1.  You are invited to submit your price quotation together with other required qualification documents for [Production of Video documentary for HLP and NHLP All Activities from 2007 till 2016] National Horticulture and livestock Project (NHLP) Ministry of Agriculture, Irrigation and Livestock.

2.  The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation and Livestock has received a grant from the Afghanistan Reconstruction Trust Fund (ARTF) towards the cost of Horticulture and Livestock Project, (NHLP Grant No: TF 013820 and Project ID: P143841) and intends to apply part of the funds to cover the eligible payments under the contract for the [Production of Video documentary for HLP and NHLP All Activities from 2007 till 2016 for National Horticulture and Livestock Project (NHLP) /Ministry of Agriculture, Irrigation and Livestock (MAIL)].

3.  Information on Terms of Reference (TOR) and Schedule of Requirements & Price Schedule is provided in Attachments 3 and 4.

4.  Your quote shall be evaluated and contract awarded to the Company offering the lowest evaluated price, technically responsive and fulfils qualification requirements.

5.  You are requested to submit the following documents with your quotation (each document shall be signed by a duly authorized representative of your firm):

(i)  Draft Purchase Order/ Contract ( Attachment 1)

(ii)  Terms and Conditions of Service (Attachment 2)

(iii)  Terms of Reference (TOR) (Attachment 3 )

(iv)  Price Schedule (Attachment 4)

(v)  Qualification of the Bidders (clause 7 below)

Failure to submit the above documentation may result in the bid being declared non-responsive and thus, may be rejected.

6. The quotation, as well as all correspondence and document relating to the bid exchanged by the bidder and the purchaser, shall be written in the English Language.

7.  Qualification requirements are as given below:

To qualify for award of the contract, bidders shall meet the following minimum qualifying criteria:

(a)  Annual volume of services of at least the amount of AFN-0 or equivalent in any of the last five years with available balance of 0 AFN. Please provide evidence of your annual turnover. /Not Applicable.

(b)  Experience as a prime with donor agencies or ministry contractor in the provision of at least one verifiable service contract of a nature and complexity equivalent to the services requested over the last five years which cover your quoted price Please provide copy of at least one contract. Not Applicable

8. Bid Price

(a)  Bidder should quote their price in the price schedule provided in attachment 4.

(b)  All duties, taxes and other levies payable by the contractor under the contract shall be included in the total bid price. The bidder should separately include appropriate taxes in the quoted price and taxes will be deducted from gross billed amount while making payment. Comparison of price will be done excluding business receipt tax which should be provided as separate line item.

(c)  The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment at any account.

(d)  The rates should be quoted in Afghani only. The bids received in other currencies will be converted to AFGHANI as per rate of exchange (selling rate) published by the Da Afghanistan Bank prevailing on the date of bid opening for evaluation of the bids.

For further information on taxes in Afghanistan, the bidder is advised to refer to the web site of Ministry of Finance: www.mof.gov.af/tax.

9. Evaluation of Bids

The Employer will evaluate and compare the bids determined to be substantially responsive i.e. which

(a)  meet the qualification criteria specified in clause 7 above;

(b)  are properly signed (attachment 2, 3 & 4) ; and

(c)  Confirm to the terms and conditions and Technical Specifications.

In evaluating the bids, the Employer will determine for each bid the evaluated price of bid by adjusting the price of bid by making any correction for any arithmetic errors.

In case the contract is awarded to the domestic bidder, the contract will be concluded only in Afghanis using the converted price as per methodology given above (if required).

10. Validity of the quotation: Your quotation should be valid for a period of 45 days from the deadline date for receipt of quotation(s) indicated in this Invitation to Quotation.

14.  Award of Purchase Order: The Purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive, who has offered the lowest evaluated price and meets the required standards of technical and qualification requirements.

Notwithstanding the above, the Purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract.

The bidder whose bid is accepted will be notified of the award of contract by the Purchaser prior to expiration of the validity of the quotation. The terms of the accepted offer shall be incorporated in the purchase order.

