Clúid has 126 staff to ensure that it has the capacity to meet this mission. To date Clúid has provided 5,131 properties to low income families and single people in housing need all over Ireland.

The Project Manager will join the in-house New Business Design Team which includes, Senior Architect, Quantity Surveyor and Design Team Assistant. Your role will be to oversee the delivery of an extensive housing development programme, ensuring quality control, and compliance with Procurement Regulations, Planning, Building Control, Building Regulations, Contractual Obligations, Health & Safety Requirements and Project Finance.

As part of your role you will support the New Business Development Managers and Officers who are tasked with the delivery of individual new build, refurbishments and acquisition projects.

The post requires excellent planning, organisational and negotiation skills as well as an excellent knowledge of procurement, contract management and all stages of the development from design through to handover.

Role Overview: Assist the Senior Architect & Quantity Surveyor in overseeing the delivery of Clúid’s housing development programme, ensuring quality control and compliance with Government Procedures and Regulations.
Reporting to: New Business Director
Responsible for: Oversight of Project Delivery
Key responsibilities
General
v  Work alongside the Senior Architect and Quantity Surveyor on feasibility exercises and project appraisals
v  Assist the design quality control and compliance monitoring of projects
v  Ensure Departmental guidelines and procedures are adhered to, in particular the Capital Works Management Framework
v  Assist in the procurement, assessment and appointment of project Design Teams
v  Assist in the procurement, assessment and appointment of Main Contractor’s for new build and refurbishment projects.
v  Assist in the performance review of Professional Consultants and Contractors
v  Ensure all Third Party Funder’s requirements are met for new build, refurbishment and acquisition projects
v  Ensure that Clúid Housing procedures are adhered to in particular appropriate sign off /approval stages.
v  Maintain a good knowledge of procurement regulations and procedures
v  Maintain a good knowledge of Government Public Works Capital Contracts and procedures
v  Have a good technical background and keep up to date with current building standards
v  Support the New Business Development Managers and Officers in the management of individual project teams and stakeholder relationships
v  Manage projects form initiation to completion when necessary
v  Undertake project development and delivery, scheme work submissions, and development finance monitoring when necessary
v  Ensure Clúid’s Handover Procedure is implemented for all projects coming into management
v  Assist in the development of the Clúid Housing’s new business and development documentation
v  Alert the New Business Director as early as possible to any problems arising in relation to project progress, development and delivery and cost variations
v  Liaise with Senior Architect and Quantity Surveyor in the adequate resourcing of projects and attend fortnightly New Business Design Team meetings.
v  Attend monthly New Business Team meetings and quarterly Stakeholder meetings
Pre-Contract
v  Work with the Senior Architect in the preparation of the project brief, specification, scope of services documents and the tender package for Design Teams. Manage mini-competitions under Cluid’s Professional Consultancy Frame Work. Oversee the tendering process in consultation to ensure that contractual arrangements comply with statutory requirements, Clúid’s financial and committee regulations and contract procedures
v  Liaise with the Quantity Surveyor & Senior Architect in reviewing the construction tender documents for the Main Contractor prior to tender issue
v  Work with Senior Architect to instruct Employers Agent to prepare employers’ requirements for design and build schemes, and ensure these reflect the agreed design and specification
v  Ensure that appropriate Health and Safety procedures are adhered to by consultants and contractors
v  Ensure that the scheme appraisal process is fully implemented for all projects
v  Ensure all necessary legal agreements including development agent agreements are in place prior to scheme starting on site
v  Ensure all necessary insurances are in place and keep records up to date
v  Ensure that schemes start on site as speedily as possible within agreed procedures
v  Advise New Business Coordinator of scheme starting on site and need for property insurance
On-Site
v  Assist the New Business Team by monitoring progress of contracts, attend site meetings as necessary and liaise with Development Managers and Clerk of Works during the works
v  Advise Senior Architect and Quantity Surveyor of anticipated variations in final contract sum
v  Keep Housing Management informed of progress and expected hand-over of property dates when necessary
v  Manage snagging process and accept hand-over of properties following issue of Certificate of Practical Completion
v  Ensure all Health & Safety regulations are adhered to
v  Ensure all handover documentation required by Clúid is available on practical completion
v  Manage Project on site when necessary as Client Representative
Post - Hand-Over
v  Liaise with Senior Architect, Quantity Surveyor, Housing Officer and Clerk of Works during the defects liability period ensuring that defects are dealt with speedily by contractors/consultants when necessary
v  Liaise with New Business Development Managers & Officers to bring to completion final accounts as speedily as possible
v  Liaise with New Business Development Managers & Officers where applicable to ensure schemes are taken in charge by local authority as quickly as possible
v  By consultation with Housing Officer / Tenants obtain feed-back on design and specification standards
Other
v  Represent the Association to other agencies
v  Produce reports for and attend Board meetings and other committees as required
v  Act as an information and advice source on development issues to staff at other regional offices
v  Liaise with Finance department for payments received from local authorities
v  Produce reports on progress for regional meetings
v  Implement procedures for managing the process and delivery of new business opportunities
