2012

ENROLLMENT

Enrollment will dictate the number of teams (field availability) and players per team. The Board of Directors will approve the number of teams and the number of games played. Little League rules state that teams must play a minimum of 12 games.

DRAFT

A blind draft will be done by the Board of Directors at the ShelbyTwpParks and Recreation Department.

FIELD

The base distance is 60'. The pitcher's mound is 46'. Lombardo and Ford Field have permanent pitcher’s mounds in place at (46’ and 40’).Field will be maintained by the maintenance staff of ShelbyTownship. Bases will be put out and pitchers mounds will be secured into the ground for each distance. .

UMPIRES

Umpires will be Little League certified umpires. We have an umpire evaluation form for coaches to complete that our umpire coordinator looks at seriously and is used for evaluating umpires during the season and for use in playoffs and the LL tourney.

GAME TIME

Games start at 6:30pm unless noted on the schedule. Games have a time limit of 2 hrs. No new inning can start after the 2 hour time limit.

GAME CANCELLATIONS/RESCHEDULING (Rainout Line 586-726-4556)

Teams are to appear at the field regardless of the weather unless canceled due to by the Parks and Recreation Department. Failure to have at least (9) players at the field within 10 minutes after the scheduled start time will result in a forfeit. The umpire will leave the field but a “practice” scrimmage may be played between the teams involved. Players may be loaned for the purpose of a practice scrimmage. Innings pitched by a pitcher in such a practice scrimmage SHALL apply to the weekly totals and rest requirements. No game will be called off because of rain until thirty (30) minutes after the scheduled start time. Practice/Scrimmage games will not count in the standings. A game notstarted after the thirty (30) minute delay will be considered canceled and a reschedule date assigned, if applicable. In the absence of a member of the Parks and Recreation Department, prior to starting the game at the field, the Managers may mutually agree to call off the game because of weather or field conditions at the field. Once play has begun, the umpire is responsible for that decision (as described in Little League Baseball/Softball “Official Regulations and Playing Rules”).

Divisions are scheduled 15 games. Every league will have 12 games guaranteed. The first three games canceled will not be made-up. Every game after will be made-up.

SCOREKEEPING

Each team is responsible for keeping their scorebook and pitch count records. The score and pitch count should be checked by each manager or coachbetween each half of the inning to avoid any conflicts. The defensive team's coach should walk to the batting team’s dugout at the completion of three outs and confirm with the coach what he/she has for pitch count for that inning.

The umpire will sign the home team’s book as the official game book andpitchcount record at the completion of the game.

The home team is responsible for reporting the final game score to and within 24 hours. The League website will keep records of the game scores and have team standings although we don’t have a regular season Champion. This will put more emphasis on improving all the players’ skills during the regular season.

Playoffs will be randomly selected so the regular season has no bearing on playoff seeding. This gives the manager and coaches an opportunity to develop all players during the regular season.

PLAYER UNIFORMS

Players shall wear consistent uniforms including hat/visor/jersey provided bythe League. All players shall wear tennis shoes, molded sole athletic shoes, or all purposeshoes. No metal or screw-on cleats are allowed (Exception: Baseball Junior/Senior and Big Leagues are allowed to use metal cleats). Players will receive a hat, shirt and socks of a MLB team. All players should wear white baseball pants. Coaches will receive a MLB team hat and a Shelby Twp Parks and Recreation coaching shirt.

MINIMUM PLAYING TIME

Every player on a team roster will participate in each game for a minimum of nine (9) defensive outs. Continuous batting order that will include all players on the team rosterpresent for the game batting in order. All players MUST sit out 1 defensive inning and MUST play one inning on the infield each game.

PITCHERS (Baseball only)

Definitions of pitch count limits and required rest periods are specified in RegulationVI of the Little League Baseball “Official Regulations and Playing Rules”

Please refer to the Little League rulebook for in depth information regarding pitch count and max pitches in a day on page 39.

GAME

  • All games will be six (6) innings in length.
  • The home team will sit on the third base side.
  • Minor League only A five-run limit is to be imposed (5 runs per team max- per half inning) which would complete the half inning. Minors don’t have a 10 run mercy rule.

2010 LL rule…unlimited runs in the 6th inning or last inning (and extra innings).

  • Lineup sheets showing the batting order, defensive starting positions, players name and number will be given to the opposing manager and official prior to the game.
  • Managers/coaches will update their pitching records to the opposing manager and

scorekeeper and Umpire prior to game time.

  • The Pitcher Eligibility Tracking Form doesn’t have to be signed.
  • Pre-game warm-ups are conducted in the outfield along the 1stand 3rd baselines.
  • The visiting team will take infield practice first for a 10 minute duration, 25 minutes prior

to game time. The home team will take the field for 10 minutes, 15 minutes prior to the scheduled game time.

STEALING

Base runners shall not leave their base until the ball has been delivered and has reached the batter. Players are allowed to steal home also. Stealing is allowed in the LL Tournament.

LEAGUE CHAMPIONSHIP PLAYOFFS

All Baseball teams in the above divisions will participate in the STLL Championship Playoffs. Brackets will be seeded from the regular season. In Boys Minor the American League division winner will play the National League divisional winner.

The playoffs are a blind draw, single game elimination tournament.

The playoff schedule will be made available as soon as possible following the completion ofthe regular season.

There may be games played on consecutive days

TOURNAMENT TEAM

  • All players in the division will be allowed to try out for the tournament team on or after June 15th.
  • Boys tourney team- 9-10 year olds.
  • Tournament hats/visors and jerseys are provided by STL up to a dollar limit to be set by the board.

BAT RULE for Majors and lower.

It is the requirement that all non-wood bats used in Little League Baseball Majors Divisions and below shall be printed with a BPF of 1.15 or less. Not longer than 33 inches.

This stipulation has been included in the Official Rules and Regulations for the past few years, leading up to 2009, so that leagues, parents, and bat manufacturers could prepare for it. Most non-wood bats manufactured over the past several years for the age groups involved in Little League Baseball (Majors) and below have been permanently imprinted with the BPF.

In fact, very few bats sold today with a diameter of 2-1/4 (two and one-quarter) inches are not printed with the BPF rating.

Bats printed with a BPF higher than 1.15, or without a BPF printed (or not legible) on the bat, are not permitted in these divisions.

NEWS from Little League

Little League officials posted that there are a few bats in stores or that may have been purchased that carry the Little League approval, but do not have the required bat performance standard markings.The Little League Rulebook states that beginning January 1, 2009, all non-wood bats used for play in Little League Baseball (majors and below) shall be printed with a bat performance factor (BPF) of 1.15 or less.

VOLUNTEER FORMS

It is very important that anyone who wishes to volunteer fill out a Volunteer application (available on our forms page) and turn it in to Shelby Twp Recreation office prior to the first practice. To comply with International LL, there can be no exceptions.

Parents can also be assured that anyone involved with STLL has been checked byNexus/Checkpoint.

If your name matches another person who has committed a crime a letter will be sent to your house from Nexus/Checkpoint and the Parks and Rec. office to be looked over. All letters will be shredded when not needed.

Quick Notes/Rules If a player is hit by a pitch that hits the ground first, than the batter is awarded first base.
