Role: Head of Estatesand Facilities Management

Salary: £53k - £55k per annum

Accountable to:Director of Estates and Capital Projects

To provide strategic overview and direction on the development and delivery of an innovative Estates Strategy for Nottingham College and the Estates function delivery.

Portfolio of responsibilities:

Estates Management

To support the Director of Estates and Capital projects on the review and implementation of the College Property Strategy and ensure all our facilities are excellent environments conducive to high quality learning and customer experience.

To act as a ‘client’ interface when working with the Project Management Office (PMO) in relation to the implementation of capital works to ensure that projects are carried out to specification and timescales and provide quality teaching and learning accommodation.

Ensure that all maintenance, repair and development work to the college property and grounds is carried out to the highest reasonable standards to comply with statutory legislation and ensure the properties are safe and fit for purpose.

To lead and inspire designated managers and teams to provide excellence, employability and enterprise through ensuring our campuses are well maintained and provide all the right support and inspiration for our students.

To proactively manage the Mobile Facilities Managers and other first line Estates team members ensuring implementation of regular and effective communication and staff development strategies.

To have overall responsibility for the smooth operation and maintenance of the College estate to include the preparation and costing of specifications for minor maintenance programmes and service contracts ready for external tendering. To undertake the tender process and subsequent contract management.

To ensure that all statutory inspections (e.g., legionella, fire, emergency lighting) are undertaken in line with legislation and good practice guidelines.

To develop an integrated building security strategy including CCTV, access control and intruder alarms, to specify and maintain systems to meet the strategy.

To effectively manage the Estates and Health & Safety budget including income and expenditure and securing value for money. Develop a system of reporting all operating cost across the estate using financial system and MI. (Management information)

To review existing working practices and arrangements across the front line Estates Teams to maximise efficiency, quality and value for money.

To review and oversee the implementation of a Service Level Agreement for the key strategic suppliers including relevant KPIs and performance management.

To work closely with curriculum and professional services colleagues to ensure that property issues are resolved quickly and that the College estate provides a safe working and learning environment.

To prepare and implement an Energy/ Carbon Management Strategy to achieve savings and reductions and monitor the College’s environmental impacts.

To assist in the preparation of funding applications to external agencies and in any subsequent monitoring and reporting.

To prepare a long term planned maintenance plan for the College estate in line with the College Property Strategy.

To be responsible for the management of the College’s car parks, transport fleet and transport policy and postal service.

To take a lead role in aligning to curriculum activity and key stakeholder interface around all internal customers.

To work with others on the implementation and maintenance of a College wide asset register, and develop CAFM and helpdesk strategies.

To assist with maximising efficient use of the College estate and to support an annual space utilisation survey.

To be the College’s out of hour’s critical contact for Property and Security issues and to ensure sufficient out of hours call out rotas are in place.

To deputise for the Director of Estates and Capital projects as required.

To lead on the process of avoiding, defending and managing public liability claims against the College, including working directly with the Insurers or their brokers.

To lead on work to report or improve on legal and regulatory aspects such as with the Fire Service and the College Insurers.

Undertaking periodic surveys of all College buildings, and develop and manage the planned maintenance programme, including co-ordination of staffing to undertake minor and mini works, and to oversee completion to a satisfactory standard within budgets.

Health and Safety

To advise the College on all matters relevant to Health and Safety as required by legislation, HSE guidance, Codes of Practice, AoC Guidance/advice etc.

To advise Governors, Senior Management, Heads and Support Managers of actions which are required to be taken to ensure compliance with Health & Safety legislation and practice.

To be a member of the H&S Committee that meets on a termly basis.

To keep the Director of Estates and Capital projects updated in respect of all Health and Safety, Fire Safety and associated matters.

To ensure all employees and students informed of their responsibilities to ensure compliance with Health, Safety and Fire Safety legislation and College standards, through communication and/or inductions and training.

To lead and offer support to the Estates Department in respect of their responsibilities as they affect Health & Safety, to include Contract input and evaluation, Contractors on site etc.

To maintain regular liaison with the nominated Trade Union Health & Safety representatives and as appropriate Student representatives.

In ensuring that the College complies with all relevant Health and Safety legislation, Codes of Practice, HSE guidance etc.; that it is underpinned by a culture of ‘Risk Assessments’ which is maintained by having employees trained in carrying out Risk Assessments within the College. To keep the Health and Safety Management Group and the Health and Safety Committee informed of progress and outcomes.

To advise and ensure compliance with all aspects of Fire legislation, safety and good practice, to include fire risk assessments, adequate testing of evacuation procedures across all College sites and routine testing of alarms etc.

The portfolio of responsibilities will be reviewed so that it evolves as part of the College’s organisational development and to ensure the role continues to contribute towards the strategic direction and corporate priorities of Nottingham College.
