RULES AND REGULATIONS FOR ZONAL DEBATE COMPETITION

The debate shall be conducted in two categories as:

Junior category-(Classes up to X)

Senior Category-(Classes XI & XII)

Two participants from each school shall constitute a team in each category.

One participant shall speak in favour of the motion and the other against it

The topics for the debate will be in a sealed envelope which will be opened in the presence of the participants one hour before the event.

The participants will prepare independently without using any electronic gadgets like mobile phones, computers iPods etc. Those who use such gadgets will be disqualified and they will not be permitted to participate in the competition. They are also not permitted to take help from any person/s including their teachers. They shall remain in the library and can use the books available in the library of the school where the debate is held. They can also bring books resource material along with them for reference.

Chest number will be given to each speaker before the competition

Individual and group participation will be considered by judges for judging the speakers.

The order of speaking will be decided by draw of lots.

Each speaker will be given five minutes. At the end of the fourth minute a warning bell will be rung. The final bell will be sounded at the end of the fifth minute. The speaker exceeding the time limit will be penalized.

The speakers are required to come in their respective school uniform. The speakers will address the chair only.

Participants should refrain from reading previously prepared script, any paper or aid. Unparliamentary language should not be used. No personal comments or observations should be made against any religion, caste, community, political party or individual. The matter should be limited to the topic only.

Points awarded by individual judges will be added for each speaker, and then for each team.

A lively rebuttal / refutation for approximately 2 minutes will follow each speech with interjection from the participants.

The co-ordinator appointed for this section will have the ultimate authority to control the rebuttal / refutation of the debate.

Speakers will be adjudged for the matter, diction, delivery, manner, time and language.

The best two speakers, not the team, will represent at the state level.

IMPORTANT INFORMATION FOR THE PARTICIPANT

The entry fee for debate competition is 100/-per participant.

Reporting time for all the participants is 08:15am on August 01, 2012.

Opening ceremony will begin at 8:45am

Lunch/ snacks own arrangement.

Ensure the correct spelling of the participant’s name.
