PRO1-02PLANNING

1. Objective

The objective of this process is toprovide guidance to relevant Infrastructure, Property Technology (IPT) Branch stakeholders on the implementation, communication and monitoring of planning expectations to maintain Health, Safety and Wellbeing Management System (HSWMSS) compliance.

Note:The purpose of this process is to reflect key requirements outlined within The University of Adelaide HSW Policy and Handbook whilst addressing reporting, operational needs and site specific hazards within the IPT Branch.

2. Scope

The scope of this process is limited to functions and responsibilities managed by the IPT Director and Business Unit Managers.

This includes:

  • Participating in planning initiatives;
  • Implementation of the approved planning programs;
  • Regular review and feedback on planned activities and their status via a formal consultation process; and
  • Monitoring compliance against planned events and schedules.

The planning process originates from the University of AdelaideOHS Action Plan which is reflected within the HSW Teams planning processes and followed through by Branch and Business Unit specific plans that support organisational and Branch specific requirements.

3. Process

The HSW Handbook stipulates key expectations relating to the planning of HSW within the organisation. The Branch have reviewed the University Program of Scheduled HSW Events Action Plan protocols and localised them to reflect operational needs.

A description of how the Director and Business Unit Managers implement the planning process is tabled below.

Process Steps
3.1 Infrastructure, Property & Technology (IPT)Director HSW Action Plan (2010 – 2011)
3.1.1 /
  • This Plan outlines key activities and targets to be achieved by the Branch, to ensure conformance to existing Branch and the University Action Plans in conjunction with the HSWMS;
  • The Plan considers existing strategies and initiatives established and those to be implemented across the Branch to demonstrate its commitment to continuous improvement in HSW matters;
  • The IPT Director is responsible for the maintenance of this working document and to communicate it to Branch stakeholders. Where improvements are identified via internal or external audit programs, the Plan will be updated to reflect these recommendations. The Plan must be reviewed regularly or annually by the IPT Director; and
  • The Plan contains a matrix to enable the IPT Director and Business Unit Managers to identify key University HSW Processes and guidelines relevant to their areas of operation. This matrix defines the scope of HSW risks pertinent to the Branch and provides guidance on the management of safety in the workplace.

3.2 Schedule of Planned Activities (SPA)
3.2.1 / The SPA outlines key HSW activities to be completed within the Infrastructure, Property & Technology Branch. The scope of this schedule relates to all Business Units and areas controlled by the Branch with regard to application of the HSW Management system aligned with the University of Adelaide HSW Handbook.
Key objectives of the schedule of planned activities include:
  • Establish objectives and goals;
  • Demonstrate commitment and compliance of the Branch HSWMSS;
  • Assist with day to day operational functions within the Branch to manage health, safety and wellbeing;
  • Reduce workplace injuries and maintain self-insurance status; and
  • Monitor and evaluate targets to identify areas for continuous improvement.
Business Unit Managers will be responsible for the implementation and review of key monthly/annual activities coordinated for the Branch. A summary of monthly activities to be completed and signed off will be provided to the Director for regular review.
3.3Monitoring Planning Compliance
3.3.1 / Monitoring compliance of the planning will occur via internal/external audits, KPIs and Business Unit Managers performance reviews. Results may also be tracked and monitored via the IPT OHS Consultative Committee.
