prior written approval.

(c)Cases where he/she has been terminated from the Social Service Fellowship with immediate effect.

  1. Should the Fellow make any public statement or comments about NCSS and the Social Service Fellowship programme in his/her personal capacity (i.e. without making reference to his/her appointment as a Social Service Fellow) he/she shall make it clear that the views that he/she expresses are made in his/her personal capacity, and that he/she is not representing the views of any Government agency, including NCSS.
  1. No Fellow shall commit to or enter into a Contract (defined below) on behalf of any Government agency, including NCSS. “Contract” under this clause includes any contract for supply of works and/or services, consultancy services, agency, representation agreement or any other form of agreement. A Contract entered in contravention of this clause will be terminated immediately and the Fellow shall indemnify any Government agency, including NCSS, in full for all costs, expenses, loss and damages arising from such termination of Contract.

Publicity Materials

  1. The Fellow hereby:

(a)Grants NCSS the absolute and irrevocable right and unrestricted permission to use his/her name, likeness, image, voice, and/or appearance as such may be embodied in any photos, video recordings, audiotapes, digital images, and the like, taken or made on behalf of NCSS or its partners.

(b)Agrees that NCSS has complete ownership of such material and can use said material for any purpose consistent with the NCSS’ mission. These uses include, but are not limited to, videos, publications, advertisements, news releases, websites, and any other promotional materials in any medium.

(c)Acknowledges that he/she will not receive any compensation for the use of such images, video, likeness, etc.

(d)Releases and dischargesNCSS, its agents, representatives and assignees

from any and all claims and demands arising out of or in connection with the use of my name, likeness, image, voice and/or appearance, including any and all claims for invasion of privacy, right of publicity, misappropriation or misuse of image, and/or defamation.

Conflicts of Interest

  1. The Fellow shall not have any professional, personal or family allegiance, bias, inclination, obligation or loyalty which may in any way affect his/her objectivity, independence or impartiality in performing his/her role.
  1. No Fellow shall be involved in activities that violates the principles of any Government agency, including NCSS, and derive any personal profit or gain, directly, or indirectly, by reason of his/her role as a Fellow.
  1. The Fellow is required to declare to NCSS in writing any actual or potential conflicts of interest in the course of performing his/her role as a Social Service Fellow, as soon as he/she is aware of such conflicts set out above.

Confidentiality

  1. The Fellow must ensure that he/she keeps confidential any information which NCSS has provided him/her in any document or correspondence marked as confidential, or which NCSS has informed him/her in writing is confidential. He/she must not disclose the confidential information to any third party by any means or in any form without the written permission of NCSS. This confidentiality requirement shall continue indefinitely, except for information which becomes public knowledge, even after the Fellow is no longer on the programme.
  1. NCSS may keep copies of and use all materials produced by Fellows for the programme for such purposes and in such manner as it sees fit (including but not limited to educational and publicity purposes, e.g. publishing the materials on websites, using them for workshops, conferences, etc.) without seeking the permission of the Fellows. However, NCSS will acknowledge the Fellow who created the materials when using them.

Liability

  1. NCSS takes no responsibility for any loss or damage, cost or expense of any nature whatsoever which may be incurred by the Fellow while carrying out his/her roles and responsibilities under this Appointment, except for death and personal injury resulting from the Government’s own or any of its employees’ or agents’ negligence.

Variation and Termination

  1. NCSS shall be entitled upon giving two (2) months’ written notice to the Social Service Professional to vary any of the conditions or provisions set out in this Appointment.
  1. This Appointment and any of its provisions may be amended or varied if agreed to in writing by NCSS and the Fellow. The relevant document incorporating the said amendments or variations shall be duly signed by NCSS and the Social Service Professional.
  1. This Appointment may be terminated for any reason by either Party, by giving two (2) months’ written notice to the other Party, or such shorter period as may be mutually agreed by the parties in writing.
  1. In the event that the Fellow:

(a)Fails to abide by any of the terms and conditions stated herewith;

(b)Is no longer employed within the social service sector;

(c)Is disciplined for misconduct (e.g. by a professional body or his/her employer); or

(d)Is convicted in a court of law in any country (excluding parking offences)

NCSS reserves the right to:

(e)Revoke/terminate the Fellow from the programme with immediate effect;

(f)Remove any references to the Fellow (e.g. name) from its website and from any other publication it may use to promote the Social Service Fellowship programme; and

(g)Make known such revocation/termination to any party it deems fit.

(h)Pro-rate any award which may be payable to the Fellow.
