Purpose of job (outline what, to whom and why)
To provide operational leadership to the Milton Keynes Community health Service (MKCHS) Physical Disability Services. The service provides the following services to people with a Physical Disability: - Community Occupational Therapy, Community Equipment, Wheelchair Therapy and provision, Neuro Rehabilitation Centre (providing rehab and therapeutic intervention on a clinic basis), Falls Service, Clinical Specialist team (home based support to people with brain injury, MS, MND, Epilepsy, Parkinson’s disease).

1 / Partnerships with NHS Milton Keynes, the council and partner services, MKFT (Milton Keynes Foundation Trust) and primary care, are undertaken which develop policies and deliver services that promote independence, wellbeing and choice for customers, and meet the care requirements following assessment, for people with disabilities2 / A diverse group of managers are managed, which includes supervision, appraisals, and holding regular team meetings ensuring policies and procedures are being adhered to, and services delivered to a high standard
3 / Work in partnership across MKCHS to establish work priorities, to innovate and develop cross Team services, ensuring a seamless adult health & social care service for customers
4 / All policies and procedures are monitored and maintained both within areas of control and across the organisation, delivering a consistent and lawfulapplication of policy into service delivery, including meeting the requirements for registration and inspections by CQC and other statutory bodies
5 / Service budgets are prepared, monitored and controlled, to ensure that financial targets are met and systems are in place to identify pressure areas and respond appropriately.
6 / Manage services to ensure continuous improvement by meeting national and local performance targets and by setting and meeting team improvement targets
7 / Complaints are investigated and reports prepared to ensure timely and appropriate resolution for customers
8 / Disciplinary or capability procedure actions are undertaken as necessary, including chairing hearings, ensuring that staff are managed to work to at least minimum acceptable standards of conduct and service delivery

Scope (outline the size or scope of the role, direct or indirect responsibility for people, finances, resources and any special aspects of the role)
People: The role requires the post holder to give clear management direction to approximately 70 members of staff viaa group of5direct report managers, from several areas of health, building strong working relationships with HR, Finance, Commissioning to ensure cohesiveness of services ensuring that the service works within the agreed budgets and the organisational agreed policies and procedures.
This role requires significant stakeholder engagement particularly with service users, the private and voluntary sector.
It is the responsibility of the Head of Service to give direction to the managers regarding the policies and procedures of the organisation and to ensure monitoring of implementation
Financial:This role has accountability for budgets, of approximately 2.7m. This value includes staffing, non pay and equipment budgets (wheelchair and Med loan equipment).

Specific Responsibilities :

1 Clinical Performance and Organisational management responsibilityTo be accountable for the planning and delivery of Physical Disability Services, prioritising needs to provide an effective service
To maintain clinical expertise by providing physical disability services in identified service area and appropriate locations, ie clients’ home, hospital or other setting
To ensure the maintenance of clinical records in accordance with MKCHS policies
To lead and promote evidence-based practice in the services
To promote Physical Disability Services, negotiating priorities where appropriate
To liaise regularly with the Director of Adult and Older Peoples Transformation and Service leads on professional and service issues
To contribute to the design and delivery of services in accordance with the objectives of MKCHS
To be responsible for and effectively manage budgets including budget setting, procurement of capital equipment. Manage budgets in MKCHS and pooled budgets held by MK Council
To agree and implement the service specific objectives arising from MKCHS and MK Council’s objectives
To work within the clinical governance framework adopted by MKCHS
To investigate complaints received by the service and develop systems to facilitate service improvements as a result of investigations
To establish effective working relationships with other services in MKCHS, local authority, voluntary sector and neighbouring PCT Provider Services and participate in partnership working
Convene and chair meetings as required
To prepare papers and proposals for submission to relevant organisations and meetings
To prepare and deliver formal presentations to relevant organisations and meetings
To maintain records relating to staff issues including formal investigations
Robustly monitor and analyse service performance and effectiveness
2 Staff management
To develop and maintain effective communication structures, facilitating two way communication on Service and Trust issues
To ensure that staff maintain up to date written and electronic activity data in accordance with professional and MKCHS standards
To lead on the skill mix, recruitment and retention of staff in the Physical Disability Services
To be responsible for implementation of MKCHS Human Resource policies, such as, flexible working, retirement, disciplinary within the designated service
To support staff in meeting the needs of people referred to the service
To build an effective team with a sense of direction, clear aims and objectives and the ability to achieve goals
To ensure that effective communication systems are in place to enable service delivery to occur
To be approachable for staff to feel confident in discussing confidential and highly sensitive information that may be affecting their working/personal lives
3 Training and development
Attend mandatory training in accordance with MKCHS policy and any other training that is required in order to satisfactorily undertake the duties and responsibilities of the job
To participate and lead service appraisal, and continuous personal and professional development in accordance with the MKCHS policies and procedures and as required by relevant professional bodies
To participate and lead in supervision, in accordance with the MKCHS policies and procedures
To ensure that all staff have effective induction and supervision programmes
To supervise staff and assist in staff and student training through education, guidance and example
To assess training needs of staff and ensure (as far as practicable) that appropriate training is provided to meet those needs
To apply specialist skills and knowledge in order to establish professional competence and fitness to practice
To identify areas for personal and professional development, discuss these with Director and implement agreed actions
4 Health and safety and risk management
Ensure that local policies and procedures are in place to protect the health, safety and welfare of everyone who comes into contact with MKCHS and its’ Physical Disability services
Ensure all incidents are reported and that procedures are in place to reduce risks (including clinical risk) in line with the Trust’s Risk Management strategy
To adhere to Trust policies in relation to Heath and Safety
To undertake risk assessments as and when required and ensure that the Risk Registers are kept up to date and the Director and the Risk Management committee are aware of risks that pose high risks to MKCHS
5 General responsibilities
