TERMS OF EMPLOYMENT:

  1. Administrative/Non-Bargaining
  2. 260 day position
  3. Salary range: $92,000-$97,000 annually, dependent upon qualifications and experience
  4. Full-timesalary position

GENERAL SUMMARY OF POSITION: Reporting to the Saginaw Intermediate School District Superintendent, the Director of Early Childhood and Parenting Services will oversee the implementation of high quality services that will support current and future early learning programs, population health initiatives, evidence-based practices, family engagement and parent education programs in Saginaw County and across the Great Lakes Bay Region. These duties include but are not limited to program oversight and management, staff development initiatives, community collaboration, procurement of grants, grant reporting, data management, research and analysis.

ESSENTIAL JOB RESPONSIBILITIES:

  1. Responsible for on-going grant development and procurement for both SISD and /or constituent districts and community partners.
  2. Provide assistance to local districts and buildings in the areas of annual reports, accreditation, school improvement processes, NCLB (ESEA), IDEA/Michigan Mandated Special Education, Kindergarten Entry Assessment (KEA), Longitudinal Student Data Tracking, Common Core Standards for early elementary grades, Early Learning Standards for Prekindergarten, Early Learning Standards for Infants& Toddlers, Smarter Balance/MEAP.
  3. Responsible for data management, disaggregation and analysis. Assist local districts and early learning programs in the utilization of data for decision-making purposes. Software and data systems usage will include but not be limited to Michigan Student Data System (MSDS), Center for Educational Performance and Information (CEPI), Michigan Compliance Information System (MI CIS), Great Start to Quality (STARS), Kindergarten Entry Assessment (KEA) and Registry of Educational Personnel (REP).
  4. Reporting to the Superintendent, provide overall supervision, management and evaluation of performance for all early childhood-related personnel and programs, including Birth-5 Saginaw County, early childhood block grant (32P), Great Parents/Great Start, Early On, Head Start, Early Head Start, Maternal Infant Early Childhood Home Visiting Program (MIECHV), Mother & Infant Home Visiting Program Evaluation (MIHOPE), Project LAUNCH, Great Start Readiness Program (GSRP), Great Start Collaborative (GSC), Great Start to Quality and the Resource Center, Early Learning Enhancement Grant (ELEG), Imagination Library, early childhood special education/inclusion programs and other related early learning and community development initiatives such as the Children’s Healthcare Access Program (CHAP), Home Visiting HUB, Community Schools and Community Health Improvement Plan.
  5. Other duties as assigned by the Superintendent.

QUALIFICATIONS:

  1. Master’s degree in educational field. Administrator Certification or eligible for Temporary Approval.
  2. Three (3) to five (5) years successful experience in school administration, early education programming, and/or teaching.
  3. Demonstrated experience in data management and analysis, specifically in developing and implementing data-driven evaluation and measurement systems.
  4. Experience in project management, instructional practices, school improvement, accreditation and assessment.
  5. Must have experience in grant development and procurement.
  6. Must demonstrate leadership experience and ability.
  7. Must possess and demonstrate strong communication and interpersonal skills and have the ability to work with a broad and diverse community.
  8. Must demonstrate technological proficiency and be able to utilize current technologies (computer software programs, email, social media I Pad/Phone, etc.) in the efficient accomplishment of duties and responsibilities.
  9. Must demonstrate the ability to deal with issues and people in a fair, reasoned and highly ethical manner.
  10. Must have sufficient mathematical ability to formulate budgets and be able to define, collect and interpret measurable data.
