ROADS AND TRANSPORT FRAMEWORK AGREEMENT (2013 - 2017)

CARRIAGEWAY RESURFACING WORKS – COMISTON ROAD

Dear Community Council members,

As part of an investment in Edinburgh’s roads and pavements for 2017/18, a section of Comiston Road will be resurfaced soon. The particular section is from the junction at Maxwell Street up to just before the junction with Comiston Drive (See Extents of Works map attached). This section of carriageway has been prioritised due to its current condition and the works will improve both the travelling experience and visual appearance of the surface. This work is scheduled to begin on Tuesday, 26th September 2017 and will take approximately six weeks to complete but this may need to be extended due to weather and any unforeseen circumstances. The Contractors operating times will be between the hours of 07:30-19:00 Monday to Saturday. The contractors may also be required to work on a Sunday in order to get the works completed faster or if any delays occur.

Road use during the Works

To allow for the safe execution of the works a Temporary Traffic Regulation Order (TTRO) will be in place to close off various roads and junctions, suspend on-street parking and ban various turns as necessary. This is done so that diversions can be put in place and successfully maintained, and allow the works to be carried out safely.

The works will be carried out in six phases and it is anticipated that each phase will take approximately one week each to complete. Phase 1 to 4 will be carried out mainly at the main Morningside Station junction. Phase 5 and 6 will then be everything south of this from Morningside Drive up to Comiston Drive.

Throughout Phases 1 to 4, temporary traffic lights will be used for both northbound and southbound traffic along Morningside and Comiston Road. However, during Phases 5 and 6, northbound traffic will remain on Comiston Road while all southbound traffic will be diverted along Cluny Gardens and down Braid Road. This will be similar to the system used when the gas main was being replaced along Comiston Road last year.

Traffic diversion signs along with road closed, banned right and left turn and no access signs will be placed where necessary for each phase of the works. In addition, traffic cones, temporary speed ramps and barriers will be set up. Street notice signs and information boards will be placed on site along Comiston Road and surrounding areas to display changes to any parking restrictions or access, and details of specific traffic management in place. Advanced notice signs for the works will be placed on the main routes leading to Morningside and Comiston Road on the 12th September. In addition, an information letter has been distributed to residents and businesses affected by the works.

The Contractor will make every effort to minimise disruption, however some will be unavoidable during the works. I apologise in advance for any inconvenience but hope that residents and local businesses will understand the greater long-term benefit of these improvements. To help minimise disruption to businesses and their deliveries, there will be designated delivery areas on several side streets whilst the road is closed outside their business property. Residents and businesses will be kept informed through on-street signage, letters and personal visits from staff or contractors if appropriate.

Public Transport

Throughout the works, certain bus stops will be closed and will not be in use due to the road closures in place. As a result, residents and members of the general public will instead have to use other alternative bus stops. The phasing of the works has been designed so that buses can use Morningside Drive when Balcarres St is not available and vice versa.Details of such bus stop changes and the bus diversions in place will be displayed on site at existing bus stops and shelters prior to each phase of the works taking place. Minimising disruption and noise

Every effort will be made to minimise disruption and noise, but unfortunately some is unavoidable during road works. Your patience will be very much appreciated during any delays that occur. Throughout the programme, emergency vehicle and pedestrian access will be maintained at all times. Where possible, access will also be maintained to businesses and residential properties. I apologise for any inconvenience, but hope you will benefit from the improved street condition in the coming years.
