SAFER POOLE STRATEGIC ASSESSMENT AND DELIVERY PLAN
1.PURPOSE OF REPORT
1.1To present the2010 Safer Poole strategic assessment and subsequent delivery plan for 2010/11.
1.2The strategic assessment and delivery plan will be taken to the Safer Poole Board for approval on 27 April 2010. At the time of writing of this report, the strategic assessment and delivery plan are therefore in draft format. Any changes to either document will be reported verbally at Communities Overview and Scrutiny Committee.

2.1That members of the Committee note the findings of the strategic assessment.
2.2That members of the Committee note the priorities identified within the 2010/11 Safer Poole Delivery Plan.
- BACKGROUND
3.1 Safer Poole’s 2009 strategic assessment was produced in April 2009, recommending a series of priorities for the partnership over the coming year. The assessment was subsequently reviewed in October 2009, resulting in the addition of one priority – adult safeguarding.
3.2 The aim of the review document is to measure performance and progress within these priorities in 2009/10, and identify emerging threats and priorities for the partnership.
3.3 This document has been produced alongside the Dorset Police Bournemouth and Poole strategic assessment and Bournemouth Safer and Stronger Communities strategic assessment. Furthermore, it incorporates the findings of the Joint Strategic Needs Assessment, Dorset Fire and Rescue Service Community Safety Plan, and the Drug and Alcohol Action Team Needs Assessments.
4. SAFER POOLE STRATEGIC ASSESSMENT
4. 1The Safer Poole strategic assessment can be found at Appendix A of this report.
4. 2The strategic assessment has been produced using data from a wide range of agencies, in order to give a holistic view of the crime and disorder problems facing Poole at the moment. The document has been produced in consultation with Dorset Police, and has been aligned to the Bournemouth and Poole Police strategic assessment review as much as possible.
4.3This strategic assessment follows a format of “victim, offender and location” rather than the crime chapters seen in previous assessments. This change is in line with national guidance for partnership strategic assessments and enables the holistic analysis of partnership data sets.
4.3The strategic assessment review has recommended the following priorities for Safer Poole in the year ahead:
- Cross Cutting Themes
- Priority neighbourhoods – Alderney, Hamworthy West, Newtown and Poole Town
- Alcohol misuse
- Supporting and safeguarding vulnerable victims
- Public confidence and communication
- Tackling acquisitive crime
- Offender management
4.4 Each priority in the assessment is accompanied by a series of recommendations which have been allocated to Safer Poole task groups. Task Groups will be required to produce Action Plans for 2010/11 by 1 June 2010.
4.5A number of areas for development of Safer Poole have also been identified in the strategic assessment. The Safer Poole team will produce a development plan outlining these actions in May 2010. This plan will also incorporate the recommendations of the structure review currently being undertaken by a Local Improvement Advisor.
5. DELIVERY PLAN
5.1The draft delivery plan can be found at Appendix B.
5.2The delivery plan is designed to be a headline document, detailing the overall priorities of Safer Poole over the coming year. Task Groups are expected to produce more detailed individual action plans.
5.3The delivery plan will be printed as a leaflet, primarily for members of the public.
6.CONSULTATION
6.1The strategic assessment has previously been circulated to key partnership members for their comments.
6.2Feedback regarding the strategic assessment has been received from a number of partnership members. In addition, the strategic assessment has also been reviewed by Strategic Management Group: Crime. Amendments have been made to the document in light of the comments received.
5.CONCLUSION
5.1The Safer Poole team will continue to work with partnership members to ensure the effective development and implementation of partnership delivery plan to meet the requirements of the strategic assessment and delivery plan.
