Monday, June 10, 2013 @ 7:30 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL – All Present: Bell, Berger, Schell, Braun, Spiess, Jennings and Mayor Pennington.
City employees in attendance: Chad Schisler, Barney Vanderpool, Crystal White, Colleen Leddy and Renée Schroeder.
Public in attendance: David Green.
APPROVAL OR AMENDMENT TO AGENDA: Moved by Schell, seconded by Braun, for the following changes to the agenda: Under Public Works Committee, delete “Request to use park for music event in July”; and under Public Safety Committee, delete “security for festival”. All votes yea, motion carried.
PUBLIC COMMENT ON AGENDA ITEMS: None were heard.
MINUTES: Schell moved, Spiess supported approving the minutes from the May 20th City Council meeting with the following correction: Jennings voted NAY on the motion to purchase a backhoe. Roll call vote—Yeas: Bell, Schell, Braun, Spiess, Jennings and Mayor Pennington. Berger abstained. Motion carried.
ACCOUNTS PAYABLE REPORTS/BILLS AND TRANSFERS: The Accounts Payable report dated
June 7th totaling $88,525.41 was approved in a motion by Bell, seconded by Schell. All votes yea, motion carried.

CITY ADMINISTRATOR/CLERK’S REPORT:
· Chamber of Commerce meeting Thursday, noon @ DeMor Hills
· Planning Commission meeting Thursday @ 7:30 p.m.
· Spent last Friday in Ann Arbor at UofM Library along with Brenda and Leasa researching data base for foundation grant opportunities
COMMITTEES:
FINANCE, LEGAL, ADMINISTRATIVE PERSONNEL & ECONOMIC DEVELOPMENT: D&P Cable Agreement – tabled until a rep from company can be present at council meeting.
Moved by Bell, supported by Schell, approving Program Guidelines and Section 3 Handbook for the MSHDA Rental Rehab grant. All votes yea, motion carried.
First read: Employee policy handbook. Copies have been given to all non-union employees.
Bell moved and Spiess supported accepting Barry Stover’s resignation from the Dept. of Public Works effective June 14th. All votes yea, motion carried.
Jennings moved and Schell supported to continue with preparing Employee Agreements for salaried employees but draft the agreements as “ongoing”, no longer list a term of employment. Roll call vote—Yeas: Schell, Braun and Jennings. Nays: Bell, Berger, Spiess and Mayor Pennington. Motion denied.
Spiess moved and Bell supported that as of July 1st, individual Employee Agreements will be discontinued and all non-union employees will be governed by the Policy Handbook for Employees with any negotiated exceptions tracked in an employee’s personnel file kept by the City Administrator/Clerk. Roll call vote—Yeas: Bell, Berger, Braun, Spiess and Mayor Pennington. Nays: Schell and Jennings. Motion carried.
Councilor Bell gave an update on the search for a new City Administrator/Clerk. Interviews will be held this Wednesday beginning at 1 p.m.
PUBLIC SAFETY (FIRE, EMS AND POLICE): Schell moved and Berger supported approving Fire Chief to sell items that are no longer usable by the department. Proceeds to savings/sinking fund. All votes yea, motion carried.
Moved by Schell, supported by Berger, to rehire Cody Thompson as a member of the Morenci Fire Dept. All votes yea, motion carried.
PUBLIC WORKS (PARKS, CEMETERY, LIBRARY, UTILITIES, STREETS & SIDEWALKS, BUILDINGS & GROUNDS): Councilor Berger reported:
v Recycling Center material report from WERLOR—total for the month of May $285.30
v Festival events brochure included in council packets.
v Cemetery mowing bids due June 20th
City Superintendent report:
· Recycling Center closing on June 29th
· Annual water quality report completed, will be published in next week’s newspaper
· New street light installed (to replace damaged one in front of Dr. Shetty’s)
· Reminder of ordinance covering residents that don’t keep their grass mowed
· Working on Page Street sidewalk installation
Library Director report:
Ø Wednesday, the Library’s Summer Reading program begins
Ø Thursday, author Benjamin Busch, a Michigan Notable Book award recipient, will speak at the library
