GENERAL ADMINISTRATIVE REQUIREMENTS

The Task Force shall maintain the following documents on all members;

GENERAL TRAINING REQUIREMENTS

All Task Force members shall be trained in the following;

·  USAR Operations Orientation

·  Hazardous Materials to the Awareness level

·  Cardiopulmonary Resuscitation

·  Respiratory Protection per OSHA 29 CFR 1910.134(k)

·  Office of Domestic Preparedness AWR 160

·  Blood borne pathogens

·  USAR GPS Awareness level

POSITION SPECIFIC REQUIREMENTS

TASK FORCE LEADER

DESCRIPTION OF DUTIES

The Task Force Leader is responsible for;

·  Developing and implementing the Task Force Incident Action Plan

·  Coordinating, managing, and supervising all Task Force activities

·  Supervising the Search/Rescue Manager, Plans Manager, and Logistics Manager

·  Ensuring the development of all Task Force organizational and logistical needs

·  Receiving briefings and ensuring that all Task Force personnel are kept informed of mission objectives and status changes

·  Providing regular reports to the Incident Commander

·  Adhering to all safety procedures

·  Managing all demobilization and return to readiness issues

·  Performing additional tasks as assigned

POSITION REQUIREMENTS

The Task Force Leader must be certified in;

·  USAR Task Force Leader course

·  Structural Collapse to the Technician II level per NFPA 1006

·  Rope rescue to the Technician II level per NFPA 1006

·  Confined Space rescue to the Technician II level per NFPA 1006

·  Trench rescue to the Technician II level per NFPA 1006

MEDICAL TEAM MANAGER

DESCRIPTION OF DUTIES

The Medical Team Manager is responsible for;

·  Developing and implementing the medical component of the Task Force Incident Action Plan

·  Directly supervising the Medical Specialists

·  Assisting in the development of Task Force safety procedures

·  Coordinating, managing, and supervising all Task Force medical activities

·  Determining the Task Force medical organizational and logistical needs

·  Ensuring that all medical personnel are kept informed of status changes

·  Providing reports to the Task Force Leader

·  Performing additional tasks or duties as assigned

POSITION REQUIREMENTS

The Medical Team Manager must be;

·  A licensed Emergency Room Physician

OR

·  A licensed Physician certified in ATLS, ACLS, and PALS

·  Certified in Structural Collapse rescue to the Awareness level per NFPA 1670

·  Certified in Rope rescue to the Awareness level per NFPA 1670

·  Certified in Confined Space rescue to the Awareness level per NFPA 1670

·  Certified in Trench rescue to the Awareness level per NFPA 1670

·  Certified in Incident Command and NIMS courses IS 100, 200, 300, 400, 700, and 800

PLANNING TEAM MANAGER

The Planning Manager is responsible for;

·  Coordinating, managing, and supervising all Task Force planning activities

·  Adhering to all safety procedures

·  Determining the planning component organizational and logistics needs

·  Ensuring that all planning personnel are kept informed of status changes

·  Providing the Task Force Leader with situation reports

·  Performing additional tasks or duties as assigned

LOGISTICS TEAM MANAGER

DESCRIPTION OF DUTIES

The Logistics Team Manager is responsible for;

·  Coordinating, managing, and supervising all Task Force logistical activities

·  Ensuring that all assigned personnel are kept informed of status changes

·  Maintaining accurate and timely records and reports

·  Ensuring accountability, maintenance, and repairs for all Task Force equipment

·  Management of Task Force transportation fleet

·  Ensuring compliance with all safety regulations

·  Performing additional tasks as assigned

The Logistics Team Manager will be certified in;

SEARCH/RESCUE MANAGER

DESCRIPTION OF DUTIES

The Search/Rescue Manager is responsible for;

·  Managing and coordinating all Task Force operational functions

·  Assisting in development and implementation of the Task Force Incident Action Plan

·  Coordinating, managing, and supervising all functioning Task Force groups involved in search and rescue operations

·  Providing a Rapid Intervention Plan for all search and rescue operations

·  Adhering to all safety procedures

·  Determining all search and rescue organizational and logistical needs

·  Ensuring that all search and rescue personnel are kept informed of mission objectives and status changes

