Facilities:Twenty five (25) yard pool with seven (7) racing lanes and one (1) shorter warm-down lane in activity pool; sloped starting blocks and turn flags are in place. Separate changing rooms with showers and lavatories for men and women, with seating on deck of the pool. Electronic timing equipment (Colorado 6000 timing and Hy-Tek Meet Manager 5 software) will be used. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. Concessions with food and drink will be available. The competition course has not been certified in accordance with 104.2.2C, and information about the water depth at turn end of the pool is 4 ft, water depth at the start end of the pool is 8 ft.

Meet director may limit the number of spectators to allow our athletes to compete.

Directions:Directions to the pool using I-10:

Take I-10, then exit Downtown. Turn South on Kansas. Left on Paisano. Right on Ochoa. Pool is on your right.

Directions to the pool using Border Highway (traveling west):

Take Border Hwy West. Turn right onto Santa Fe. Turn left onto 6th St. Right on Ochoa. Pool is on your right.

Parking:Parking is very limited. Please consider car-pooling. We are seeking additional parking in the area and will be emailing out additional parking information as it become available. Efforts are being made to obtain free or very low cost parking. Please be careful and respectful when dropping off your swimmers at the pool.

Liability:In granting this sanction it is understood and agreed that USA Swimming, Border Swimming, Inc., the City of El Paso, El Paso Aqua Posse Swim Team, and any sponsors shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries or accident to anyone during the conduct of the event in accordance with USA Swimming, Inc., rules and regulations.

Rules:Unless otherwise noted herein, this meet shall be conducted in accordance with the 2017 USA Swimming Rules and Regulation. The USA whistle start and no recall procedure will be used throughout the meet. Coaches and officials will be required to display their 2017 registration cards.

Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer’s legal guardian to ensure compliance with this requirement.

The use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited. (202.3.4.F)

Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present.

The meet will be run according to USA Swimming Championship rules. If a swimmer qualifies for finals and does not declare his/her intent to scratch by the scratch deadline and does not report to swim, he/she will be removed from the remainder of the meet.

All participants, athletes and non-athletes, must adhere to the USA Swimming Code of Conduct as described in Article 304 of the USA Swimming Rules and Regulations.

Meet Eligibility/Proof of Registration:

Participants must be registered members of USA Swimming. The attached membership certificate affidavit must be submitted with each team’s entries. Swimmers not able to demonstrate a current registration will not be allowed to compete. The swimmer’s age as of February 24, 2017 will be used to determine the age group for competition.

All entries must include verifiable times. NT entries will not be accepted.

Swimmers may enter any event in which they have the qualifying time. If a swimmer has 1 qualifying time, he/she may enter 2 other events in which they do not have qualifying times. There will be another meet B/C Champs on 2/11/2017 timed finals WITHOUT qualifying times. Swimmers may either enter the prelim/finals Border Champs, or the B/C Champs, but NOT BOTH.

All 13 and over swimmers must compete in the Prelim/finals meet.

Events:Swimmers will be restricted to 7 individual events (1 on Friday, 3 each on Saturday and Sunday), and 1 relay per day.

Time trials will take place on Saturday and Sunday, after prelims. Any event can be swum, but only 1 heat each of any event 400 yds or longer. Only 1 time trial event per swimmer for the entire event. Time trial swims count toward the daily event limit of 3 individual swims per day.

Events on Friday night are pre-seeded timed finals.

Time Standards/Verification:

Qualifying times are based on 16th place for the previous 2 years results of Border Champs (SC). In events where there were not 16 entrants, a B time was used as the qualifying time. All swimmers must be entered with verifiable times. NT entries will not be accepted.

Event Seeding:

This is a PRELIM/FINALS meet short course yards age group meet. The fastest 3 heats will be circled seeded. All other heats will be seeded slowest to fastest.

The 400 IM, 500 free and 1,650 free will all be swum fastest to slowest, alternating girls and boys heats. These events will be swum as TIMED FINALS. Check in will be required 30 min prior to the meet start time. Swimmers must provide their own counters and timers for the 500/1650 frees. The 12-U 200 IM will also be swum as TIMED FINALS but will be seeded slowest to fastest.

Time trial entries are due no later than 10:30 am on Saturday and Sunday at the meet. Cost is $10 per event and must be paid at the time of entry. If a time trial swimmer is not already in the meet, he/she must also pay the surcharge of $5 per swimmer. Only 1 time trial event per swimmer for the entire event. Time trial swims count against the daily limit of 3 individual events per day.

Meetings:There will be an officials meeting 30 minutes before the start of each session and a coaches meeting 15 minutes before the start of each session.

Special Notice:The meet director reserves the right to modify warm-up/start times after final entries are reserved.

Saturday & Sunday AM (Prelims) – Warm up 7:00 am, Meet Start 8:15 AM

Saturday & Sunday (Time Trials) - immediately following the conclusion of the AM session

Saturday PM (Finals) – Warm up 5:00 PM, Meet Start 6:15 PM

Sunday PM (Finals) – Warm up 3:00 PM, Meet Start 4:15 PM (May be adjusted to allow 3 hours between prelims and finals.

Warm up:Border Swimming mandatory warm-up procedures will be enforced. A USA-Swimming/FINAregistered coach for each swim team must be present to conduct their team’s warm-up sessions.USA Swimming athlete members must be under the supervision of a USA Swimming member-coach during warm-up, competition, and warm-down. The Meet Director or MeetReferee mayassist the swimmer in making arrangements for such supervision, but it is the swimmer’sresponsibility to make such arrangements prior to the start of the meet. Warm-up laneassignments will be posted at the pool behind the starting blocks.

1. General warm up (initial period)

a. All lanes to be used for general warm-up. Circle swimming only.

b. Swimmers must enter the pool feet first. NO DIVING or JUMPING allowed from theblocks or the edge of the pool.

c. No sprinting or pace work allowed during general warm up session.

2. Coach Responsibilities

a. Coaches shall instruct their swimmers regarding these safety guidelines and warm upprocedures as they apply to conduct at meets and practices.

b. Coaches shall supervise and be responsible for the conduct of their swimmersthroughout the meet, including the warm-up session.

All meet warm ups shall be scheduled for two 30 minute sessions. Teams shall be assigned awarm up session and notified of such session by the meet director. When the number ofswimmers does not warrant splitting the sessions, one warm up session may be held.

• The first twenty (20) minutes of each session shall be designated as a GENERAL WARM UPSESSION. There shall be FEET FIRST ENTRIES ONLY AND AT ALL TIMES during thegeneral warm up session. Lanes may be used for pace, circle, or return swim only. Swimmersshall not mount the starting blocks at any time.

• During the last TEN (10) minutes of each warm up session sprint lanes shall be open asfollows: the lane you have been assigned for warm-up will be your sprint & return lane.Before using sprint lanes, they must be cleared of all swimmers. There will be NO DIVING atany time. RACING STARTS ONLY will be allowed at the start end, but the swimmers swimback in return lanes.

• Warm up and warm down lanes will operate under the same rules and regulations as generalwarm up lanes, with the exception that a maximum of 10 swimmers will be allowed in thewarm-up/down lane at any one time. Diving and racing starts (backstroke included) are NOTpermitted in the warm up/warm down lane.
