Section 1: Request for Technical Proposals

  1. The Financial Monitoring Unit of Pakistan (FMU) was established under the Anti-Money Laundering Ordinance 2007 to perform the functions of a Financial Intelligence Unit. The role of the FMU is to collect, analyze financial transaction reports and disseminate financial intelligence reports to appropriate government agencies. Currently the FMU collects both suspicious transaction reports and threshold based currency transaction reports.
  2. The FMU intends to build a full furnished and standardized Data Center Facility to house its critical IT infrastructure equipment including Servers, Storages, Networking Devices that is to be supported by A/C and UPS Systems, safety and security equipment, and a robust and resilient power distribution setup according to the designed specifications; through acquisition of modern technology based equipment and services from suppliers of local and international repute. This facility will be built at FMU, 2nd Floor, Main SBP Building, State Bank of Pakistan, I.I Chundrigar Road, Karachi, Pakistan.
  3. Interested bidder must be either principal manufacturer or an authorized international/local partners or working under a Joint Venture or may establish a Consortium for the Project consisting of reputable firms bearing experience of the relevant supplies and services with a documented track of completing at least 3-5 similar assignments as the consortium member or as an individual supplier anywhere in the world but preferably in Pakistan, during last 10 (Ten) years, involving in the Turn Key basis Project of similar functional/technical characteristics and of a comparable scale. It should offer a Total / Turn Key solution to FMU and provide after sales Technical Support through Maintenance and Service Level Agreements/Contracts. The minimum required annual volume of supplies in any of the last five (5) years shall be Rs. 30,000,000. The interested bidder should have verifiable presence/offices in Karachi and shall have to establish a Project camp office in Karachi for the complete implementation till the handover of the project, manned by experts with internationally recognized or manufacturer accredited Training/certifications. Proposals of Prospective Bidders not fulfilling the mandatory requirements or securing marks less than specified at Section-5 Form-III will not be considered for Stage-II.
  4. A firm will be selected using Two Stage National Bidding process as prescribed under Rule 36 (c) of Public Procurement Rules 2004 (PPR-2004) in accordance with the policies of the State Bank of Pakistan and would also conform to procedures described in this RFTP.
  5. State Bank of Pakistan on behalf of the Financial Monitoring Unit of Pakistan (FMU) now invites eligible suppliers to submit a Technical Proposal without priceon basisof a Complete Technical Site Survey that will be coordinated with interested eligible bidders by the FMU/SBP Team between Monday, July 26 to Friday, August 6, 2010 during working hours.   1. Technical Proposals must be delivered to the above office on or before 10:00 Hours on Monday, August 16,2010 where they will be reviewed and discussed with the representatives of firms with a view to assess conformity of the Technical Proposal with the requirements of the FMU. Technical Proposals Review Meeting would be held between 10:30 Hrs. – 12:00 on Monday August 23rd 2010 at 2nd Floor Learning Resource Centre, State Bank of Pakistan, Karachi. Technical Site Survey and participation in the Technical Proposal Review Meeting is mandatory.
