SHAMROCK SHOWDOWN HOCKEY TOURNAMENT RULES AND REGULATIONS

(A)Registration & Eligibility

  1. A. By February 1, participating teams must forward their team roster/waiver to the Tournament Committee along with any outstanding entry fees. Any changes to the roster after the schedule is drawn up must be cleared with the Tournament Committee.

B. Pre-Registration non-refundable down payment of $200 must be submitted by Dec. 1, 2014.

C. Team entry fees will not be refunded once they have been received by the committee.

  1. Teams must be registered with the Tournament Committee prior to playing their first game. Once tournament schedule is finalized and given to each team, no changes will be made to it.
  2. All players participating must be registered members of the organization they are representing. The lone exception to this rule is goaltenders. At the request of the Tournament Committee, participants must show proof of membership. Note: Proof of membership must be presented within one hour of Committees request.
  3. A player is in-eligible to play in the tournament if they are a Pro, Semi-Pro, Major Junior or Senior League participant. This includes goaltenders.
  4. A team who is found to have used an ineligible player in a tournament game(s) shall have the game(s) defaulted. The Tournament Committee may take further action against the offending team depending on the severity of the infraction.

(B)Playing Rules

  1. Teams must consist of at least 10 skaters and 1 goalie.
  2. Teams having one goalkeeper must accept a goalkeeper assigned or approved by the Tournament Committee in the event of an injury, sickness or suspension to the original goalkeeper.
  3. To be eligible for Playoff games, the player’s name must appear on the team roster and must have participated in one of his teams round robin games.
  4. Should a tournament game result in a default, the final score will be recorded as a 2-0 victory for the non-defaulting team.
  5. Teams are requested to be ready to start their tournament games at the designated times.
  6. Each team is guaranteed 4 games unless prevented by an act of God (storms, flooding etc.)
  7. Registration refunds will not be made under any circumstances.
  8. All equipment worn by players must be CSA approved and goaltenders must adhere to the CARHA Goalkeeper Facemask Rule. Non-CSA Approved helmets will not be allowed on the ice.
  9. While on the ice, all players must wear a CSA approved helmet with a visor. Half visors are permitted. Chin straps must be properly fastened under the chin.
  10. In addition, non-CSA certified goalie helmets and facial protectors will not be allowed.
  11. All games will consist of two 25 minute non-stop periods.

Changes will be made on the fly or during stoppages in play.

There will be no redline for off sides purposes.

Playoff games, including Championship game will be one game elimination games.

Protests must be presented by a team representative to the referee before, during or within 5 minutes of the game ending.

The Committee decision on any protest is final

  1. Playoff cross-over games and the Championship game will consist of three 15 minute stop time periods.

(C)Penalties and Infractions

  1. During running time a Minor Penalty will be 2 minutes in length, a Major Penalty 5 minutes in length and a Misconduct Penalty 10 minutes in length. Any player who is assessed 3 penalties in one game shall be sent off the ice for the remainder of the game (Game Ejection Penalty). A double Minor penalty will be considered as two penalties. Misconduct penalties are included in the 3 penalty rule and are considered as one penalty.
  2. Penalty types:

A Game Misconduct penalty assessed for Abuse of Officials will result in the player being suspended for the remainder of the game as well as the next game.

A player, including a goalkeeper, assessed a Major penalty shall be sent off the ice for the remainder of the game (Major penalty plus Game Misconduct). An additional suspension(s) may be assessed by the Tournament Committee based on the severity of the infraction.

Note: The only exception to this rule is when a Major penalty has been assessed for an ACCIDENTAL high stick, in which case the Game Misconduct shall not apply.

Gross Misconduct Penalty – Any player or team official incurring a Gross Misconduct penalty shall be ejected from the game and will be suspended for a minimum of the next tournament game.

Match Penalty – Any player or team official incurring a Match penalty shall be ordered to the dressing room immediately for the balance of the game and will not be permitted to take part in any further tournament games pending a review by the Tournament Committee.

  1. Fighting – A Match penalty shall be assessed to any player who is identified by the Referee as the instigator or aggressor in a fight. The opposing player may then be assessed a Match penalty if he fights back or continues the altercation, a Minor penalty for roughing or no penalty at all, depending on the circumstances.

Note: If two players throw the first punch simultaneously, then both players will receive Match penalties.

  1. Boarding and Body Contact – A minor or Major penalty, at the discretion of the Referee, based on the intent and the violence of the impact with the opposing player, shall be assessed to any player who intentionally bodies, pushes, shoves, stands in front of an opponent for the purpose of making contact and /or does not attempt to avert body contact with an opponent. When injury results from intentional body contact, a Major penalty shall be assessed. Where, in the opinion of the Referee, accidental contact has taken place, no penalty shall be assessed.
  2. High Sticking – A Minor penalty shall be assessed to any player who checks an opponent or intimidates an opponent while carrying his stick above the normal height of the waist.

A player who is assessed a Major penalty for intentionally contacting an opponent with a high stick shall also incur a Game Misconduct. The Game Misconduct shall not apply to players assessed a Major penalty for an accidental high stick, except when injury results, then the Game Misconduct shall be assessed.

  • A Match penalty shall be assessed to any player who deliberately attempts to injure or deliberately injures an opponent with a high stick.
  • Contacting the puck above the normal height of the shoulders is prohibited and, when it occurs, play shall be stopped immediately and a Minor penalty shall be assessed to the offending player.
  1. Slap Shot – Any player who uses a Slap Shot during the game shall be assessed a Minor penalty. If an injury to an opponent results, a Major penalty shall be assessed.

Note 1: The use of a Snap shot is allowed, but the blade of the stick is not to rise above the knee.

Note 2: A player who uses the action of a Fake Slap shot for the purpose of intimidating an opposing player and/or opposing goalkeeper shall be assessed a Minor penalty.

  1. Players and/or Team Officials, who, by virtue of penalty assessed, are suspended for the balance of a game and any further game(s) will not be permitted in the playing area. Failure to comply with this rule may lead to further action taken against the team and person(s) affiliated with the team, including assessing Delay of Game penalties.
  2. The Referees are instructed to apply the rules firmly in regards to acts of violence.

(D)Scoring and Tie Breakers

  1. A team will be awarded 2 points for winning a game, 1 point for a tie and 0 points for a loss for all round robin tournament games.
  2. Ties after completion of round robin play will be broken in the following order:
  3. Most wins
  4. Winner of round robin game between tied teams.
  5. Goals for minus goals against.
  6. Goals for divided by goals against.
  7. Best performance against 1st place team in division of tied teams.
  8. Least penalized team.
  9. Decision by Tournament Committee

The above rules will apply in sequence with no reverting back to determine placement of teams.

  1. Ties in the semi-final and final games will be broken by a best of 3 shootout. The first shot will determined by the Home Team. If still tied, each team a Sudden Death shootout will occur. Every player on team must shoot at least once before shooters can repeat. This process will continue until a winner is determined. The shootout will run simultaneously with both shooters going at the same time.

NOTE: Registered players acknowledge that there is a risk of being injured when playing the game of hockey.
