Loan Agreement No. 7711 – BR
1 - The State Government of PE received a loan from the International Bank for Reconstruction and Development - BIRD to finance the Project Development and Management Public Education in the State of Pernambuco - Educate Project and intends to apply part of this loan to payments for consulting services related the performance of component 1 - Improvement of Basic Education, in accordance with the Selection and Employment of Consultants for World Bank Borrowers.
2 - The Services include hiring companies / institutions are able to provide technical and professional services consulting company specializing in Hiring for conducting research, development and reproduction of audio-visual and printed for dissemination of successful experiences with issues related to education, and pre-established by the State Board of Education.
3 - The Project Development and Management Public Education in the State of Pernambuco - Project Educate, invites companies / qualified institutions who demonstrate an interest in providing the services required. Companies / institutions concerned must demonstrate that they are qualified to perform the services, presenting evidence of technical capability (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc), acquired from the conducting similar studies that have already performed, indicating that they have the necessary qualifications to carry out activities in casu. The companies / institutions may join to improve their qualifications.
4 - The company / institutions will be selected in accordance with procedures established by the World Bank's Guidelines for Selection and Employment of Consultants by World Bank Borrowers, published in May 2004 and revised in October 1, 2006, Qualification Based Selection and cost (SBQC).

6 - The Expressions of Interest must be delivered to the address below by September 20, 2012.
7 - Only the selected company in the process, for signing the contract must submit the following documents: ESTABLISHED BUSINESS IN BRAZIL: Legal Education will be demonstrated by presenting: I - in place of incorporation duly registered by the relevant authority. If the Company is a S / A attach the document to the election of directors. II - If the Company is a foreign attach the document of authorization to operate in Brazil. Regularity Audit: I - Proof of enrollment in the National Register of Legal Entities - CNPJ II - Proof of regularity for with Federal, State and Municipal Headquarters Company, III - Proof of regularity to the National Institute of Social Security - INSS and the Guarantee Fund for Time of Service - FGTS. Qualification Economic - Financial will be demonstrated by presenting: I - The balance of assets in balance sheet assets last year, signed by an accountant; such balance must be fully registered and approved by all members, along with evidence of their publication, if required by the laws of the country of origin of the Bidder. II - Negative certificate of bankruptcy and bankruptcy issued by the notary distributor of the firm. NOT ESTABLISHED FOR BUSINESS IN BRAZIL: Legal Education will be demonstrated by the presentation of the document (s) shipped (s) by the appropriate authorities in the country in which the Bidder is established, proving (m) the legal existence of the company; Economic Qualification - Financial: I - The balance of assets in balance sheet assets last year, signed by an accountant; such balance must be fully registered and approved by all members, along with evidence of their publication, as required by the laws of the country of origin of the Bidder . II - Negative certificate of bankruptcy and bankruptcy, issued by the relevant official body, the seat of the Bidder.
