JOB TITLE: Deputy Country Director of Program Development and Quality

ROLE PURPOSE:
As a member of the Senior Management Team (SMT) in Philippines, the Deputy Country Director of Program Development and Quality shares in the overall responsibility for the direction and coordination of the Country Office program. The post holder is responsible for overseeing the development of high quality, innovative programs that deliver immediate and lasting change for children and monitoring the quality of the implementation of those programs. Ensures the sharing and learning of Save the Children experiences and effective advocacy plans and measures are in place aligned with Save the Children strategy of Theory of Change. S/he will ensure the program team gets high quality technical support to establish the Country Office as the lead organizations in demonstrating and disseminating the replicable solutions for the problems faced by children in the Philippines.
SCOPE OF ROLE:
Reports to: Country Director
Staff reporting to this post: Programme Technical Directors, Advocacy and Communications Director, and Senior Monitoring, Evaluation, Accountability and Learning Manager.
Stakeholder management:
External: High level regular involvement with senior government officials in relevant Government Departments at national and regional levels to share project/program development and learning and explore scaling up program outreach. Senior level involvement with representatives of donors, international agencies and national level networks and sometimes together with other department.
Internal: Works and coordinates closely with the Deputy Country Director of Programme Operations and the Heads of Finance, HR/Admin, and Fundraising/Awards.
KEY AREAS OF ACCOUNTABILITY:
Strategic Planning
·  Provide strategic vision and direction to the Save the Children Philippines program.
·  Take a lead role in developing and /or reviewing Country Program Strategies and Country Annual Plans, ensuring coordination of all technical input to country strategy, proposals and reports.
·  Develop and maintain in depth understanding of all themes of the country office, including national and/or global policies, donors, key players in government, INGOs and national civil societies.
·  Ensure the conceptualization and design of cost effective, innovative and high quality programs with focus for hard to reach and marginalized children of Philippines and that delivers immediate and lasting change for them.
·  Ensure that programs are relevant to children in Philippines and to the Global Initiatives and advocacy objectives of the Save the Children members.
Program Design and Technical Assistance
·  Ensure that the Philippines Country Office has high quality, multi-sectoral and dual mandate program reflecting prioritized technical and sector aspects of the Save the Children Global Initiative.
·  Ensure effective representation with donors and government and national fora to maintain and develop the high profile and reputation of Save the Children.
·  Ensure the design and development of child focused emergency and development programs of a high quality that contribute to the Country Office’s strategies and plans, informed by child participation where possible.
·  Support the Deputy Country Director of Program Operations in the implementation and monitoring of all longer term technical goals, objectives and policies.
·  Ensure coordination of, and technical and field input into, proposals and proactively and regularly communicate planned requirements for program design and implementation to relevant departments/functions.
·  Ensure adequate resources are secured for program activities from both grants and the private funds of Save the Children members, including identifying strategic leads and concepts.
·  Ensure technical review of donor reports and support to improve the quality if required.
·  Ensure effective, collegial, practical and useful support for quality assurance by the subject matter specialists to the program operations team.
·  Ensure appropriate levels of technical assistance and capacity building is provided to partners.
·  Seek the involvement of member technical assistance as required.
·  Ensure excellent coordination and cooperation with incoming technical advisors as well as surge teams during emergencies
Monitoring, Evaluation, Accountability and Learning (MEAL)
·  Take lead in developing tools and maintaining robust systems of program/project monitoring, evaluation, accountability and learning to measure achievement and progress toward program goals and results by working closely with program operations department.
·  Take lead in building the capacity and skills of program operations team in using high quality MEAL plans and tools.
·  Ensure establishment of well-functioning MEAL structure and their support is available in a helpful and useful way to the program operations team to improve quality of projects and programs.
·  Lead on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Deputy Country Director of Program Operations.
Advocacy
·  Takes lead in identifying advocacy issues and a strategy for the country office based upon the evidences and develops organizational positions in each relevant thematic area including advocacy methods and modalities in close consultation of the Media and Communication Department and Program Operations Department.
·  Support thematic staff to articulate their top priority advocacy objectives in line with the new Country Strategic Plan, and to develop plans in support of these top priorities. This should include guidelines on the meaningful and safe participation of children in advocacy
·  Identify key opportunities and events for Save the Children to position itself as the leading organisation for children’s issues in Philippines.
·  Ensure that Save the Children receives national recognition for achieving proven and innovative national impact from well-managed child development programs and emergency response.
Innovation
·  In close consultation of thematic and regional program managers, develop new programs, funding proposals and concept notes in line with best practices and Save the Children strategic priorities and technical advice from members.
·  Oversee Save the Children research and evaluations deliver existing projects and develop new ones.
·  Share/spread information relating to the outcome of research and evaluation widely and – in particular – to the Government and to other donors and partners.
Knowledge Management
·  Ensure learning by the country program from relevant best practice both internally and externally and assess performance regularly against agreed program objectives and indicators
·  Engage in relevant national and global networks.
·  Establish and promote a system of program learning experiences sharing and learning with and among key national stakeholders including government.
·  Ensure establishment and operation of a system that will enable Save the Children staff to access centralized data and information.

·  Ensure Philippines Country Office complies with all Save the Children Management Operating Standards and Standard Operating Procedures
·  Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Asia Regional Office.

QUALIFICATIONS AND EXPERIENCE
Essential
·  Higher education (Masters Degree) in relevant social science.
·  A minimum of seven years of management and/ or development experience in a corporate or an NGO environment, including experience directing and implementing programs for children.
·  Outstanding project cycle management and coordination
·  Recognized leadership role in two of CO’s prioritized thematic areas at National level
·  A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
·  Solid experience of new program development, networking and building rapport with donors and host government.
·  Developing and managing monitoring, evaluation and learning systems.
·  Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working.
·  Credibility to lobby, influence and represent Save the Children at all levels.
·  Resource management, training , capacity building, coaching skills
·  Fluency in written and spoken English
Desirable:
·  Fluency in written and spoken Tagalog
