TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Toups at 6:00 p.m. on Wednesday, September 4, 2013 at the Addis Municipal Center. The Pledge to the Flag was led by Mr. Anatole Vincent.

Roll Call: Present: Mayor Toups; Councilors Acosta; Cazes; Gauthreaux; Kelley; Parrish.

Absent: None

Minutes: The minutes of the regular meeting of August 7th were approved, as mailed, on a motion by Councilor Gauthreaux, 2nd by Councilor Kelley and adopted.

Additions to Agenda: None

Public Comments: None

Correspondence: Mayor Toups read an invitation from The Pipeline Association of Louisiana to its annual pipeline safety program which will be held at the Addis Community Center on September 17, 2013 at 11:30 a.m.

Parish Report: Mr. Riley Berthelot advised that the Parish will host the CRPC meeting on September 16th. He gave a report on the meeting he had with Fire Sub-District #1 regarding the consolidation of the Fire Sub-Districts, and advised that two members from each Sub-District will be appointed to serve on a committee regarding the consolidation.

Mr. Berthelot thanked John Artigue for his assistance in working on a ditch in Acadian Crossing.

Sewer Report: The monthly sewer report, read by Mayor Toups, included 33 equipment failures; 5 jammed pumps; and 2 tank installations. Two grinder pumps were replaced; the First Street pump station lost the phase monitor; and the Messina pump station lost the phase monitor and Entergy's meter. The screen at River Bend is being cleaned once a week.

Police Report: The police report, given by Chief Anderson, included 100 traffic citations issued; 14 misdemeanor arrests; 1 felony arrest and 4 vehicle crashes worked. The misdemeanor arrests were: 5-disturbing the peace/battery; 2-domestic abuse battery; 1-traffic (hit and run); 1-DWI; 3-warrants; and 2 solicitations on private residence. The felony arrest was for aggravated battery.

Planning & Zoning: A public hearing was held on the rezoning of property at 4413 Foret Street by Mr. Steve Sarradet. Following the public hearing, a motion was made by Councilor Parrish, 2nd by Councilor Cazes to accept the recommendation of the Planning & Zoning Commission and allow the rezoning of property at 4413 Foret from R-100A to R-80A. The motion was adopted.

A recommendation for approval of a request from Mr. Steve Sarradet for the subdivision of property located at 4413 Foret Street into two 85' x 110' lots was approved on a motion by Councilor Gauthreaux, 2nd by Councilor Kelley and adopted.

Minor Subdivisions: Councilors Cazes and Acosta reported that plans for Minor Subdivisions in the Town of Addis is nearing completion. The town attorney will be contacted to get more information before final plans are put into effect.

Ordinance #2013-5: Mayor Toups advised that no action will be taken at this meeting on this ordinance, but he opened the floor for discussions.

Mr. Berthelot, Parish President, advised that the parish already has an ordinance in place to require officers on site at Parish facilities if alcohol is being sold or consumed. He questions how advance bookings will be handled in the Town's ordinance. He and Mr. Anatole Vincent of the Parish Recreation Department asked that Myhand Park be omitted from the requirements of the Ordinance.

Mayor Toups asked the Council to take all the information presented, and the draft of the Ordinance presented, under advisement for action at the next Council meeting.

Gate at Railroad Park: A discussion on the quote received for the installation of gates at the Railroad Park was held. Following the discussion, a motion was made by Councilor Acosta, 2nd by Councilor Parrish to accept the quote from Specialized Services in the amount of $1,823.24 for the installation of one 12' double gate between the wood fence and the DeBlanc house; and one 10' double gate between the museum and Bank. The motion was adopted.

Open Container Request: An open container request by Mrs. Joni Courtade to hold a softball tournament at Myhand Park on September 7th and 8th, for a benefit for medical expenses for a friend, was approved on a motion by Councilor Kelley, 2nd by Councilor Parrish and adopted.

Fire Meeting: At 6:30 p.m. a motion to temporarily adjourn the meeting to hold the monthly meeting of the Board of Commissioners for Fire Sub-District #1 was made by Councilor Gauthreaux, 2nd by Councilor Kelley and adopted.

At 6:55 p.m. a motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilor Kelley, 2nd by Councilor Gauthreaux and adopted.

Committee Reports: Finance: Mayor Toups asked the Council to review the budget comparison and start thinking about a budget revision for 2013 and the budget for 2014.

Bills: A motion to pay bills found in order was made by Councilor Parrish, 2nd by Councilor Cazes and adopted.

Police: Executive Session later.

Sewer: Some electrical work was done on the Messina pump station which had damage apparently from a lightening strke.

Personnel: None

Drainage: John will be asked to check water standing in the ditch north of Tri Parish.

Buildings: None

Streets, Roads, etc: Mayor Toups advised that (1) the culvert project between J&S and the Lucas property has been completed (2) the ditch north of Ms. Lois Rivet's property will be closed in with culverts next (3) the ditch along Susan Jean from the beginning to the Delapasse property needs to be cleaned out, (4) the state has started digging the ditch along the service road, and (5) the projects on Sandbar Drive and Trial Drive have been completed.

Executive Session: At 7.08 p.m. a motion was made by Councilor Kelley, 2nd by Councilor Acosta to go into Executive Session to discuss a police personnel matter. The motion was adopted.

At 7:21 p.m. a motion to return to regular session was made by Councilor Cazes, 2nd by Councilor Kelley and adopted. Mayor Toups advised that a police personnel matter was discussed in Executive Session.

Following the recommendation of Chief Anderson, a motion was made by Councilor Kelley, 2nd by Councilman Cazes to accept the Chief's recommendation and hire Mr. Ronald Carroll as a full-time police officer, effective September 2, 2013 at a salary of $2,000.00 per month. The motion was adopted.

A motion was made by Councilor Parrish, 2nd by Councilor Kelley to accept the recommendation of Chief Anderson and hire Mr. Dewey Vidrine as an unpaid auxiliary officer, contingent upon his passing the matrix test. The motion was adopted.

Adjourn: The meeting was adjourned at 7:25 p.m. on a motion by Councilor Cazes, 2nd by Councilor Kelley and adopted.
