JOB TITLE: Programme Manager – Capacity Building

ROLE PURPOSE
The purpose of this role is to establish and implement a comprehensive capacity building programme which will support the delivery of the Haiyan Response Strategy, based on a learning needs analysis and which aligns with regional strategies and links where relevant to Humanitarian Leadership Academy initiatives in the Philippines.
SCOPE OF ROLE

Dimensions: Save the Children is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work. This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed.As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both suddenonset and chronic emergency situations.
Following Typhoon Haiyan, agencies in the Philippines agencies, including Save the Children, have reported significant capacity gaps among many of the staff they wish to recruit in terms of ‘entry level’ knowledge relating to humanitarian response and recovery. Moreover, in order to support the delivery of the Haiyan Response Strategy, there is a need to strengthen all country office leadership and humanitarian response capacity, improve the quality of our work, as well as to strengthen civil society and partner organisations. The response is beginning to move into the recovery phase during which tasks and responsibilities will be increasingly handed over to local responders. In order for this to be a successful transition, there needs to be a capacity building strategy which not only supports the delivery of the Haiyan Response strategy but also significantly improves overall emergency preparedness, leadership and response implementation. This capacity building strategy includes the strategic implementation of the innovative Talent Development Programme.

MAIN RESPONSIBILITIES
Strategic leadership on development of capacity building programme
·  Lead on the development of a learning strategy based on identified capacity building needs in Save the Children Philippines, with a particular focus on the Haiyan Response
·  Take overall leadership on developing, implementing and evaluating a capacity building programme to support the delivery of Save the Children’s humanitarian programmes in the Philippines with a particular focus on the Haiyan Response
·  Liaise with country office staff and response staff in field and country office as well as regional team to ensure capacity building plan links with strategies at all levels
·  Lead on the development and integration of the Talent Development Programme into emergency response team and country office programmes, including quality mentoring and coaching support
·  Take responsibility for the management of the capacity budget of approximately $1million
Quality Assurance:
·  Lead on the integration of quality assurance mechanisms for capacity building interventions, including the development of case studies and the measurement of long term impact
·  Liaise with the Humanitarian Leadership Academy to integrate and pilot innovative quality assurance mechanisms
Representation & Advocacy & Organisational Learning:
·  Take the initiative to build relationships with local government, local associations and CSOs, local service providers and INGOs
·  Take the initiative in documenting lessons learnt, best practice and case studies to shape in country learning strategies and contribute to broader sector learning.
·  Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.

QUALIFICATIONS AND EXPERIENCE
Essential
·  Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state
·  Previous experience of managing programme teams in large-scale first phase emergency response is essential
·  Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
·  Previous experience of managing a large multi-sector, multi-national team
·  Previous experience of programme management across multiple locations
·  Demonstrated ability to set up learning and development processes for a large team
·  Proven ability of mentoring and coaching
·  Experience of senior level representation
·  Experience of developing and negotiating successful partnerships
·  Ability to write clear and well-argued assessment and project reports
·  Excellent communication skills
·  Proven ability to influence change at an operational and strategic level
·  Politically and culturally sensitive with qualities of patience, tact and diplomacy
·  A high level of written and spoken English
·  The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
