DISCIPLINARY PROCEDURES 2008-09

BUCS REG 23.11 - Responsibility of Institutions:

Every member institution and its clubs shall be responsible for ensuring that its players, officials and all persons purporting to be its supporters or followers conduct themselves in an orderly fashion whilst attending or taking part in a match or competition in which it is involved, whether on its own ground or elsewhere.

The following procedures shall be followed for all cases occurring in games played under the auspices of the BUCS Basketball League. Any disciplinary matter or dispute not covered below shall be dealt with by the BUCS Basketball Sports Management Group (SMG) in accordance with the general principles of these procedures. All Disciplinary matters will be forwarded to the BUCS Disciplinary Committee for note and / or consideration.

BAS.D 1 : PLAYERS AND COACHES

The following penalties shall normally apply in the event of player disqualification.

1.1 For more than one Unsportsmanlike Foul or a Disqualifying Technical Foul: an automatic one match ban and a £10 fine

1.2 For violent conduct towards other players or coaches, resulting in an instant disqualification by either of the Match Officials: an automatic three-match ban and £25 fine.

1.3 For violent conduct towards Match Officials: an automatic six-match/end of season ban and £50 fine.

1.4 For verbal abuse of Match Officials or other participants occurring after the game has officially ended: an automatic three-match ban and £25 fine.

1.5 The BUCS Disciplinary Committee will consider other misconduct, or behaviour outside the spirit of the rules, which is reported by the match officials.

1.6 These penalties shall also apply to any Coach, Assistant Coach or Team Follower who is disqualified.

1.7 These penalties are the minimum that will be applied and can be enhanced by the Disciplinary Committee of BUCS following receipt of the reports from the officials, the clubs involved, and any other interested party. They must be submitted to BUCS within 48 hours of the end of the game.

1.8 Any player, Coach, Assistant Coach or Team Follower who persistently receives Technical Fouls, Disqualification Fouls or Unsportsmanlike Fouls may be summoned to appear before the Disciplinary Committee. This committee will have the power to impose penalties on persistent offenders, as it deems appropriate.

1.9 The above penalties apply to any formal participant in the game(s) involved. That is, Players and Coaches may not play, coach, officiate or act as a Team Follower at the game(s) covered by the disciplinary actions. Any ban will apply to the relevant men’s or woman’s game.

1.10 The Floor Officials of the game in which the incident(s) occurred and any other interested parties must submit written reports to BUCS within 48 hours of the end of the game.

1.11 The Technical Officer of the BUCS Basketball SMG shall act as the Convenor of any disciplinary issues or may delegate this role to a person(s) approved by the BUCS Basketball SMG. The Convenor may apply the penalties set out in Section A1 without reference to the full Committee.

1.11.1 All other cases shall also be forwarded to the BUCS Disciplinary Committee for note and / or consideration

1.12 The Athletic Union shall be informed in writing of the penalty, the date from which it is to commence and the match numbers of the fixtures concerned within seven days of the decision being made.

1.13 The penalty shall normally take effect seven days after the decision has been made.

1.14 If a Player, Coach or Assistant Coach either plays or coaches or officiates in any games under the jurisdiction of the BUCS Basketball League whilst banned will incur a further three match ban and will be subject to further disciplinary procedures.
