Purpose of the Role
To provide clinically appropriate care to a high professional standard in a way which is consistent with service objectives and contractual commitments, and with statutory and other regulatory obligations.
To participate in the Community Alcohol Drug Service (CADS) Multidisciplinary Team process providing leadership, assuming overall clinical responsibility for care for CADS clients, including referral, allocation, treatment, discharge, risk assessment and court reports.
Working in partnership with the Service and Unit Manager to promote and support strategic and operational management, in a way that is consistent with the organization’s vision and values, within the limit of available resources.
To take an active District-wide leadership role in the development of alcohol and drug service delivery and development.

Competencies
  • As for Adult General and Specialist Service Mental Health
Formal Qualifications
  • Appointee will be a Special Medical Practitioner with the New Zealand Medical Council in the area of Specialist Psychiatry.
Specific Skill Levels
  • Appointee will have a personal commitment to high standards of medical practice and will have demonstrated capacity to work both autonomously and as a member of a multidisciplinary team.
  • Appointee will have a strong commitment in continuing medical education, both in their role as a teacher and in their own professional development.
  • Appointee will have a strong commitment to biculturalism.
Previous Experience
  • It is essential that the appointee will bring at least 2 years as consultant psychiatrist experience to the role
  • It is preferred that the appointee will have experience in Alcohol and Other Drug Psychiatryincluding Opioid Substitution Treatment.

To provide a consultation service to other consultants with the Southern District Health Board and other Non-Governmental providers. /
  • Evidence of provision of consultation to other services and providers in the area of Alcohol and Other Drug issues, including risk assessment and risk management

To develop with Unit Manager, Service Manager, and Mental Health Director, clinical performance objectives and criteria. /
  • Annual evaluation indicating achievement towards meeting these objectives.

To understand the Mental Health Act 1992 (and Amendment Act 1999), the Criminal Procedure (Mentally Impaired Person’s) Act 2003, The Intellectual Disability Compulsory Care and Rehabilitation Act 2003 and The Alcohol and Drug Addiction Act 1996. /
  • To comply with the provisions of the relevant Acts and all the organisational policies regarding patient rights and informed consent.
  • Provide advice to Consult Psychiatrists and Senior Clinical staff in General Mental Health Service

To provide comprehensive assessment in the form of Court ordered reports, Mental Health Assessment, Special Patient Reviews and impaired health practitioners /
  • Provide expert, comprehensive and timely Assessments and Reports

To assist in the professional development of registrars, junior medical officers, and other staff employed in the Mental Health Service /
  • Demonstrates involvement/ participation in the professional development of other staff employed in the Mental Health Services.
  • Support and advise clinical staff in planning and reviewing care delivery to manage complex and difficult situations.

To provide undergraduate and postgraduate teaching to all health professionals of lesser skill, knowledge or experience. /
  • Demonstrates involvement with the Medical Director of Mental Health in supervision of registrars and junior medical officers.
  • Demonstrates participation in formal situations and provision of informal instruction during routine clinical activities.

To be responsible for own professional development. /
  • Competency demonstrated in all relevant facets of contemporary practices.

Involvement in Peer Review, Clinical Auditing, and other forms of quality improvement. /
  • Demonstrates participation in Peer Review, Clinical Auditing, and Quality Improvement programmes.

To participate in Accreditation and Quality initiatives undertaken by the Southern District Health Board. /
