Policy and Procedures

Title:Majors Division Draft 12/03/06

ATTENDANCE AT THE DRAFT:

It is the Board of Directors intent to allow managers to select players free of parent pressure and to protect the secrecy of player draft positions. With that in mind, Sabino Canyon’s policy is to exclusively allow the manager of each Majors Division team, the President, the Vice President, and the Player Agent to be present during draft proceedings. If a manager cannot be present during the draft then the Player Agent will draft in the Manager’s place. The Player Agent conducts the draft proceedings.

PLAYER ELIGIBILITY

All registered players 10, 11 and 12 years old. Registered players 9 years old who have sufficient score based on Player Agent and Managers ratings from the tryouts. All eligible players must have completed a tryout session.

DRAFT PROCEDURE

The following draft procedures and policies are taken from the Little League Operating Manual and modified for the SCLL Majors Division. This draft procedure provides for a balanced division from year to year, enables team count expansion / contraction and provides new team name selection based on available uniform choices.

The Majors Division Draft is scheduled after a thorough tryout program has been completed. This includes tryouts for the returning Majors division players.

The draft will include all returning Majors players from the previous season who are currently registered and have attended a tryout session. All returning Majors players must be selected to a team. The draft will also include all eligible players needed to accommodate 12 players per team. The draft list will contain no more than five (5) additional eligible players. Example: If there are five teams there would be no more than 65 and no less than 60 players placed in the draft. No team may have more then eight players of League Age 12.

All eligible 12 year olds will be placed on the draft list and drafted onto a Majors team, unless determined by the President and Player Agent that a player safety issue exists. In that case, the 12-year-old player will not be placed in the Majors draft.

SCLL Majors Division Draft Procedures

DRAFT ORDER (5 teams)

Managers will draw numbers to determine draft order. Available team names will be provided by the Player Agent.

The Manager who draws number one (1), makes the following selections: First choice, 10th & Team name, 11th, 20th, 21st, etc.

The manager who draws number two (2) makes the following selections: Second choice, 9th & Team name, 12th, 19th, 22nd, etc.

The manager who draws number three (3) makes the following selections: Third choice, 8th & Team name, 13th, 18th, 23rd, etc.

The manager who draws number four (4) makes the following selections: Fourth choice, 7th & Team name, 14th, 17th, 24th, etc.

The manager who draws number five (5) makes the following selections: Fifth choice, 5th & Team name, 6th, 15th, 16th, etc.

OPTIONS

An option is an agreement between a Manager and the Player Agent covering a special condition. All options must be in writing and be submitted to the Player Agent prior to the draft. Managers must call the Player Agent to advise him/her of any option he/she plans to exercise. A written option should then be given to the Player Agent at the draft. There are two options:

  1. Brothers/Sisters

A manager may submit an option in writing to the Player Agent on two or more brothers and/or sisters becoming candidates who are subject to the draft. When first brother or sister is drafted under the option agreement, the manager automatically takes brother or sister on the next turn. The option must be completed within the first three (3) draft selections.

  1. Sons and/or Daughters of Managers

Note:The provisions below apply for managers having brother or sisters of eligible age only.

A manager who has sons and/or daughters eligible under Regulation II for the draft who wishes to draft them must state so in writing to the Player Agent prior to the draft. If so stated, the parent manager is required to exercise this option prior to the close of the specific draft round depending on League Age of sons and/or daughters. Parent manager option takes priority over any other option.

A new coach (assistant) shall not be appointed nor approved until after the draft to maintain team balance.

SPECIAL CONSIDERATIONS WHICH APPLY

  1. If the manager so chooses, the option on son or daughter may be waived.
  2. Items not covered under this policy will defer to the Little League operations manual. (new)
  3. When a vacancy occurs during the playing season, Sabino Canyon’s Local League Rules shall apply.

SECRECY: Players shall never be told the position in which they were drafted!!

TRADING

Following the draft, managers may, if they desire may trade players until 14 days after the first scheduled game. ALL TRADES SHALL BE MADE THROUGH AND WITH THE APPROVAL OF THE PLAYER AGENT. Lower division league players (AAA) may not be traded for Majors team players. All trades must be player for player only. Trades involving a player for draft choices are not permitted. The player agent must monitor any attempts by managers and parents to manipulate the system and thus create an imbalance in the league. ALL TRADES MUST BE FOR JUSTIFIABLE REASONS AND BE APPROVED BY THE SCLL BOARD OF DIRECTORS.
