Mayor Tackman called the public hearing regarding proposed site plan for micro cell wireless telecommunications at 419 West Manlius Street at 7:00PM

Comments:

Director of Code Enforcement Randy Capriotti presented details of proposed addition of micro cell wireless telecommunications facility on chimney of existing building at 419 West Manlius Street. Zoning Board of Appeals granted a use variance on March 24th with conditions to include the installation of landscaping and/or fencing to screen the equipment compound from view. Planning Board reviewed this matter at April 11th meeting. Planning Board recommends approval of plans revised and dated 3/30/16.

Mayor Robert T. Tackman reported on the review from the Planning Board and the conditions agreed to from the Zoning Board of Appeals for landscape screening and fencing.

Deputy Mayor James E. Carr, Jr. asked about loss of parking. Mr. Jared Lusk from Nixon Peabody reports that there is no loss of parking. Parking for the tenants is not defined and there are no striped parking spaces.

Deputy Mayor Carr asked how tall the antenna extends. The antenna is approximately 2 feet above the height of the chimney. The unit is about the size of a 5 gallon paint can.

Trustee Janet L. Mattox asked about the coverage in the area. Mr. Lusk reported that the tower at Basile Rowe is currently overloaded. This antenna will help to relieve that overload.

Deputy Mayor Carr asked about the fees. Mr. Lusk reports that they have paid $2900 for this application with Planning and Zoning review.

Hearing no further comments, Mayor Tackman closed the hearing at 7:05PM.

Following the Pledge of AllegianceMayor Robert T. Tackman called the rescheduled meeting for the Village of East Syracuse Board of Trustees for Monday, May 9, 2016 to order at 7:05PM.

Approximately four Village residents and guests attended including Jared C. Lusk, Esq. from Nixon Peabody on behalf of Verizon Wireless.

Review of Correspondence A record of recent correspondence has been distributed to the Board of Trustees and all department heads to assist in monitoring activities.

Motion – by Deputy Mayor Carr, seconded by Trustee Wagner - To authorize the Mayor to execute an agreement with Germain & Germain to provide legal services and serve as Village Attorney for one year.

Discussion: Trustee Daniel Wagner asked about the scheduling and completions of auditor reports. The Court review is typically done first in June or July with the full municipal audit starting usually in September and completed before year end.

Village Clerk Patricia J. Derby is satisfied with the quality of the reports. Information is in a different format than previous reports. Pompo is also available for consultation and advice on other matter throughout the year.

Motion – by Trustee Wagner, seconded by Deputy Mayor Carr - To authorize the Mayor to execute agreement with C&S Companies to provide engineering services in connection with the Village of East Syracuse Hanlon Pool Facility for the 2016 season.

Services will consist of: analyzing and correcting problems associated with all functions of the Hanlon Pool swimming facility, advising pool staff of corrective measures and maintaining the facility in accordance with NYS Health Department Part 6, subpart 6-1 Swimming Pools Rules and Regulations. Contract is on an hourly basis.

Motion–by Trustee Wagner, seconded by Trustee Mattox - To authorize the Mayor to execute the annual agreement with East Area Volunteer Emergency Service, Inc. (EAVES).

Discussion: Annual agreement with the Village is for $8000.

Summer Hours – Municipal Building

Motion - by Trustee Wagner, seconded by Trustee Mattox - That normal hours of operations for the Municipal Building Offices, including Village Office, Justice Court Office, and Fire Department Administration be reduced to reflect a Noon closing on Fridays for fourteen (14) weeks from June 3rd through Labor Day (September 5th). This does not include DPW, Codes or Firehouse Caretakers.

Discussion: Goal is to have uniform hours of operations. Hourly employees may use earned benefit time to make up time for a full 40 week or accept reduced hours.

Memorial Day Parade

Motion –by Trustee Para, seconded by Deputy Mayor Carr - To grant permission for the conducting of the annual Memorial Day Parade by the East Syracuse Arthur Butler Post 359 American Legion on Monday, May 30, 2016 stepping off at 11AM starting at Upton Street, traveling down Manlius Street to the monuments at West Yates Street.

