“Role of partners in coordination” operational briefing

BACKGROUND

Due to high turnover and the nature of humanitarian work, new staffs are continuously deployed by WASH agencies to emergencies, initially unaware of the country humanitarian WASH coordination system. To answer to this gap, the GWC has developed this operational briefing which forms part of the suite of Global WASH cluster learning materials developed for coordination personnel and partners,as part of the GWC 2017-2020 Teaching and Learning strategy.

AIM OF THE COURSE

This briefing aims at improving partner’s participation to cluster activities and WASH response outcomes, by presenting them priority partner’s input to cluster (input to monitoring framework, participation in cluster event and working groups) and cluster main outputs (strategic orientation, harmonized technical standard and methodologies, online document repository, specific tools and template used in country)

COURSE OBJECTIVES

OBJECTIVE
1 / Know the minimum commitment for in country cluster participation
2 / Outline the timing of inputs to the country HRP and WASH elements of current HRP
3 / Presentation of WASH response current level as compared to target, geographical and technical gap analysis
4 / Review the country WASH Strategic Operating Framework including principles of working, current coordination arrangements, the cluster/platform response plan, and local WASH standards and harmonized approach.
5 / Discuss parameters and priorities of the country-based pooled fund for WASH, timelines
6 / List partner’s input to cluster monitoring framework ( template, purpose, frequency of inputs and products )
7 / Open discussion of key issues and challenges for platform partners

TRAINING AUDIENCE

Primary targets of this briefing arepartners staff deployed at national or subnational level including:

-Partners’ WASH manager and coordinator level arriving to a new emergency at national or subnational level.

-Partners’ staff responsible for information management inputs to the platform for their organisation

-Partners’ staff routinely represent their organisation at platform meetings

It is aimed at an intermediate level. It is not an introduction to the cluster approach or the program cycle, it is a targeted operational briefing on contributions of partners to key deliverables and cluster main outputs and recommended approaches. It requires pre-existing knowledge about Cluster approach, humanitarian Program cycle and sector specific standards, ideally provided by WASH agency as part of their induction/ training pathway

COURSE EVALUATION METHODOLOGY

  1. At the end of the training, participant must complete an online evaluation questionnaire including a Level 1 (Reaction and Planned Action) and level 2 evaluation (Learning and Confidence), based on the GU training M&E guidelines.
  2. When possible and relevant, a level 3 evaluation will be performed 3 to 6 months following to the training (to monitor to which degree participants have applied their new knowledge in their relationship with the cluster and what effect this has had on coordination.
