Save the Children International, Rwanda Programme

BACKGROUND:

Save the Children is the world's leading independent organisation for children. We work in 120 countries. We work together, with partners, to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives. Save the Children works in seven regions in Rwanda with a current staff complement of approximately 50 staff. SCI Rwanda Country Office seeks to hire qualified, committed and experienced national staff to fill the following position.

POSITION: Child Protection and Child Rights Governance Programme Manager

This is a Grade 2 position

PURPOSE OF POSITION

The Child Protection (CP) and Child Rights Governance (CRG) Manager is accountable for the design, management and MEAL of SC Rwanda CP/CRG programmes by providing daily management (including budget and human resources management) oversight and technical advice to the CP/CRG team and partners. The CP/CRG Manager takes part in CP/CRG project proposals design and fundraising efforts.

MAJOR RESPONSIBILITIES

Programme management responsibilities

  • Overall management Save the Children Child Protection and Child Rights Governance Programmes
  • In collaboration with Project Coordinators/Project Officers, develop periodic work plans and monitor implementation;
  • Budget holder responsibilities: in collaboration with Project Coordinators/Project Officers, develop budget expenditures plans, review budget monitoring reports and ensure that all planned expenditures are on track in strict compliance with the agreed budget lines and Save the Children’s financial regulations.
  • Ensure that monthly, quarterly and other reports are developed and submitted in accordance with agreed schedules;

Monitoring, Evaluation, Accountability and Learning / Research

  • In collaboration with the Senior MEAL Advisor establish a strong MEAL system for the CP and CRG programmes (MEAL Plans, Indicators Performance Tracking Tables, monitoring tools, etc.)
  • Ensure data is collected at field level and that learning is shared and utilized to improve implementation

Staff Management and Development

  • Line management responsibilities for Save the Children’s CP/CRG team (at the moment 3 but with potential for scale-up)
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure appropriate professional development opportunities
  • Manage the performance of all supervisees through the Effective use of the Performance Management System and ongoing mentoring/coaching

Save the Children representation

  • Establish and strengthen coordination mechanisms with CP and CRG stakeholders in country at both Government and Civil Society level;
  • Ensure that Save the Children’s CP/CRG programmes are represented at national level fora and round-tables

Resource Mobilization

  • Contribute with technical expertise in the development of proposals in the areas of CP/CRG
  • Active engagement in resource mobilization for the CP/CRG programmatic areas

Emergency Response

  • Keep the Rwanda EPP updated
  • Lead on SC Rwanda CP emergency response which will guide our Full spectrum operations in Rwanda

JOB REQUIREMENTS:

  • Degree or Master Degree level in Social Sciences (CP, Education, CRG)
  • Senior Technical expertise in the programmatic areas of Child Protection and/or Child Rights Governance
  • Strong demonstrable skills and experience in programme management, monitoring, review and evaluation, including budget holding responsibilities;Problem-solving and decision-making skills
  • Proven leadership skills – previous experience of line managing staff;
  • Strong report writing skills in English.
