ADDENDUM #1

This Addendum forms a part of the Proposal Documents for above subject project and modifies the original project specifications as noted below. Acknowledge receipt of this Addendum in your proposal response. Failure to do so may subject your response to disqualification.

The following additions have been made to the above referenced proposal document:

PROPOSAL MEETING

A Pre-Proposal Conference was held on Monday, March 17, 2014, at 9am for MENTAL HEALTH CONSULTATION SERVICES for the SCCOE.

Andy Bursch, Purchasing Manager, opened the meeting, providing general directions that Q&A’s about the RFP be directed to him while Q&A’s about the program aspects of the RFP be covered by Laura Keeley-Saldana, Program Operations Manager, or Adolfo Pando, Manager of Planning & Support. Everyone then introduced themselves.

Adolfo and Laura continued the meeting with an overview of the Head Start program, highlighting some of the information provided in the RFP and taking questions as Laura reviewed the material.

While no comments made at the pre-proposal conference altered the scope of work of the RFP, there were additional questions received via email and they have been responded to as follows:

1.  What is meant by “research, analysis, technical assistance and advocacy services,” in the section, General Requirements, first paragraph.

o  Does research mean evidence-backed or evidence informed model of therapy? Yes

o  Does analysis mean data collection and interpretation? yes

o  Does technical assistance mean data collection? No, it means advising the program on Mental Health Best Practices and providing technical assistance to the agency and staff regarding Mental Health.

o  Does advocacy services mean clinician advocacy for families re: medical treatment, school IEP meetings, etc or does it mean political advocacy for early education? It means that the Agency has proven experience in the area of advocacy for children and families, and potentially political advocacy in support of children and families.

2.  What is required by “client references” undernumber 4, proposal response requirements?

o  Who the “client” is meant to be? A School, business, community partner, or other entity that has experienced services provided by your agency, Mental Health Services would be most appropriate.

o  What form the references should take? Written references would be best- you can include a list of clients who have received your services.

3.  What calendar would the consultants work be based on? A 12 month calendar or school year calendar?

The contract is for 12 months- the consultants work during the summer with partner sites, prep for the school year, training, planning, etc. Since they are employees of the agency, they are on your calendar, as you see fit.

4.  Does the Head Start program run during school breaks, or would the consultant be off of work during spring break, winter break, summer break, etc.

We are closed 2 weeks during winter break, and 12 holidays---however, since we work with many partners, there are days in which we are closed and the partners are open.

5.  At the Pre-Proposal conference this morning, you mentioned there were 2,268 children in Head Start and that 128 lived in Hollister. Do you have a geographic breakout of where the children are located? We’re interested to know how many live in Morgan Hill and Gilroy.
