Position: Program Advisor – Sanitation Marketing / Community Based Social Enterprises

Location:This position is based in Melbourne, with some travel required

Tenure:Full-time

POSITION SUMMARY

The Program Advisor is responsible for guiding technical implementation of the Western Pacific Sanitation Marketing and Innovation Program (WPSMIP), supporting project teams in their planning, strategising, reporting, and reviewing their approaches.

The WPSMIP is funded by the Australian Government and is being implemented in Vanuatu, Solomon Islands, PNG and Fiji by a consortium of Live & Learn (Lead), International Women’s Development Agency (IWDA) and International Water Centre (IWC) working alongside in-country locally registered offices of Live & Learn. The main focus of the program is the development and establishment of community-based sanitation enterprises in peri-urban, informal settlements, whilst also facilitating an optimal enabling environment for these enterprises to succeed and thrive. The Program also aims to improve sanitation and hygiene outcomes in schools.

This role will form part of the management team for WPSMIP, of whom the main counterpartsare the International Program Manager, the Finance Manager and other Program Advisors. The Program Advisor is to work closely with this team, and our partners at IWC and IWDA, on programmatic, strategic, and technical matters. The role will also support planning, budgeting and reporting for the program.

The Program Advisor will also contribute to the further growth and expansion of Live & Learn’s development and humanitarian work, through fundraising, developing opportunities and partnerships, and positioning the organisation to take on new areas of work.

The Program Advisor will also contribute to the organisational management of Live & Learn, working with a range of managers. This will include ensuring WPSMIP upholds best practices and leads continual improvement in the organisation.

KEY RELATIONSHIPS

Reports to: International Program Manager

External:CS-WASH Fund, International Women’s Development Agency (IWDA), InternationalWater Centre (IWC)

KEY RESPONSIBILITIES

  1. Project planning
  • Review and advise on project plans, including annual and quarterly plans, in order to ensure logical connections and consistency with program objectives, theory of change etc.,including consideration of budget allocations;
  • Strategize with relevant staff and partners to strengthen approaches towards program objectives, and coordinate with project teams to ensure alignment;
  1. Technical progress
  2. Provide strategic direction and guidance to in-country teams on WPMSIPon Sanitation Marketing and development of Community Base Social Enterprises;
  3. Monitor and contribute to guide the program implementation and recommend changes where needed. In particular communicate with project teams on their reflections and adjustments;
  4. Support the in-country Project Manager in the revision and development of Information, Education, and Communication (IEC) materials to support program requirements and objectives;
  5. Contribute to relevant research, Live & Learn program development and regional, country and thematic frameworks;
  6. Provide support and guidance to staff, particularly in-country Project Managers to achieve project outcomes and management duties;
  7. Facilitate technical support and guidance to staff members of WPSMIP where required;
  1. Human Resource and team coordination
  2. Advise on human resources matters, as required,to achieve objectives, including on capacity building of in-country teams, support from Live & Learn Melbourne, and external support from partners and consultants;
  1. Monitoring, evaluation, and reporting
  2. Work with the Program Manager and partners IWC on Program Monitoring & Evaluation, Action Research, Reflection, and Learning (MAERL) approaches, to support improvement of strategies, plans, and implementation;
  3. Manage and conduct internal monitoring and evaluation of project progress, approach and performance, budgets and staff performance;
  4. Support the International Program Manager in communication to the Fund Management and Monitoring & Evaluation Review Panel;
  1. Communication and representing Live & Learn
  2. Support the International Program Manager in communicating effectivelywith and reporting to major donors, fund management,other stakeholders and the public;
  3. Represent Live & Learn at relevant networks, meetings, working groups, conferences and workshops;
  4. Document stories and lessons learned through program to contribute to program and project development and organisational learning; and to inform a range of audiences through Live & Learn publications, sector working groups, and other public forums.
  5. Represent Live & Learn in public speaking events, media and forums;
  1. Organisational growth
  • Assist the International Program Manager in strategising and developing new opportunities for Live & Learn;
  • Identify opportunities for further funding, and contribute to efforts to seek these for work in line with Live & Learn’s values, objectives, and strategies;
  • Coordinate with multiple stakeholders and partners to develop new opportunities for work;
  • Contribute to the preparation and submission for funding of project proposals;
  1. Network growth
  2. Contribute to ongoing program development within regional and thematic frameworks;
  3. Contribute to the ongoing development of Live & Learn’s policies and procedures as they relate to overseas programs;
  4. Leverage external networks to identify new prospective partnerships;

SELECTION CRITERIA Qualifications/Experience:

  1. A post-graduate qualification in a relevant area;
  2. At least eightyears experience in similar roles;

Skills & Abilities

Essential criteria - the applicant is required to address the essential selection criteria:

  1. Experience in managing international, multi-year projects.
  2. Experience in Sanitation Marketing, Water, Sanitation and Hygiene and/or experience delivering community level social enterprices;
  3. Experience in implementing projects in the Pacific region;
  4. Highly developed writing skills for proposal development, stakeholder reporting, promotional and educational materials
  5. Ability to foster a collaborative team environment, and work with a range of stakeholders and partners
  6. Excellent organisational skills including the capacity to prioritise and to meet deadlines
  7. Highly developed inter-cultural and interpersonal skills
