Job Title: / Referees Development / Football Services Officer / Hours: / Full Time

Job Purpose
·  To support the delivery of the National Game Strategy
·  To develop and implement effective recruitment, retention and development strategies for referees within the County
·  To assist in administering Governance of football in the county
·  To provide effective, efficient administration services to support clubs, leagues, volunteers and key partners
·  To administer the County FA competitions, representative games and festivals
Principal Accountabilities/Responsibilities
·  Support County FA to become sustainable and to operate as an effective business to ensure work is completed accurately and efficiently and to a high quality
·  Use national and local customer insight to drive delivery of the NGS
·  To develop and implement effective recruitment strategies for referees
·  To manage and develop effective retention strategies and decrease the number of referees leaving the game
·  To track the development of referee qualifications and levels
·  To increase the activity of the current referees and ensure Referees coverage in Leagues is maximised
·  To provide a range of development opportunities for the referee workforce including; training and development, mentoring, seminars and on-line learning opportunities
·  To deliver the inclusion targets in the County Inclusion Plan
·  To develop a system of identifying talented referees and to support and develop Referee Academies and other such schemes
·  To administer the development of all Assessors, Instructors, Mentors and other volunteers involved in supporting referees
·  Support the development a business culture across the County FA
·  Administer the County FA’s Cup Competitions – cup entries, draws , Referee appointments, results, finals etc
·  Liaise with Football Services Administrator to issue and process payments for fines for breaches of competition rules
·  Administer Representative matches - dates, venues, travel, refreshments, Referee appointments
·  To maintain, document and keep updated effective operating procedures and policies manual
·  Any other duties as required by the Chief Executive
Knowledge/Experience/Technical Skills/Behaviours
a) Knowledge/Experience/Technical Skills
Essential:-
·  Experience of Sports/Football/Referee Development
·  Knowledge of the Laws of The Game
·  Knowledge and experience of business support services
·  Ability to analyse complex data
·  Project Management Skills
·  IT Skills (Excel, Outlook, Word, PowerPoint, Whole Game System and database work)
·  Demonstrate a working understanding and application of inclusion, equality and anti-discrimination, safeguarding and best practice
·  Ability to work flexible and sometimes unsociable hours
·  Experience in working with a volunteer workforce
·  Diplomacy and the ability to deal appropriately with confidential information
·  Driving Licence / Desirable:-
·  Knowledge of the structure and organisations within Grassroots Football
·  Experience of working with Boards and Committees
·  Experience of identifying and progressing new business opportunities
·  Licensed Referee Tutor
