JOB TITLE: Project Manager - OFDA

LOCATION: Duty station: Nairobi with 70% time spent across Turkana and Mandera. / POST TYPE: National

ROLE PURPOSE:
The Project Manager will provide strategic direction and oversee the planning, implementation, coordination, monitoring and timely delivery of the OFDA funded project in Turkana and Mandera Counties in Kenya. This program focuses on the sectors Nutrition and WASH and is expected to run through July 2018.
Under the supervision of the Emergency Response Team Leader, and in close coordination with the Area Programme Managers, Emergency Response Coordinators and Technical Specialists, this position will ensure timely, high quality and results oriented program plans and innovations including strong project monitoring and MEAL systems are developed and applied at all levels. The position requires ensuring compliance on project management at various stages of implementation as guided by the donor policy. S/he will also be responsible to submit high quality progress reports as well as quality review reports and associated action plans to respective donor and other stakeholders as required. The Post holder will be the overall budget holder of the grant and will manage this through existing staff in each of the two locations. The Project Manager is expected to promote and disseminate best practise, documenting achievements and lessons learnt in the project. The Project Manager is expected to be conversant and experienced in emergency programming with focus in Nutrition and WASH sectors.

Positions Coordinating with: Technical Advisors, Area Managers, Emergency Response Coordinators, Head of MEAL, Field based Nutrition and WASH teams, Logistics manager.
Country Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programs delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programs of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programs with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million.
KEY AREAS OF ACCOUNTABILITY:
Program Implementation:
·  Management and coordination of the implementation of a quality OFDA funded project in Turkana and Mandera counties, by working with the technical programme staff and the technical advisors (for example, monitoring against log frames, output tracker, IPTTs, individual performance management work plans, ensuring adequate TA visits).
·  Work closely with the Area Programme Managers and operational support departments (HR, Operations, Awards, Finance) to ensure that key project inputs are understood and delivered in a timely manner;
·  Oversee logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the area of operation in collaboration with the Area Programme Managers.
·  Ensure that project progress is effectively monitored through the regular collection and analysis of key indicators and ensure that processes, decisions and results are properly documented;
·  Ensure that effective monitoring and evaluation are carried out for deriving lessons learned and best practices, and that it results in quick analysis of progress for immediate corrective actions and measurement of results.
·  Ensure that lessons learnt and success stories from the project are effectively documented and shared;
·  Ensure that relevant Advocacy, Communications and Media material with regard to the project are collected and disseminated to SCUS, the donor and others.
·  Contribute towards developing and implementing new ideas / innovations and the documentation of processes and results, based on learning from the project’s experience.
·  Ensure that the project meets and/or excels Minimum Operating Standards of key programmatic interventions including Gender and Social Inclusion principles;
·  Identify best practices, problems and issues around the project implementation and work towards finding solutions for improvement in consultation with the relevant departments and sectors.
·  In coordination with the Area Managers and Technical Advisors facilitate meetings, workshops and evaluations initiated by member and donors in relation to the implementation of this project;
·  Act as focal point for all queries and additional information requests from SCI, SCUS or OFDA if requested.
·  In coordination with the visitor focal point, take the programmatic lead for any visits from SCI, SCUS or OFDA relevant to the grant activities.
·  Conduct regular project site visits, escalating issues / taking remedial action as appropriate.
·  Manage the engagement of external consultants and internal project staff as relevant;
·  Lead on the program planning and ensures that partners have detailed implementation plans including realistic phased budgets
·  Identifies strengths and improvement areas for staff and partners, including government, is involved in the implementation of the project and is proactive in proposing plans to overcome gaps.
·  Ensures that systems are in place to monitor project progress, and ensure the information is well optimized for all sectors at all levels – partners, project staff – and regularly update the IPTT.
·  Coordinate with MEAL team for the analysis of the IPTT data, identifying concerns or learnings and scaling up to TAs/MEAL or Partners as relevant.
·  Ensure the OFDA funded project is implemented in line with the CHS and other relevant humanitarian standards, including Save the Children benchmarks to Humanitarian response and essential standards.
Reporting and program development
·  Coordinate the preparation of timely and high quality programme and donor reports on project activities in compliance with internal SC requirements and donor requirements, and with review and input from technical advisors in Country and member levels.
·  Coordinate the preparation of program revisions and plans, as per OFDA timeframes.
Finance and Awards management
·  Adhere to all SC financial processes and ensure financial controls are fully respected
·  Oversee project expenditure and hold budget management responsibility for the program, including monitoring budget vs expenditure on a monthly basis, ensuring that costs are allocated correctly and expenditure is happening in line with the plan, and take corrective measures if necessary in close coordination with TAs, Area programme Managers and program teams.
·  Act as budget holder for OFDA award, ensuring compliance to SC and donor policies and procedures. Ensure that all expenditure is authorised, accurately coded, regularly tracked, monthly review meetings take place and that all awards (budgets in your remit) remain within allowed flexibility limits of the budget.
·  Work closely with the Area programme manager to effectively manage OFDA budget and oversee the delivery of quality program in line with donor and SC policies and procedures
·  Support Awards Manager with grant set up, cycle and closure, including budget and payment schedule, reporting dates and schedules

QUALIFICATIONS AND EXPERIENCE
Essential:
·  A minimum of 5 years management experience in a corporate or an NGO environment, in a range of cultures including significant field operations experience, preferably running emergency programmes.
·  University degree in development or other social sciences (Master’s degree desired). Proven knowledge and experience in the humanitarian sector will also be considered.
·  Strong leadership and project management organizational skills.
·  Successful experience of working in a large-scale programme and matrix management structure.
·  Demonstrable ability to lead, motivate and develop teams and individuals to achieve outstanding performance.
·  A very good understanding of Nutrition and WASH sectoral programmes
·  Good knowledge of USAID funded programme implementation and reporting. Previous experience in managing USAID funded projects is preferred.
·  Substantial and proven experience and knowledge of effective financial and budgetary control and securing and managing awards from major institutional donors.
·  Solid project management skills related to organizational emergency projects and international, cross-functional teams with a proven history of delivering results.
·  Ability to analyze information, evaluate options and to think and plan strategically.
·  An in-depth understanding of national and international development issues in particular in relation to children.
·  Previous experience of remote management and development of team and the ability to lead, motivate and develop others.
·  Flexibility and willingness to adapt work practices to respond to organisational priorities, including emergency humanitarian crisis responses.
