XX Interfaith Power & Light (XX IPL) is excited to apply for a grant of $10,500 to advocate towards a Federal Energy Efficiency Resource Standard. This document contains information on our organization’s history, programming, advocacy targets, as well as our plans for advancing the legislation. Qualifications
XX IPL is has a strong history of political advocacy. Since the organization’s inception in October of 2006, supporters of our organization have met with 4 of 5 congressional representatives, both senators, the lieutenant governor, and countless state elected officials and staff. With the addition of full-time director, XX IPL has been able to further expand its advocacy capacity, holding 23 meetings with government officials since July of 2008. As such, XX IPL’s staff and membership are familiar with the importance and necessity of political advocacy in preventing the worst consequences of climate change.
Targets
XX, given its numerous swing votes, will be crucial for the passage of this legislation. As an organization, we plan on targeting House representatives Tom Smith-R, Lisa Jones-D, Dan Jones-I, and Bob Biuld-R. Rep. Build, will be especially important since he is a member of the House Committee on Energy and Commerce and could exert some influence over swing voters on the committee from other states, such as Jim SethD-OH and Barb Aurbach D-OH.
On the Senate side, Tim Ainge-D is a likely supporter of this legislation. Cedric Maxwell-R, who was an architect of the renewable energy incentives program, has the potential to be a determinative Republican swing vote in the senate. As a ranking member of the Finance and Budget Committees, his name carries weight in his caucus and during the recent stimulus debate he argued thatthe renewable energy incentives didnot go far enough.
Our targets will also include faith and environmental leaders throughout the state of who can inspire action within their respective communities.
Planning
Before the legislation goes to the floors of congress, it will be important for our organization to have conversations about a Federal Energy Efficiency Resource Standard with elected officials as well as our members. These preparations, conducted in collaboration with the Regeneration Project, will include:
- District Meetings with Legislators/Staff – These meetings with be timed in conjunction with recesses in order to increase the likelihood of participation by the actual legislators. In addition to the presence of XX IPL staff, we will bring active and knowledgeable constituents who are supportive of our mission.
- Cool Congregations Workshops – XX IPL Cool Congregations presentations include a portion dedicated to policy solutions. This portion of the presentation will further emphasize the importance of a national energy efficiency standard and stress that people contact their representatives in support of the measure.
- Presentations – XX IPL is often asked to highlight policy solutions during presentations at congregations and public events. Energy efficiency will be promoted during all such events.
- Radio – In the past four months, XX IPL has appeared on 4 different radio programs. We intend on using these relationships within the media to educate and activate the public.
- Letters to the Editor – We will have at least one letter to the editor per district about the value of energy efficiency and meaningful energy efficiency legislation. XX IPL will assist its members in drafting these letters. Participants in Cool Congregations who can speak not just about the need for stronger efficiency standards, but also the successes they have had within their own homes, make ideal submission candidates.
- Op-ed – We will be working with Reverend Parish and Rabbi Bird to draft an op-ed for our major newspaper.
- Activist Parties – XX IPL plans on holding monthly activist parties. These parties will be an opportunity to discuss energy efficiency and take action around the issue.
- Involvement of State Allies – Collaborating with our organization’s allies within the faith and environmental communities will broaden the reach of our advocacy campaign.
- Newsletters – Our monthly newsletter represents another vehicle to promote awareness of both the legislation and its benefits to the public.
Once the legislation is nearing the floor, we will use action alerts and phone calls to solicit timely public comment.
