Sheffield City Council is gathering views on whether a Cumulative Impact Policy (CIP) should be put in place to control alcohol outlets in the West St/Devonshire Green area of the city.

This public consultation will be used to gather evidence about what Sheffield residents’ and businesses’ current views are about licensed premises in the West St/Devonshire Green area and ambitions for the future of this area regarding licensed premises. This information will be used to gather evidence on

a) Whether a CIP is put in place

b) What type of premises may be covered by the CIP.

A CIP is used to create a “rebuttable presumption” in relation to the grant of variation of a premises or club premises license in areas where it is considered that there is a high density of licensed premises which are leading to high levels of public nuisance and disorder. Generally, the expectation is that any applications will be refused or subject to strict conditions, unless the applicant can demonstrate, via their operating schedule, that there will be no negative cumulative impact on one or more of the licensing objectives.

The licensing objectives are (1) the prevention of crime and disorder; (2) public safety; (3) the prevention of public nuisance; (4) the protection of children from harm.

CIP is one of a range of options that can be used to maintain an attractive city centre and safer night time economy. In other areas of the country where CIP has been applied the number of licensed establishments has often remained the same but the type of licensed establishments has changed, for example fewer off-licenses and take-aways and more seated food-led licensed premises.
