Topic: New Business

report / Ted introduced Gary Blackmore to the board. He volunteered to join the board recently and was voted in at the meeting.He will be a Member at Large.
Report / The Halloween landscaping damage has been repaired. Bill suggested we purchase and put up small poles with reflectors to keep cars off the grass along Sky Island Drive, Division 1, during peak parking times (Halloween and Christmas season). Bill will be in charge of purchasing and installing the poles. They will come down after the season is over.
Topic / Bill suggested that someone meet new residents and welcome them to our community. Steve offered to do this!
Topic: Reserve Study
Issue 1: / Gary will be helping Bill with the Reserve Study. They will inventory the responsibilities of the HOA to help us better prioritize upcoming maintenance and future spending for our community.
Discussion: Track E(100th St)
Disscussion 1: / Bill and Tedmet with the Builder about Track E (100th Street). Currently the HOA owns it. The City would like to take ownership.
Alan Nygaard (guest) explained that It’s actually a small parcel of land (Track C) in addition to the street. We need to separate that parcel out (includes a green space). When documents are written up to transfer the street to the City, we need to be very specific about the street only--not the parcel as well. We need to have the green space excluded. It was felt that this would not be a big deal.
Steve voiced concern over keeping the green space for tax considerations. HOA board felt the tax impact was minimal and we (HOA) need to keep ownership to keep control of views, etc.
Bill brought up the subject of the nature park. The developer stated it all goes to the HOA. Bill voiced concern that the City would like to keep it (Tracks G and Z). We are working on ways to keep that park. The Board expressed a desire to keep the park so that it would be under HOA control
Bill will check the preliminary plat for Division 6 to look for additional conditions and will continue to investigate.
Itsuggested that we open the view in the park but concern was voiced over how it would affect the homes by the nature park.Gary will investigate this with the affected homeowners.
Discussion: Track E(DIV3)
Disscussion 1: / The fences are in very bad shape. HOA owns Track E and fences. Bill suggested taking the fence down. He will investigate. If Track E is for drainage purposes and nothing can be built on it. Track E will stay closed. Steve talked to the Homeowners next to the tract and they agreed to remove the fences. We are contacting the Landscaper to remove fences and clean up the area.
Topic: Issue of Crosswalks

Issue 1: / Bill (said Kristin brought this to his attention) brought up the issue of the crosswalks. The safety of the crosswalks. It would cost about $20,000 to put in the equipment at all the crosswalks on Sky Island Drive. (Flashy lights with push button signs).
Issue 2: / Bill made a motion to install one at the Sky Island Drive and 95th. Ways to finance were discussed. Vote was unanimous to put one in. We will continue to investigate feasibility and cost to the HOA.

Issue 1: / Steve would like to get more involved in the budget. Julie suggested he email her and get a copy of the last audit as a starting point.
