Note: In accordance with Rule 10.4, non-attendance at this meeting by Clubs will incur a fine of £100.

Under Rule 4.1

The affairs of the League shall be governed by a Management Committee made up of one representative from each member club of the League and presided over by the Chairman of the Executive Committee elected each year at the Annual General meeting. The Management Committee shall, among its other duties, be responsible for ensuring that the intention and spirit of the League be adhered to. It shall be empowered to take whatever action it considers fit to do this.

This is an important meeting for communication. If Clubs wish to send more than one representative that is quite acceptable

SHEPHERD NEAME ESSEX LEAGUE EGM PROPOSALS - SUNDAY 15th APRIL 2018

PROPOSAL 1 - The Form of the Championship

Proposed by the Executive Committee

League Rule 7.3 to be amended as follows:-

7.3The League shall comprise the following:

  1. 12 Divisions known as the Premier Division and Divisions One through to Eleven.
  2. Division 12 and below will be organised on a regional basis as from time to time arranged by the Executive Committee.
  3. Only 1st XIs of clubs that have been ECB Clubmark accredited by the end of October of the preceding season can participate in the Premier Division and Division One.
  4. No two teams from the same club can participate in the same division with the exception of Divisions 12 and below.
  5. All other teams can move freely within the divisional structure.
  6. Promotion and relegation will be as detailed in Generic Rule 7 in the Playing Conditions of the League.

In voting in favour of this proposal, clubs will also empower the Executive Committee to make the necessary consequential changes to Generic Rules 1, 5, 7, 9, 10, 12, 15 and 20 all of which make reference to the previous divisional structure.

For clarification the division names will change for the 2018 season however the first round of relegation and promotion to be affected by this new rule will take place at the end of the 2018 season. Retrospective relegation and promotions based on the 2017 league positions will not occur.

PROPOSAL 2 – ONLY IF PROPOSAL 1 IS NOT ACCEPTED - The Form of the Championship

PROPOSAL 3 – Deletion of League Rules regarding Levies

The Executive Committee proposes that the Rules 10.1, 10.2 and 10.3 are deleted:-

10.1 Each Member Club shall forward a deposit on or before 1 January of £50 which will be rebated in full at the end of the season, less £1 for every result by each XI not entered on Play-Cricket by the stipulated time; and a further £1 for the home clubs not entering the Scorecard by the stipulated time; and £2 (and a one point deduction) for every telephone call not made within the due time to Jo Greenhill on 020 8502 2064 for the Press Association 1st XI’s only).

10.2 Each member club will contribute an advertising levy of £250 per annum to be rebated at the rate of £125 per full page advertisement introduced by that member club to be inserted in the League Handbook.

10.3 Any club missing the deadline for submitting League Handbook material will incur a fine of £200.

PROPOSAL 4 – Revision of League Rules regarding Levies

The Executive Committee proposes that the Rules 10.4 and 10.5 are amended as below:-

10.4 Any club not attending a League Management Committee, Special General or Annual General Meeting will incur a fine of £250.

10.5 Any club not paying their annual subscriptions by 30 April will incur a fine of £250.

PROPOSAL 5 – Deletion of League Rule regarding Handbook

The Executive Committee proposes that the Rules 12.1 is deleted:-

12.1 The Rules of the League shall be contained in a handbook which shall be distributed annually to all Member Clubs.
