Concurrent Resolutions for Notice under Joint Rule 16
The following joint concurrent resolutions have been introduced for approval by the Senate and House and will be adopted automatically unless a Senator or Representative requests floor consideration before the end of the session of the next legislative day. Requests for floor consideration in either chamber should be communicated to the Secretary’s office and/or the House Clerk’s office, respectively.

Senate concurrent resolution congratulating the People's Health and Wellness Clinic on the occasion of its tenth anniversary.
Whereas, health care is an essential service for every Vermonter, and
Whereas, the cost, and therefore the availability, of health care is all too often out of reach for many individuals in need of expert medical care, and
Whereas, in the city of Barre, the People’s Health and Wellness Clinic provides health care for individuals who might not otherwise obtain necessary medical attention, and
Whereas, through visits to the clinic, the patients are afforded the opportunity for periodic check-ups and the prompt diagnosis of potential medical problems, and
Whereas, 2004 marked this vital community institution’s tenth anniversary, and
Whereas, a special commemorative celebration honoring the People’s Health and Wellness Clinic was held on November 12, 2004, and
Whereas, at this event, Alison Underhill, the clinic’s executive director, was honored as she concluded her visionary decade-long tenure, and
Whereas, special tribute was also extended to Kitty Langlois, one of the clinic’s original and stillserving trustees, and to other dedicated volunteers, now therefore be it
Resolved by the Senate and House of Representatives:
That the General Assembly congratulates the People’s Health and Wellness Clinic on the occasion of the tenth anniversary of its outstanding health care services, and be it further
Resolved: That congratulations are also extended to Alison Underhill for her superb work as executive director, to Kitty Langlois, and to the clinic’s many dedicated volunteers, and be it further
Resolved: That the secretary of state be directed to send a copy of this resolution to the People’s Health and Wellness Clinic in Barre, to Alison Underhill, and to Kitty Langlois.

Senate concurrent resolution congratulating Dale Wells on his selection as the Northeast Kingdom Chamber of Commerce’s Citizen of the Year.
Whereas, Dale Wells is a business and community leader in Caledonia County of nearly boundless energy who, through his company, Dale Wells Building Contractor, and his numerous civic roles, has spurred many local and statewide economic development initiatives, and
Whereas, as a contractor, he has been responsible for the construction of many new or major restoration projects in the commercial, educational and cultural sectors, each of which is crucial for attracting a solid community base to develop a healthy economy, and
Whereas, these construction projects have included a new hotel, a large supermarket and auto dealerships in the St. Johnsbury area that have increased significantly local business activity; new edifices on the St. Johnsbury Academy campus, including the Morse Center for the Arts which provides for spacious studio work areas, the stateoftheart Mayo Center, the library and the Sheepcote dormitory; several building projects at Lyndon Institute; and the extensive restoration of the St. Johnsbury Athenaeum which returned this grand old building to its original glory, and
Whereas, for two decades, he has been a vital participant in the work of the St. Johnsbury Development Fund, a nonprofit organization that encourages and supports the location of new and the retention of current businesses in the greater St. Johnsbury area, and
Whereas, the St. Johnsbury Planning Commission, the board of trustees of St. Johnsbury Academy, the St. Johnsbury Downtown Committee, the Community Financial Services Group, the board of directors of the Community National Bank, and the Northeast Kingdom Chamber of Commerce have all benefited from and appreciated Dale Wells’ service with their respective organizations, and
Whereas, in recognition of Dale Wells’ many contributions to economic and community development in the Northeast Kingdom and throughout Vermont, the Northeast Kingdom Chamber of Commerce has designated Dale Wells as its “2005 Citizen of the Year,” and he will be presented this award at a banquet to be held on May 7, now therefore be it

That the General Assembly congratulates Dale Wells on being named the Northeast Kingdom Chamber of Commerce’s 2005 Citizen of the Year, and be it further

House concurrent resolution congratulating the St. Johnsbury Town Band on the occasion of its 175th anniversary.
Whereas, Vermont’s first, and the United States’ third oldest, concert band, with only the West Point Military and the Allentown, Pennsylvania bands preceding, is the St. Johnsbury Town Band which has delighted listeners with its brilliantly bold sound since 1830, and
Whereas, originally known as “The Brass Band,” it continued to trumpet its musical voice under that appellation until 1859 when the group became “The Concert Band,” and
Whereas, the band inspired young men to defend the Union during the Civil War by playing rousing patriotic anthems at military recruitment rallies, and
Whereas, renamed “The Serenade Band” in 1885, it performed a concert for visiting President Benjamin Harrison, and
Whereas, at the century’s turn, a momentous event in the band’s musical history occurred when the “St. J. March” was composed, and
Whereas, 1912 was a significant year as the town of St. Johnsbury initiated an annual appropriation to defray some of the band’s expenditures; a second band joined ranks with The Serenade Band and the newly enlarged ensemble changed its name to the St. Johnsbury Consolidate Band (now known as the St.Johnsbury Town Band); and the band performed on the occasion of former President Teddy Roosevelt’s campaign appearance in St. Johnsbury, and
Whereas, in the 1920s and 1930s, the band organized an international association and sponsored well-attended band festivals, and with the onset of World War II, women musicians became a vital part of this enduring musical organization, and
Whereas, in 1978, Arthur Fiedler of Boston Pops fame became honorary conductor of the band, and
Whereas, the band plays at many events throughout the region and is especially noted for its series of summertime Monday evening concerts at the bandstand in Courthouse Park, and
Whereas, in celebration of its 175 years of memorable music-making, the band will play, in June, at the 2005 Vermont History Expo in Tunbridge and, in July, at the Lake George, New York Community Band Festival, now therefore be it

That the General Assembly congratulates the St. Johnsbury Town Band on the occasion of its 175th anniversary, and be it further

House concurrent resolution honoring Gary Rosen for his outstanding work in the performing arts.
Whereas, Gary Rosen of Brattleboro, a graduate of Oberlin College, is a superlative children’s entertainer who has captured the imaginations of both the young, and the young at heart, with his humorous musical presentations and witty creativity, and
Whereas, for many years, Gary Rosen charmed his audiences as a member of Rosenshontz, his unique whimsical ensemble, and
Whereas, while he has been performing solo in more recent years, his latest recording, “Pet Sounds,” is a family enterprise, featuring his daughters, Lila and Eliza, and son, Penn, and
Whereas, among the many famous venues where Gary Rosen has performed are the White House, the Smithsonian Institution, Town Hall in New York City, and the Colonial Theater in Boston, and
Whereas, his television appearances have included the Disney Channel, the Showbiz program on CNN, the NBC Today Show, and on the production side of the television camera, he has composed music for public television’s Sesame Street characters, and
Whereas, Meet the Composer, a national organization dedicated to increasing “opportunities for composers by fostering the creation, performance, dissemination, and appreciation of their music,” and the Vermont Council for the Arts have each recognized the quality enjoyment to be derived from Gary Rosen’s delightful repertoire, and
Whereas, this marvelous performer and human being has been diagnosed with Amyotrophic Lateral Sclerosis (ALS), commonly known as Lou Gehrig’s disease, a progressively severe disease of the motor nerve cells, and
Whereas, sadly, Gary Rosen’s illustrious performing career will be concluding, and thousands of youngsters will be unable to experience the joy of watching him entertain in person, and
Whereas, Gary Rosen will perform one last concert in appreciation of all the children who have made his ingenious musical productions so much fun for him to write and sing, now therefore be it
Resolved by the Senate and House of Representatives:
That the General Assembly honors Gary Rosen for his outstanding work in the performing arts and expresses its thoughts of support for him at this time, and be it further
