The Board of Trustees has scheduled a work session meeting on Thursday, September 22, 2005 at 3:30 p.m. on the San Jacinto Campus in Room 200 to discuss Student Learning Outcomes.
The next regular meeting of the Board of Trustees is scheduled for Thursday, October 13, 2005, 3:30 p.m., San Jacinto Campus, Room #200.

The fourth quarterly financial status report, CCFS 311Q, and the District/Auxiliary financial reports for the 2004-2005 fiscal year are attached.
BACKGROUND:
Due to the financial condition of several community college districts, the State Legislature in 1986 enacted Education Code section 84043 which mandates a quarterly review of each community college district based upon criteria established by the Chancellor’s Office. Furthermore it requires that the District governing board review the report at a regular meeting and enter the report into the minutes. The report must then be filed with the CountySuperintendent of Schools and the State Chancellor’s Office for their review.
At the September 2000 Board of Trustees meeting, it was requested that the District and auxiliary financial reports be presented for approval on a quarterly basis to keep the Board informed of the fiscal conditions and any circumstances requiring their attention. The 2004-2005 fourth quarter reports are attached for approval.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
It is recommended the Board of Trustees of the Mt. San Jacinto Community College District hereby receives this quarterly report of the financial condition of the District and in accordance with Education Code section 84043, orders the report filed with the CountySuperintendent of Schools and the state Chancellor’s Office.
BUDGET IMPLICATIONS:
At this time the vice president of business services acting as chief fiscal officer hereby makes the declaration that the District did not have significant fiscal problems for the fourth quarter of fiscal year 2004-2005. Financial statements reflect unaudited, year-end balances.

Chancellor’s Office Tax Offset Program / Date:

BACKGROUND:
By contracting with the Chancellor’s Office Tax Offset Program (COTOP), the District can recover outstanding student obligations such as student loans, financial aid overpayments, student fees, library fines, and personal checks written with non-sufficient funds.
The COTOP program requests the Franchise Tax Board to offset (deduct) the amount owed to a District from the student/debtor’s personal state income tax, lottery winnings or other state refund. Any amounts offset are remitted by the Franchise Tax Board to the Chancellor’s Office, which authorizes the State Controller to disburse the offset amount, minus a 25% administrative fee, to the participating local districts.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
It is recommended that the Board approves District participation in the COTOP program.

BACKGROUND
The District has been presented with the opportunity to earn revenue with placement of a antenna tower on the San Jacinto Campus. The tower would be placed toward the back of the campus and would be in the form of a concealed pine tree occupying ground space of approximately 1500 square feet. Revenue from this project would be $1,500 per month. Initial lease would be for a period of five years with four five-year extension options. Contract includes a yearly COLA allowance.
It is proposed that initial revenue from this venture be placed in reserve to help fund the campus signage project including the electronic sign for the Menifee marquee.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
Recommend the award of a five-year contract with three five-year options for a cellular phone site on the San Jacinto Campus to The Alaris Group, LLC, 19752 MacArthur Boulevard, Suite 240, Irvine, CA92612.
BUDGET IMPLICATIONS:
Annual revenue of $18,000.