Background: / The National Horticulture and Livestock Project (NHLP) is a Project of the Ministry of Agriculture, Irrigation and Livestock (MAIL) whose aim is to stimulate marketable output of perennial horticulture and livestock in the districts and provinces of Afghanistan. Born out of the Horticulture and Livestock Project (HLP), 2007 – 2012, the NHLP will support the horticulture and livestock sectors nationwide over the period 2013 – 2018 in the first instance. Through a farmer-led participatory extension service delivery system, NHLP will assist horticulture farmers rehabilitate less productive orchards, establish new orchards of a wide variety of fruit crops such as almond, apricot, apple, cherry, grape and pomegranate and will, in the livestock sector, promote animal health services, disease control and extension service delivery. NHLP will also institute mechanisms to support farmers in the marketing of their products both locally and regionally. NHLP aims at institutionalizing best farming practices at all levels and thereby establish a viable base for the sustainability of such practices after the technical assistance offered through the Project has run its course. In the long-term, NHLP is expected to bring about quantitative and qualitative improvements in the production capacity of the horticulture and livestock sectors, including product market channels resulting in increased export volumes and import substitution.
NHLP is working towards a gender-balanced integration of horticulture and livestock sectors nationwide. The Afghanistan Reconstruction Fund (ARTF) and the World Bank fund NHLP.

Attachment 2

Terms and Conditions of Service

Project Name: National Horticulture and Livestock Project

1.  Scope of Service:

Specification / Main Objective:
Under the direct supervision of the National Horticulture and Livestock Project (NHLP) Communication Unit, the media production firm will be working in partnership with the Technical teams(Horticulture, Livestock and M & E) assigned to the business:
Ø  The documentary should be completed within 30 days after the signing of the contract
Ø  The main language of documentary is English and the text will be written /provided by contracted media production.
Ø  The English text will be translated in to Pashto and Dari by media production firm and produced two separate documentaries (Pashto and Dari).
Ø  Before recording and producing, all the three version scripts (English, Pashto and Dari) would be revised and approved by NHLP communication unit.
Ø  Video clips available in NHLP and all related data including figures of the Horticulture and Livestock will be provided by the communication team.
Ø  The interviews should be conducted in Kabul, Balkh, Herat and Ningrahar provinces by contracted firm/production company.
Ø  Maximum the firm can use five digital photos of the NHLP.
Ø  Video clips which are used in documentary will be HQ.
Ø  Other Project documents
Detail Job Activities:
The winner media production/firm will be responsible for the following:
Ø  Highlight the economic changes in the beneficiary’s life according to the NHLP data.
Ø  Highlight technical support to the livestock owners and farmers.
Ø  The interviews with livestock owners and farmers should be included.
Deliverables / The production firm is responsible to deliver the following services:
Ø  Produce 12 minutes video documentary in English. The production firm should translate the documentary into Dari and Pashto as well and produce both versions separately.
Ø  Voice over all clips used in documentary.
Ø  The text reader should be selected in consultation with communication unit of NHLP.
Ø  The person who is reading the script should know linguistic skills of English, Pashto and Dari and pronounce correctly.
Ø  The media production firm will subsequently produce the documentary approved by the NHLP communication unit within 30 days from the date of signing of the contract.
Ø  The documentary shall produce a final version after taking into account the comments/suggestions made by the communication team on within 30 days after the signing of the contract
Ø  Each interweaved person details such as name, etc should be indicated in subtitle of the documentary.
Ø  The documentary should start with Afghanistan map in 3D Max.
Professional Qualifications / Ø  The media production firm shall have professional key staff for example script writer, script and video editors, program producer, camera operators, director and scriptwriters. At least two such documentary film produced by the firm for the last three years.
Ø  The contracted media production firm should deliver these documentary film (final program) to the NHLP communication team at the end of this counteract.
Ø  The media production firm should deliver at least 15 original copy of the each final version of the documentary film to the NHLP communication unit by within 30 days from the date of signing of the contract.

2.  The contract shall be interpreted in accordance with the law of Islamic Republic of Afghanistan.

3.  Effectiveness of Contract: Date of issue of the purchase order.

4.  Commencement of Services: within 7 days of issuance of purchase order.

5.  Intended Completion Date: ______/_____/______from the date of issue of purchase order.

6.  Fixed Price: The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.

7.  Liquidated Damages: The Service Provider shall pay liquidated damages to the Employer at the rate 0.1% of total amount of contract per day for each day that the Commencement Date is later than the Intended Commencement Date. The total amount of liquidated damages shall not exceed the amount 5% of the Contract price. The Employer may deduct liquidated damages from payments due to the Service Provider. Payment of liquidated damages shall not affect the Service Provider’s liabilities.

8.  Performance Security: The Service Provider shall provide the Performance Security to the Employer equal to Ten (10) % of the Contract Price within 7 days from the date of signing of contract in the form of a bank guarantee in the format provided as attachment 5. In the event of the Contractor not furnishing the Performance Security, the Employer shall retain equivalent amount from the 1st payment and from subsequent payments if first payment is not sufficient to be paid to the contractor as the Performance Security. The Performance security shall be valid until a date 28 days beyond the Completion Date of the Contract.
