SLO: What are the responsibilities of Local Government (i.e. bylaws, taxes, services)?

Activity:

You are a graphic designer and have been hired by the City of Lethbridge to create a city crest. The city councilors and mayor are very proud of their city and all the services the city provides for the citizens. The councilors and mayor want you to create an illustration of at least 4 of the services. The crest you create will be enlarged and placed in front of city hall as well as in the council chambers.
