JOB DESCRIPTION

Position Title:Housing Counselor Manager

Core Area:Financial Stability

Department:Housing Counseling

Reports to:Director, Financial Stability

Time Classification:Full Time

Position Summary: Responsible for the management and administration of SNAP’s Housing Counseling Program.

Principle Duties and Responsibilities:

  1. Counsels delinquent homeowners on resolution options. Interviews homeowners, develops individual case plans, budget analysis, negotiates with lenders, may accompany homeowner to mediation or meetings with lenders, provides timely, accurate information and referrals and conducts follow-up interviews.

Counsels prospective homebuyers, develops individual case plans, budget analysis

and provides information and referral services and conducts follow-up interviews.

Completes detailed case notes for each client contact and service provided.

  1. Manages program contracts, including monitoring outcomes, ensuring that contract requirements are met and reports are submitted as per notices of award, program announcements and OMB circulars. Ensures that the program’s goals and objectives are met, that performance payments are earned and loan production volume is adequate. Audits client files to monitor quality of program services and compliance with contract requirements.
  1. Recruits, organizes training, supervises and evaluatesHousing Counseling Program staff, ensuring that contract requirements and best practices are understood and followed. Prepare Housing Counselors for HUD certification testing, ensuring that they meet competencies in financial management, housing affordability, fair housing, homeownership, avoiding foreclosure and tenancy.
  1. Assists in writing grants for Housing Counseling programs in coordination with Director.
  1. Supplements the efforts of staff, providing homebuyer education and housing counseling as needed.
  1. Supports marketing plans for the department and n community events.
  1. Within the context of the stated principle job duties, serve as an ambassador of SNAP’s mission and values.
  1. Completes assigned projects and performs related duties as needed or situation dictates.
  1. Provides excellent customer service at all times as well as helps to grow the customer service culture within the agency.

Requirements:

Education and Experience

  • Required: Bachelor’s Degree, three years supervisory experience and five years’ experience in the mortgage industry
  • Preferred: Bachelor’s Business or Finance Degree, five years supervisory experience and ten years mortgage industry experience

Knowledge, Skills, and Abilities

  • Thorough knowledge and understanding of mortgage lending.
  • Skills in written and oral communication.
  • Demonstrated skills in planning, program development and problem solving.
  • Computer skills including the ability to manage information, spreadsheet development, data entry and word processing.
  • Ability to relate to and communicate with a variety of people including those representing different ethnic and cultural backgrounds.
  • Knowledge of foreclosure process, time frames and remedies.
  • Knowledge of community resources and programs for referral.
  • Knowledge of mortgage lending, underwriting and loan processing
  • Ability to work independently and as a part of a team.
  • Knowledge of HUD programs including loss mitigation, first-time homebuyer programs.
  • Ability to set up individual case plans for program participants that lay out solutions and options to housing needs.

Training and Certifications

  • Certified Housing Counselor and Housing Counseling Program Manager/Director, to be obtained within 1 year after hire.
  • Certified by Washington State Housing Finance Commission to teach Homebuyer Education, to be obtained within 1 year after hire.

Work Environment/Physical Activities:

This position requires some evenings and weekend work.
