Purpose of job (outline what, to whom and why)

To lead and manage the development of an efficient and effective strategic environment and waste management service within Environmental Services.

To lead the development and delivery of the Zero Waste & Open Space and Countryside Strategies across the organisation; to drive out efficiencies through re-process engineering and partnership aligned services.

To manage the delivery of the Residual Waste Treatment Facility Project.

Scope (outline the size or scope of the role, direct or indirect responsibility for people, finances, resources and any special aspects of the role)

Manage and support Approx. 30 professional and technical staff, plus temp/agency staff and consultants as necessary for the effective delivery of the services and outcomes.

To promote partnership working and joined up service delivery, by developing andmaintaining key relationships with people inside and outside the council, including other services, councils, regional and national bodies, the police, other agencies, councillors, contractors, businesses, customers and the local community.

Take responsibility for the management and is the sole budget holder of the division’s capital budget of up to £125mover 5 years for the Residual Waste Treatment Facility Project, with an expectation of on-going Capital expenditure to be approximately £10m p.a.; and revenue budgets (£25m pa) budgets. Of this approximately £800,000 of the revenue budget is staffing costs. This includes the management and delivery of a number of individual large scale Environmental and Community capital projects. The role has income generated targets relating to waste, recycling and environmental services in excess of £2m pa.

Work Profile (outline the main areas of responsibility and accountability and competencies)

1.Strategy

To deputise for the Assistant Director Environmental Services across the full range of duties and responsibilities

To be a member of Department Leadership Team and to represent the Assistant Director on certain Corporate Groups and Working Parties.

To initiate, develop and implement innovative solutions to assist the best use of the resourcesacross wide discipline of services associated to neighbourhood management and support functions.

To advise senior management and Council on the effects of relevant new or draft legislation, codes of Practice or other initiatives, publications or developments, ensuring that appropriate Members and other interested parties are properly briefed and advised.

To respond to national, regional and local consultation from government, statutory, private and voluntary bodies.

2.Performance

To ensure the role and responsibilities of the Services are carried out and developed satisfactorily. This includes ensuring that Council policies and decisions are implemented correctly, having due regard to financial regulations, contract procedures and standing orders of the Council, and ensuring that insurance and statutory requirements are met.

To ensure the most efficient methods of design are employed, including the use of computing facilities.

To monitor new materials, products, techniques, and equipment in the post holders’specific field, and to advise the Assistant Director of their relevance to the work of the Service.

To deliver corporate performance improvement targets through a programme ofcontinuous service improvement and effective performance, people, project, financial and contract management systems. To keep abreast and deliver the performance agenda in particular key national and local indicators through CAA, Government, targets etc around neighbourhood management, environment and support service functions etc.

To regularly monitor the relevant Service’s work programmes, performance indicators and take necessary action to ensure the Service meets agreed outcomes.

To ensure the effective uses of the service business plans, performance appraisal and team briefings.

To carry out ongoing Service reviews such as structure, procedures in order to remain responsive to current/future needs and requirements.

3.Service Quality

To make recommendations for policy and procedural changes etc. and ensure that decisions are implemented correctly, that all necessary approvals are obtained, and that projects are carried out satisfactorily having regard to the need to engage, involve, VFM, standing orders etc.

To comply with the operating procedural requirements, maintaining, reviewing, developing and improving the Service procedures, and monitoring performance output against indicators.

To promote and maintain professional standard in the work of staff within the Service.

To be aware of and keep up to date with all relevant developments relation to the work of the Service.

4.Resource Management

To prepare revenue and capital estimates, and the programming and control of expenditure, both on individual projects and on specific areas of expenditure.

To manage the Services capital and revenue works budget, employing financial systems to monitor spend throughout the year ensuring that budgetary expenditure is maximised.

To exploit every opportunity for the funding of capital and revenue projects, identifying potential opportunities, and carrying out feasibility and economic appraisal, with a view to levering in funds from both the public and private sector.

To recruit, lead and manage staff within the Service so that they are deployed efficiently. To ensure the supervision, co-ordination and planning of works across the relevant Services.

To apply the Council’s Disciplinary Code of Practice in dealing with disciplinary matters within the Service.

To be responsible for the ongoing support functions of the Service monitoring expenditure and performance to ensure that the correct procedures are developed and implemented.

To appraise staff in the Service, determine their training needs, develop and encourage their professional development and to act as formal mentor for any professional trainee in the Service.

5.Culture

To support the development of a positive organisational culture that is outward looking, evidence based, performance and customer focused.

6.Communications

To represent the Assistant Director at meetings with the public and with Councillors on matters relevant to the Service, including attendance at the relevant Executive Committees and neighbourhood forums/listening events and alike.

To represent the Assistant Director at meetings with other services and outside bodies (e.g., Police, Emergency Services, DECC, DEFRA, Environment Agency, Government agencies, Local Authorities, Developers, Legal Services – this list is not exhaustive).

To ensure that the Authority is represented on national and regional bodies relevant to the Service’s work.

To liaise with other Services and Partners to ensure that all the interests of the Service are fully considered.

To answer queries from members of the public, including signing correspondence, and to draft replies to Councillors, MPs etc. To draft reports for Council Committees on matters for which the Service is responsible.

7.Commitment

To attend meetings internal and external to the Council with key stakeholders, which may involve working outside of normal working hours.

To undertake any other duties consistent with the basic objectives of the post and of the Service.

8.Health & Safety

To act as a Borough Liaison Officer or Technical Adviser in the event of major incidents. This will include directing other staff, assisting the Emergency Services, or being based in the Emergency Control Centre to ensure a cohesive response is given to the Emergency Services.

To provide advice and support to the Chief Executive and the Emergency Management Team in the event of a major civil emergency.

To follow the Councils systems for the implementation of the Construction (design and management) Regulations within the Service, maintaining and reviewing monitoring systems aimed at ensuring CDM compliance.