Discussion: Mayor Tackman reported that Village of Minoa expressed interest in confirming the parade time to one-or-the-other time – either 9AM or 11AM instead of switching times each year. Village Clerk will ask the Parade Chairperson about that when confirm who is marching this year (Trustee Mattox will not but will attend the Fire Inspection after the Parade).

Mayor Tackman presented details for St. Matthews Blessing of the Bikes and Vintage Cars event this Sunday.

Motion – by Deputy Mayor Carr, seconded by Trustee Wagner – To grant permission to conduct motorcycle and vintage car ride, following the blessing of the bikes and vintage cars, at 12:30PM from St. Matthews parking lot, down Ellis to Dausman, then up Heman Street to return to Kinne Street.

Discussion: Mayor Tackman noted that no streets will be shut down and riders must yield to traffic. Fire Chief DJ Brewster reports that former Chief Joe McAllister is participating and asked if one of the Fire Trucks could be available too. Trustee Wagner noted that the procession will cross Hartwell Ave twice.

Motion – To award the contract to Emergency Vehicle Solutions to up-fit the new Chief’s vehicles based upon their bid and the recommendation of 1st Assistant Fire Chief Chris Shields.

Discussion: Mayor Tackman reported that the recommendation of 1st Assistant Fire Chief Shields to award to EVS is based upon Bush not matching the specs, but inserting other equipment not standard with other vehicles. Chief Brewster reports that Bush is a dealer for Whelan products. ESFD has experience water damage with that product and specifically requested Federal Signal products.

Trustee Mattox sought assurance that both bidders were given the same opportunity to bid bother installation and labor. Chief Brewster stated yes but that Bush did not meet the specs.

Discussion: Deputy Mayor Carr asked why there were no other bidders. Chief Brewster noted that some vendors are exclusive to certain product lines. These are the products that ESFD uses.

SSO Mitigation – Phase 2, Contract 2

Motion –by Trustee Mattox, seconded by Trustee Wagner - To adopt a resolution that the sanitary sewer improvements associated with the SSO Mitigation – Sanitary Sewer Improvements Phase 2, Contract 2 project are a Type II (exempt) action under 6NYCRR Part 617.5(c)(1) and (2) for the purposes of the New York State Environmental Quality Review Act (SEQRA) and that no further action under SEQRA is required.

Storm water Notice

NOTICE

In accordance with the requirements of the NYSDEC SPDES General Permit for Storm water Discharges from Small Municipal Separate Storm Sewer Systems (MS4’s) a draft copy of the Storm water Management Program Annual Report is available in the Village Clerk’s office for review and comment. Written comments on the Report can be submitted to the Village Clerk.

Sidewalk Program

Motion – by Trustee Wagner, seconded by Trustee Para - To adopt the following Resolution to continue the Sidewalk Repair and Replacement Program:

BE IT HEREBY RESOLVED, that the Village Board of Trustees does hereby adopt a sidewalk repair and replacement program, the cost of which will be shared by abutting property owners and the Village of East Syracuse;

The property owner will, in general, assume the material cost, and the Village of East Syracuse, in general, will assume the labor cost.

Property owners desiring to participate in this program shall make application to the Village Clerk. Such application should describe the condition, length, width, and location of the sidewalk to be repaired or replaced.

The Superintendent of Public Works will approve applications on the basis of need and condition.

A charge against the owner/applicant shall be made per running foot of sidewalk, for plain walk and reinforced walk forming part of a driveway, where dimensions are four feet wide. Charges per running foot shall be adjusted accordingly where dimensions deviate from four feet wide.

When applications have been approved, the owner/applicant will be notified and advised of their share of the cost. Such charge will be immediately due and must be paid over to the Village Clerk before any work will be started. This program is for residential property only.

IT IS FURTHER RESOLVED that all money paid to the Village with reference to the sidewalk program will be deposited in the General Fund and any payments made for materials and labor for sidewalk repair and replacement will come from this account prior to any money from the budget account.

Discussion: Rates for 2016/2017 year are: $12.00/sf for regular sidewalk and $14.00/sf for reinforced (driveways).
