C6918 Non-commercial

Non-commercial consignments require a Permit from Canberra Office.
A Quarantine Entry is also required for each consignment. The conditions are the same as those under Commercial.

C6920 Commercial
All consignments require an Import Permit and a Quarantine Entry.

An Import Permit application is required prior to importation and is to be sent to Canberra Office for assessment and approval. The Import Permit application requires details of the preparation and manufacture of the fibre and the products (refer below). All applications must indicate that the banana fibre has been dried by some method and that it is not fresh.

Each shipment must be packed in clean, new packaging and be free of live insects, prohibited or restricted seeds, soil and other contaminants.

Each consignment requires inspection on arrival into Australia for live insects and to verify that the banana fibre is not fresh and that there is no contamination.

On arrival into Australia these products are subject to mandatory:

a) gamma irradiation at 25kGray, (T9651); or

b) heat treatment at 85°C for 8 hours, (T9569); or

c) ethylene oxide fumigation at 1500g/m³ for 24 hours at 21°C, (T9020);

if the goods have not been approved during the assessment of the Import Permit application.

Timber packaging, pallets or dunnage in FCL containers will be subject to inspection and treatment on arrival, unless certified that the required treatment has been performed. (Refer to the AQIS publication 'Cargo Containers - Quarantine aspects and procedures'.)

Manufacturing Details Required for Assessment of an Import Permit Application

If there are no manufacturing details submitted with an import Permit application, the Permit conditions will be mandatory treatment on arrival.

If the manufacturing details are assessed as acceptable for minimizing the risk of disease concerns then the Permit conditions may not have to indicate mandatory treatment on arrival.

The type of manufacturing details that AQIS requires from the manufacturer/s for the assessment of the Import Permit application are:

• if the product is mechanically processed (stripped);

• relevant dying details, such as boiled in water at specified temperature for specified duration;

• relevant bleaching details, such as chemical name or process, including any temperatures and durations involved;

• relevant cleaning method/s, including chemical names and any temperatures and durations involved;

• relevant drying and/or moulding details, including specified temperatures and duration involved;

• relevant lacquering, varnishing, resin-coated details; and

• any other details that demonstrate that the goods have been processed to a high quality product.

Ehylene oxide:
Under initial minimum vacuum of 50 kilopascals at 1500g/m³ for 4 hours at 50°C; or 1500g/m³ for 24 hours at 21°C.

T9569
Hot air:
At least 85°C for at least 8 hours once the core temperature has been reached.
Caution: Products may smoulder or ignite with this treatment.

Gamma irradiation:
At 25 kGray (2.5 M rad).
