1.PDL structure and management- if UCA specific PDL varies significantly from PBM’s standard or PDL offerings, would UCA has the resources to manage and direct the PBM to decisions involving this custom PDL offering?

If this question is concerning Section I; E

If UCA implements an evidence based formulary we will have sufficient assistance from a third party to manage the custom formulary

2.Under Section D statement 3:

Can your system support variation in day’s supply for various therapeutic classes, i.e., UCA defined maintenance list?

a.UCA Defined Maintenance List-is it UCA intent to implement a custom defined maintenance list (frequency and estimated GPI’s/NDC contained) or will UCA implement a standard maintenance list provided by the PBM

We would assume the PBM could implement their own maintenance list. The question here is, can the PBM implement a UCA defined, created, non-standard maintenance list.

Please do not infer by the question that UCA is going to implement their own maintenance list. The question has to do with the capability of the PBM system not the intent of UCA.

3.Managing to the lowest net cost includes both medical and pharmacy strategies. How will the pharmacy offerings be evaluated to ensure the lowest overall net healthcare cost for UCA?

This RFP if for Carve Out PBM services. We would assume the medical TPA/ASO and the PBM will be able to work together for the benefit of their mutual client, UCA.

4.PBM auditing procedures are typically standard across the industry (NDA’s, policies and procedures, and etc). Will UCA comply with the PBM auditing procedures or upon award or does UCA have established policies and procedures which can be provide at the time of RFP solicitation/completion

The standard Audit Protocol will be included and agreed upon in the standard Pass-Through Agreement referred to in Section IV.

5.Manufacturer Administration Fee for rebates, to meet the terms of transparency, is it acceptable to disclose the PBM will be retaining fee and still meet the terms of the RFP?

Disclosure of and the retaining of the rebate Manufacturer Administration Fee would comply with the transparency portion of the RFP but not the pass-through portion of the RFP and Agreement.

6.Narrow pharmacy network as an option for UCA is this an option for response to the RFP?

If the PBM wishes to submit a narrow pharmacy network please submit that as a second option to a full pharmacy network

7.For specialty pharmacy drug list, is the expectation an aggregate discount or drug by drug?

The request in Section V; A 13 is to provide a list of drugs available at the PBM’s specialty pharmacy by NDC including the discount, dispensing fee and rebate for each NDC. Each NDC will be checked on a claim by claim basis.
