RE: OBM Projections for Rocky River City School District Budget Cuts

Dear Senator Patton:

I write to ask you to work to maintain a 20% cap on district losses in State Foundation Aid and to slow down the accelerated loss of the Tangible Personal Property Tax and the SB3/Electric Deregulation/KwH reimbursements.

Although I am pleased that the percentage of loss to our district in State Foundation Aid has been reduced from 76.1% to 20% in Substitute House Bill (HB) 153, I am greatly concerned that the phase-down of the Tangible Personal Property (TPP) and SB3/Electric Deregulation/KwH reimbursements will still end after fiscal year (FY) 2013, instead of the previously scheduled (FY) 2017. This means that the Rocky River City School District will still lose a total of $3,465,908 over four years; $2,698,888 from Tangible Personal Property and $767,020 from SB3/Electric Deregulation/KwH reimbursements.

The total loss to the Rocky River City School District from State Foundation Aid and early phase-down of taxes is $4,327,011 over four years.

The Rocky River City School District has been designated Excellent with Distinction by the Ohio State Board of Education for the past 10 years. We need your help to maintain the instructional programs that make this high level of achievement possible.