·  Providing the Task Force Leader with sitreps and maintaining records

·  Ensuring accountability of all issued equipment

·  Performing additional tasks as assigned

POSITION REQUIREMENTS

The Search/Rescue Manager will be certified in;

·  Rope rescue to the Technician II level per NFPA 1006

·  Confined Space rescue to the Technician II level per NFPA 1006

SEARCH/RESCUE TEAM LEADER

DESCRIPTION OF DUTIES

The Rescue Team Leader is responsible for;

·  Determining tactical, organizational and logistical needs

·  Coordinating, managing, and supervising all functional groups involved in search and rescue activities

·  Determining search and rescue organizational and logistical needs

·  Receiving briefings and situation reports and ensuring that all search and rescue personnel are kept informed of mission objectives and status changes

·  Providing situation updates and maintaining records and reports

·  Ensuring accountability and maintenances for all issued equipment

·  Ensuring accountability for all assigned personnel

·  Providing a mission specific Rapid Intervention Plan including personnel and equipment needs

·  Performing additional tasks as assigned

POSITION REQUIREMENTS

The Search/Rescue Team Leader will be certified in;

·  Rope rescue to the Technician II level per NFPA 1006

·  Confined Space rescue to the Technician II level per NFPA 1006

·  Trench rescue to the Technician II level per NFPA 1006

DESCRIPTION OF DUTIES

The Rescue Specialist is responsible for;

·  Implementing technical skills and operating equipment necessary for completing the rescue portion of the incident action plan

·  Performing rescue operations and providing periodic progress reports as needed as acting Rescue Squad Officer

·  Operation and routine field maintenance of rescue tools and equipment

·  Adhering to all safety procedures

·  Maintaining accountability for all assigned equipment

·  Evaluating and modifying rescue tactics as needed

·  Performing additional tasks as assigned

POSITION REQUIREMENTS

The Rescue Specialist must be certified in;

·  Rope rescue to the Technician II level per NFPA 1006

·  Confined Space rescue to the Technician II level per NFPA 1006

The Canine Search Specialist is responsible for;

·  Triaging the status of victims for rescue

·  Adhering to all safety procedures

·  Accounting for all issued equipment

·  Cooperating with and assisting other search and rescue resources

·  Performing additional tasks as assigned

·  Adhering to all safety procedures

·  Accounting for all issued equipment

·  Performing additional tasks as assigned

The Medical Specialist will be certified;

·  As an Emergency Medical Technician-Paramedic per the National Registry of EMTs

OR

·  As a Licensed Physician’s Assistant, Registered Nurse, or Registered Nurse Practitioner

·  In BTLS, ACLS, and PALS

HAZARDOUS MATERIALS SPECIALIST

DESCRIPTION OF DUTIES

The Hazardous Materials Specialist is responsible for;

·  Providing an initial and ongoing survey for the presence of hazardous materials during Task Force operations

·  The detection and identification of hazardous materials present in the Task Force operations area

·  Directing the decontamination of any Task Force member or victim

·  Performing mitigation operations

·  Providing assistance and information to medical personnel regarding chemical exposure and injuries

·  Documenting all related information

·  Adhering to all safety procedures

·  Performing additional tasks as assigned

POSITION REQUIREMENTS

The Hazardous Materials Specialist will be certified as;

·  A Hazardous Materials Technician per NFPA 472

HEAVY EQUIPMENT AND RIGGING SPECIALIST

DESCRIPTION OF DUTIES

The Heavy Equipment and Rigging Specialist is responsible for;

·  Ensuring the safety of task force members by assessing the hazards at disaster sites pertaining to the operations of cranes and other heavy equipment

·  Assessing the need for and capabilities of various types of construction-related equipment to assist task force personnel in USAR activities

·  Assessing the disaster site for safe and efficient location of cranes and other heavy equipment

·  Preplanning the site for and assisting with positioning and the set-up of cranes and other heavy equipment

·  Identifying various rigging techniques to assist in the rescue of victims or stabilization of collapsed buildings including the development of rigging plans and procedures
