Senior Project Manager – Disability

Primary Objective

This 12 month position is responsible forthe implementation of Jewish Care’s Five Year Disability Plan 2014-2019 (The Plan). Developed in consultation with the Jewish Community and key stakeholders, the Plan is based on contemporary research and policy directions. It seeks to enhance the capacity of Jewish Care to respond to those with disability,carers and family as well as lead and influence change in the sector that promotes equity, access and inclusion. The Plan has at its core four main pillars:

  • Actively grow services for people with a disability and their families.
  • Build a socially inclusive Jewish community
  • Promote best practice in service delivery
  • National Disability Insurance Scheme (NDIS) readiness

Working in collaboration with the Disability team, other program leaders and both internal and external stakeholders, the role requires the development and implementation of a project plan that includes the key strategic initiatives identified for completion in the first year of the five year plan and that establishes a framework for the implementation of future initiatives. Evaluation will be a fundamental component of this work.

The nature of the position will require a strong business acumen and a productive working relationship with the Manager, Disability Services to whom the role will be accountable. .

Organisational Context

Jewish Care, a not-for-profit organisation, is the largest provider of aged and community services for the Jewish Community in Victoria. Its Mission is ‘To support and enhance the wellbeing of the Jewish Community of Victoria.’ It aims to be accessible to all members of the Jewish Community and becoming recognised as the first point of call for support and assistance. It provides a vital ‘whole-of-life’ range of professional care, services and facilities, including Aged Residential Care, Assessment Referral and Individual Support Services, Community Aged Care Packages, Linkages, Disability, Mental Health, Family Services and Holocaust Survivors Programs.

Key Accountabilities

Project Management

•Lead the development and implementation of the first year deliverables of Jewish care’s Five Year Disability Plan

•Develop a project plan with timeframes for the Plan’s implementation

•Develop an evaluation strategy for this project

•Report within agreed time lines the progress of the project/s including recommendations for implementing future strategic deliverables, enhancements or improvements

•Prepare documents including written proposals, reports and budgets

•Consult, engage and liaise with both internal and external stakeholders to ensure successful outcomes

•Provide leadership, advice, consultancy to all program areas in their individual project goals and responsibilities.

•Analyse / evaluate existing services to identify any gaps / deficiencies in light of the NDIS climate.

Actively grow services for people with a disability and their families

•Facilitate two community engagement meetings with targeted groups to gain valuable insight in terms of community perceptions around quality of service provision; breadth of service provisions; and perceived service gaps

•In conjunction with JCV Employment and Education Centre develop clear processes and pathways for access to employment and vocational educational opportunities for JCV Disability services clients

Build a Socially Inclusive Community

•Represent Jewish Care on the “Social Inclusion Leadership Committee” and provide encouragement, support and facilitation for Committee members to set and achieve targets within their areas of expertise

•Work with other divisions within Jewish Care to ensure that all of Jewish Care services and supports are accessible to people with disability

•Develop strategies within Jewish Care’s Volunteer Resource Program that increase volunteer participation and capability, to actively support clients with disability in the community

Promote Best practice

•Support the Disability Manager in review of current Jewish Care’s service support models to ensure best practice is embedded in all Jewish Care services

NDIS ready

•Work with Finance team to develop competitive pricing models for the suite of services and supports, particularly within an NDIS climate

•Work with People and Culture to evolve the Workforce strategy to ensure it delivers a skilled and competent and values driven workforce

•Maintain and review legislative changes/NDIS learnings and changes to identify potential impacts on the projects as well as advise on implications for services and service delivery models, policy and practice

•Work with Manager - Disability Services in preparing Jewish Care to be NDIS ready.

Key Selection Criteria

Essential:

•Relevant tertiary qualification such as qualifications in project management, disability/community services, business or community development.

•Extensive business development knowledge and understanding.

•Proven capacity to work collaboratively and cooperatively with a range of diverse stakeholders and to undertake work independently within strong time limits and expectations

•Proven projectmanagementexperience and skills including planning, analysis, implementation and project closure.

•Knowledge and experience of change management strategies.

•Experience in data gathering, interpreting data and recording results.

•High level computer literacy including mapping and database software.

•Capacity to source and analyse information to monitor programs effectively.

•Experience with and understanding of disability services.

•Understanding of the demands on and experiences of not-for-profit services

•Demonstrated organisational skills including the ability to manage numerous tasks concurrently, establish priorities and work to tight or competing deadlines.

•Confirmation of well-developed interpersonal, verbal and written communication skills including evidence of clear and concise writing for a variety of audiences

•Competence with MS Office suite of applications

•A genuine commitment to providing high quality service, meeting expectations

Desirable

Key Performance Indicators

  • The establishment of a staged approach within a project management framework to implementing the first year deliverables of Jewish Care’s Five Year Disability Plan
  • The establishment of individual project plans for each of the key first year deliverables with clear and measurable outputs and outcomes
  • Effective collaboration and communication with key internal and external stakeholders resulting in the successful implementation of each of the projects.
  • Outcomes and reporting timelines are met and achieved within budget
  • Strategies are implemented to ensure a culture of continuous Quality Improvement
  • Where appropriate funding proposals are submitted to support strategic deliverables
  • Effective relationships with existing and new stakeholders are established and maintained
  • Compliance with Jewish Care values, policies and procedures

Pre-Requisites

  • Australian Police Check (Jewish Care will facilitate)
  • Jewish Care in some circumstances may request an international police check
  • Commitment to providing professional and safe services to all residents and clients, including children and young people
  • Commitment to creating an environment that ensures our clients are safe and free from abuse, neglect, violence and preventable injury
  • Unrestricted right to work in Australia (Visa evidence required)
