CAPACITY DEVELOPMENT SEMINAR FOR NMHSs OF THE LEAST DEVELOPED COUNTRIES IN AFRICA

(Cotonou, Benin, 11 November 2011)

Introduction

1.Since weather, climate and water related events significantly impact on the socio-economic development of the LDCs, WMO and its global network of National Meteorological and Hydrological Services (NMHSs) have a major contribution towards implementing the Istanbul Programme of Action (IPoA), including through the Global Framework for Climate Services (GFCS) and the decisions and initiatives of the African Ministerial Conference on Meteorology (AMCOMET), among others.

2.It is within this context and following theworkshop on “coordination and partnership for enhancing the benefits of weather, climate and water –related services in the least developed countries in Africa”, Cotonou, 9-10 November 2011that WMO organizedthis Capacity Development Seminar for NMHSs of LDCs in Africa on 11 November 2011. The seminar was dedicated to Directors and senior staff of NMHSs and its main objective was to enhance the technical capabilities of the NMHSs to mainstream their activities into the relevant national development plans and strategies in their respective countries and support IPoA implementation. Some National Focal Points attended too.

3.Mr Mohamed Bechir Ould Laghdaf, Permanent representative of Mauritania with WMO and Mr Mactar Ndiaye, Permanent representative of Senegal with WMO were nominated respectively Chair and Rapporteur of the seminar.

The seminar proceedings

4. The workshop consistedin presentations by WMO officers and experts followed by discussions. Mr Kaliba Konaré, the representative of the Secretary-General of WMO, recalled the rationale behind he organization of the seminar back-to-back with the workshop on “coordination and partnership for enhancing the benefits of weather, climate and water –related services in the least developed countries in Africa. He stated that the seminar would facilitate follow up actions related to the workshop recommendations. He also outlined the importance that WMO gives to the contribution of NMHs to povertyreduction, particularly in the Least Developed Countries.

5. Presentations were made on:

  • Quality Management System (QMS), particularly in meteorological services for aviation, By Mr Scylla Sillayo (WMO);
  • The Global Framework for Climate Services (GFCS) and its benefits for LDCs by MrKaliba Konaré;

The WMO Integrated Global Observing Systems (WIGOS) by Mr Igor Zahumensky (WMO);

The WMO Information System (WIS) by Mr Hama Kontongomdé (WMO).

6. Following intense discussions on how National Meteorological and Hydrological Services can participate in and benefit from the development and implementation of these important initiatives and activities, the seminar made several recommendations as follows:

Quality Management System

6.1The Secretary-General of WMO should write to Members at the highest level, enumerating the numerous residual risks that could arise to both country and service providers of aeronautical meteorological services; should they fail to respect the ICAO deadline of 15 November 2012 for the implementation of a credible Quality Management System.

6.2 For the member countries of ASECNA, the seminar recommended the establishment of national exchange and coordination frameworks (ASECNA, NMS, WMO) for a better harmonization of the actions of the various national meteorological entities for the global certification of the aeronautical meteorological service in a timely manner by WMO and ICAO.

6.3 In addition, theseminarrecommends that ASECNA takes into account deadline set byICAO for thecertificationofaeronautical meteorologicalserviceforthe implementationof the quality management policy

WMO Integrated Global Observing System (WIGOS) and WMO Information System (WIS)

6.4A set of targeted GFCS/WIGOS projects be designed and implementedto enhance capabilities of WMO Regional Centres (WIS; RICs/RMICs; etc.) in Africa as a fast track solution.

6.5WMO organizes rolling and roving seminars and workshops for each African Subregion by the second quarter of 2013 with the objectives of

  • Communicating benefits WIGOS will bring to the Subregions and the whole Africa when implemented with the involvement of all local Stakeholders;
  • Providing assistance to NMHSs start the WIGOS implementation process;
  • Providing inputs for the RA WIGOS Implementation Plan.
  • Regional Offices and Regional Centres should be fully involved into the WIGOS Implementation;
  • WIGOS Implementation should be included in RA I related meetings as appropriate.

Global Framework for Climate Services (GFCS)

6.8.The Directors of NMHSs to contact the head of delegation of their country in order toobtainsupport from the COP-UNFCCCand other relevant global events to GFCS,particularly through the Green Climate Fund that should contribute primarily tostrengthen themonitoring system ofthe Framework.
