WHAT IS THE WHITELAND TOWN COUNCIL?

The Council is an elected governmental body charged with the legislative, fiscal and executive powers of Whiteland Town Government. The five (5) council members are town officials who live within defined districts within the Town and are elected to serve four (4) year terms. In effect, the Council transacts the official business of the Town.

ARE THE CLERK-TREASURER AND TOWN MANAGER MEMBERS OF THE COUNCIL?

The Town Manager carries out the Council’s adopted policies. He also assists with the day-to-day operation of Town government and works with the Town department heads. The Town Manager is not a member of the Council.

The Clerk-Treasurer is an elected official who serves as the secretary of the Council and also serves as the fiscal officer of the Town. The Clerk-Treasurer has the responsibility for keeping the accounts and the issuance of warrants for the payment of claims allowed by the Council. The Clerk-Treasurer is not a member of the Council.

WHAT IS DONE AT THE COUNCIL MEETINGS?

Council meetings are held for the purpose of acting upon the recommendations of the Town Manager, Town department heads and the general public. The Council approves all claims for payment of Town debts, considers and adopts policies and ordinances and authorizes the spending of Town funds. Although any matter may come before the Council, many Town-related issues are handled through the Town Manager and the various Town department heads.

WHEN AND WHERE ARE COUNCIL MEETINGS HELD?

Regular meetings are held the second Monday of each month commencing at 7:00 PM in the Town Hall at 549 Main Street, Whiteland, Indiana. If a Monday is a legal holiday, the Council generally meets the next business day. Occasionally, a special meeting is called, or when a change in the time or place of a regular Council meeting becomes necessary, the change is announced to the public prior to the meeting.

ARE COUNCIL MEETINGS OPEN TO THE PUBLIC?

All regular Council meetings and special Council meetings are open to the public and are subject to the Indiana Open Door Act. Executive sessions are closed and are sometimes held for the purpose of discussing personnel, security, litigation and the purchase or lease of property.

HOW CAN I ADDRESS THE COUNCIL?

Persons desiring to address the Council at any regular meeting should call the Town Manager’s office to inquire as to the availability of space on upcoming meeting agendas. Normally, the submittal of a written request to be placed on the agenda is required. The Town Council will open the floor up for public comment at the end of the regular meeting.
